SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0001
Amendment notes: Deletions are annotated with strikethrough font. Additions are annotated with red text.
Amendment 0001 is issued to:
1) Revise the quantity of hours for Labor Category 14170 System Support Specialist for San Diego. The changes are noted in the PWS paragraph 2.3.3, Section L paragraph 6.6.3, and Attachment 2 Cost Proposal Template.
2) Revise the Key Personnel listed in Section L para. 4.4.2.2.2 to list all key personnel identified in Attachment 5
Key Personnel Requirements.
3) Address questions and answers
QUESTIONS AND ANSWERS
1. Section L, para. 4.4.2.2.3 states: Offeror shall provide two resumes for each Key Personnel labor category as identified in Personnel Requirements (Attachment 5). Experience of personnel not available for this contract shall not be included. The personnel proposed within the various labor categories shall comply with the qualifications listed under each “key person” identified in Personnel Requirements (Attachment 5). The resume(s) shall focus on experience since 01 January 2014, shall not exceed two pages per resume, and shall include the following minimum information.
Does the government intend that offerors provide two resumes for Key labor categories for the entire contract or does it apply to each location of performance? For example, Sasebo, Yokosuka and Guam have one Key Labor
Category position required for the 1st Fore Person/Supervisor. Is it the government’s intent to have two resumes provided for these positions?
Answer: Section L (Para. 4.4.2.2.3.) is revised to clarify: Key personnel labor category resumes shall be provided for all locations. Please provide two copies of each resume submitted.
2. Section 4.5. Sub-factor (3) – Transition Plan states: “4.5.2. At a minimum, the transition plan shall include timelines for the following but not limited to:”
Request the gov’t provide the details for 4.5.2
Answer: The shipyard access insurance MUST BE ACTIVE AT THE COMMENCEMENT of the contract. See revisions to Section L, para. 4.5.2.1.
SECRET security clearances are required for all IT/ADP Personnel, Fore Persons/Supervisors, Lead
Persons/Assistant Supervisors, and ALL Pearl Harbor and Puget Sound employees requiring access to the
Berthing Barges where restricted data is present or stored. Designated personnel shall have SECRET Clearances to begin performance on 14 November 2019. Additionally, the Offeror shall demonstrate its ability to meet the security level in the DD 254 at the performance start date. See revision to Section L, para. 4.5.2.2.
Section M, para. 2.3.5.1. has also been revised to reflect revisions to Section L.
3. Section 5.1 states: Offerors shall contact their past performance references and request that each reference complete the “Offeror’s Past Performance Data” (OPPD) Attachment 1. A prime contractor should not submit an
OPPD for one of its subcontractors nor should a subcontractor submit an OPPD for their prime contractor. OPPDs received of this nature will not be accepted or evaluated. OPPDs shall be emailed directly from the reference to
Kimberly.rieder@navy.mil and lucas.k.aiu@navy.mil. OPPDs submitted by the offeror or one of its subcontractors, will not be evaluated. If the contract has CPARs can that used in lieu of the OPPD?
Answer: CPARS will not be accepted “in lieu” of the OPPD.
4. Section L, para. 5, Vol. III – Past Performance addresses offerors providing OPPDs to past performance references and having the past performance reference submit the OPPD via email directly to
Kimberly.rieder@navy.mil and Lucas.k.aiu@navy.mil of the FLCSD contracts department.
Would the government consider revising the OPPD to provide the specific information desired by the government? As an example, previous government questionnaires have been divided into 3 sections, (1) Offeror’s name and contract Information, (2) instructions to evaluators including grading criteria and attributes for grading such as contract outcome, schedule (timeliness), technical (quality), cost control and management performance
(customer satisfaction) and (3) contact information for the person evaluating the OPPD (e.g. name, title, agency, telephone/email, etc.)
Answer: An updated OPPD is provided. See attachment “Amend 01 Attachment 1 OPPD.”
5. Section M, para. 2.4 Factor II – Past Performance Rating Criteria addresses past performance submitted to a
“maximum of 5” in 2.4.1. This criterion is not included in Section L instructions to offerors. Would the government please confirm the maximum limit of past performances desired for submission?
Answer: Section L (Para. 5.1) is revised to “Offeror shall provide a maximum of 5 past performance references.”
6. Section M, para. 2.4.5 Relevancy addresses subcontract/teaming but subcontract/teaming is not a part of the
OPPD. Is it the government’s intent that subcontract/teaming be addressed in the OPPD?
Answer: If an offeror proposes a teaming/subcontractor arrangement that mirrors that of a previous contract, the
Government will consider that arrangement to determine similarity/relevance. An Offeror should discuss this arrangement and how it is relevant to the current requirement in its Past Performance proposal volume. The
OPPD is filled out by a previous customer and meant to evaluate the offeror’s performance on a previous contract. It is not meant to argue relevancy on behalf of the offeror. That being said, any information provided by either the offeror or the OPPD will be considered when determining Past Performance Relevancy.
7. The solicitation does not offer site visits for any locations identified in the PWS. May offerors conduct site visits prior to the proposal due date? Where are the locations exactly? Who are the points of contact?
Answer: Site visits are not available. The central locations are identified in the PWS as the barges shift within the location depending on ship movement.
8. Section I, Contract Clauses, page 59, FAR 52.217-8 (Option to Extend Services) (NOV 1999).
Request that the written notice requirement fill-in be changed from “one days” to “thirty (30)” days before contract expiration.
Answer: The clause will not be revised.
9. Section I, Contract Clauses, page 60, FAR 52.217-9 (Option to Extend the Term of the Contract) (MAR 2000).
Request that the preliminary written notice requirement fill-in be changed from “one day” to “sixty (60)” days and the written notice be changed from “one day” to “thirty (30)” days.
mailto:Kimberly.rieder@navy.mil mailto:Lucas.k.aiu@navy.mil
Answer: The clause will not be revised.

