About this file

This document includes a cost proposal template for organizational-level maintenance and repair services for berthing and messing barges. The services will be provided at locations in San Diego, California; Bremerton, Washington; Pearl Harbor, Hawaii; Yokosuka and Sasebo, Japan; and Guam. The contract will have a one-year base period and four one-year options and is set aside for an 8(a) small disadvantaged business. The template requires proposed direct labor rates by labor category and location, escalation rates, indirect rates, fixed fee, and travel costs for the base year and each option period. It specifies labor hours by category for use in cost calculations and instructs offerors to allocate hours between prime and subcontractor labor.

Instructions to Offerors:
(1) Offeror shall enter, into cells highlighted in blue, all proposed Direct Labor Rates (DLR) per hour by labor category, escalation rate(s), indirect rates (percentage) , fixed fee, and travel cost for each contract period.
(2) The cells highlighted in yellow above include RFP-specified labor hours, to be proposed by labor category for each contract period. If a prime offeror or subcontractor is proposing ONLY a portion of these total hours, the prime offeror/subcontractor shall adjust the hours in the schedule above to reflect the actual number of hours it is proposing. However, total prime offeror and subcontractor labor hours, when combined, must equal the total number of labor hours, by labor category, as specified in the RFP. Prime must show allocation (breakdown) of hours being proposed by the Prime and Subcontractor(s) in tab "Lbr Allocation."
(3) Offeror shall not enter amounts into cells with no highlight. These cells are calculated automatically.
* DLR = Direct Labor Rate per Hr