1.3.2. Barge Organizational Level (O-Level) Maintenance. With no permanent ships force assigned, organizational maintenance (O-Level) shall be conducted by the Contractor. Organizational maintenance is the day-to-day work performed on installed equipment in support of Barge operations. The purpose of O-level maintenance is to maintain all installed equipment in a full-mission capable status while improving the local maintenance process. Maintenance at this level includes inspections, servicing, handling, and periodic preventive maintenance of equipment with associated checks and tests as provided by the installed preventive 3M maintenance system. O-level maintenance also includes repairs and minor adjustments that do not require shop facilities as well as the removal and installation of components. All O-level repairs and maintenance unable to be accomplished are annotated in the individual barge
Current Ship Maintenance Project (CSMP) to provide a baseline for future barge Depot level repair packages. The requirements of this contract cover Organizational Level only. No Barge Depot Level (D-Level) maintenance shall be scheduled or conducted. Barge D-Level maintenance is maintenance that is performed normally in the private sector facilities or pier-side onboard Naval Stations ships, (D-Level maintenance requires major overhaul or a complete rebuilding of parts, assemblies, subassemblies, and end items, including the manufacturing of parts, modifications, testing, and reclamation.
1.3.3 The contractor shall provide labor, tools and materials necessary to accomplish inspection, testing, diagnostics for preventative maintenance, servicing, minor repair and equipment installation support for all installed systems and equipment systems onboard Duty Crew Berthing and Messing Barges.
When the complete replacement of a piece of installed equipment is required (e.g. the replacement of a complete air conditioning unit, or a complete ice maker unit, etc.), the provisioning of that item is not permissible under this contract. The replacement item will be procured by the Government and be provided to the contractor as
Government Furnished Property (GFP). The contractor will be responsible for the installation of that replacement piece of equipment and the preventive maintenance and servicing of it thereafter. Installation may require removal of the old equipment and re-configuration of the installation location to accept equipment of a different design.
Alteration and design drawings if required will be provided by the designated planning yard, PSNS & IMF.

Regular Working Hours: The Contractor's regular working hours under the terms of this contract are from 0700 hours to 1530 hours, Monday through Friday except for Federal Holidays. Contractor personnel shall conform to these hours, working eight hour days, 40 hour weeks. Elective alternate schedules and shifts are not permitted without prior approval from the Government.

Some situations may require short notice, and the Contractor may need to keep workers past normal working hours.
2.3.4 Report Delays
In the event the Contractor anticipates or encounters difficulty in meeting requirements or complying with the contract schedule dates, the Contractor must immediately contact the COR, Alternate Contracting Officer
Representative (ACOR) and Contracting Officer by verbal means, followed on the next work day by a written notification citing the pertinent details (an E-mail is acceptable). Receipt of this notification by the Government is not to be construed as a waiver of the requirements or delivery schedule nor does it waive the Government's rights or remedies provided by this contract as it pertains to timely contract performance. If delays are justifiable and will not harm the Government's ability to conduct its berthing and messing business, the COR or Contracting Officer will negotiate a new performance schedule for the specific job and notify the Contractor in writing that the one-time delay is acceptable and state the new completion date for the job. If the delay is not justifiable, the Contractor shall immediately take action to complete work within the original time frame; or the matter shall be referred to the
Contracting Officer for remedial action. In a case where a dispute arises between the Contractor and the COR or

COMPACFLT Program Administrator.
2.5 Personal Protective Equipment (PPE)
The contractor shall provide all required safety equipment, including personal protective equipment (PPE), for support contractor personnel to accomplish the tasks required. Required PPE includes, but is not limited to: safety glasses/goggles/face shields, hearing protection (ear plugs and/or ear muffs), gloves, hard hats, safety boots, coveralls, flashlights and fall-protection harnesses, when required by specific area of support and/or contractor’s hazard analysis. Support contractor personnel shall not acquire or utilize any government safety equipment, including PPE. The contractor shall train all support contractor personnel on proper usage and hazard protection capabilities associated with each PPE item issued.
3 Performance Requirements The Contractor shall furnish daily management, supervision, and labor necessary to ensure satisfactory habitability, minor installation and repairs, service call work, system/equipment, familiarization and port husbandry requirements for the COMPACFLT Berthing and Messing Program barges in accordance with the performance based requirements stated herein.

3.1.1 The Contractor shall ensure and track timely accomplishment for work requirements and work in progress.
The Contractor shall perform the total work effort associated with the maintenance and repair of all barges required herein, to assure adequate and timely completion of these services.
a) Work Control. Due to the fact that most of the effort is expected to be accomplished on berthing and messing barges which are in a "ready to occupy" status, scheduling can be volatile and planning, estimating and resource acquisition could be immediate and intensive. The Contractor shall implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor shall plan and schedule work to assure material, labor and equipment are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein. The Contractor shall provide Verbal scheduling and status when requested by the COR or ACOR. The Contractor shall be able to verbally provide the status of any work item within two regular working hours.

(a) Listing of all equipment on the barge by nomenclature and manufacturer's model number, as well as all manufacturer's literature, brochures, and pamphlets; maintenance, operator, and parts list manuals; warranty information; and
(b) Records of all inspections, service calls, maintenance, and repair work or jobs. The
Contractor shall maintain major maintenance history records (last overhaul, dry-docking, underwater hull inspections, material inspections data) on all COMPACFLT berthing and messing barge. The Government will provide a work file CSMP for each barge to the
Contractor upon contract award.
2) Inspection, service call, maintenance and repair work or job records shall include at least:
a) The dates on and area in which the work was performed
b) Listing of each category and number of hours used (e.g., straight time, overtime, etc.)
c) Total number of hours expended
d) Listing of equipment, materials, parts and components used (other than pre-expended bin materials and supplies).
3) The Contractor shall turn over all files and corresponding electronic data to the Government within five working days after the completion or termination of this contract.
4) At the oral or written request of the Government, the Contractor shall provide oral and written reports on any barge or contract-related work records within two working days, unless a different time frame is stipulated elsewhere in the contract. Alternate Contracting Officer Representatives (ACOR)s. Generally speaking, service calls are brief in scope; require no more than eight total working hours per worker to accomplish; and do not usually require detailed job planning.
Multiple maintenance, minor repair requirements received for the same trade on the same barge at the same time will be combined into one service call. For example, "commode handle sticks" and "sink faucets leak" on the same barge would be one service call, as would "broken door closer" and "floor tile broken".
3.2.1 The Contractor shall receive, classify, and document Service Call Requests for service call receipt records.
3.2.1.1The Government's work reception centers (provided IAW locations outlined in para 9.1) shall be manned by suitable Contractor personnel. Service calls may occur outside of regular working hours. A description of the problem or requested work, date and time received, location, and other appropriate information will be logged and transmitted to the Contractor in a format mutually agreed upon following contract award. If the call is classified as emergency or urgent, the work receptionist, Contracting Officer Representative (COR), or Alternate Contracting
Officer Representative (ACOR) shall notify the Contractor that a call has been received and the Contractor shall dispatch workers to the site where the work is to be performed. Service Call Classification definitions to be used are:
3.2.1.2 Emergency Calls. Service calls will be classified as emergency at the discretion of the Contracting Officer
Representative (COR) or Alternate Contracting Officer Representative (ACOR). Examples include outages in utility (including phones), ventilation, security, fire, or other systems; clogged drains; broken water or steam pipes; gas leaks; inoperable pumps; leaks in systems or components which must be watertight; electrical defects which may cause fire or shock;
unlocking of locks or safes; etc. Historically, no more than 5% of the service calls issued to the Contractor have been classified as emergency. The Contractor shall price in emergency calls into their proposal. Emergency calls may require response outside of regular working hours.
3.2.1.3 Urgent Calls. Service calls will be classified as urgent at the discretion of the Contracting Officer
Representative (COR) or Alternate Contracting Officer Representative (ACOR). Generally, urgent calls will consist of providing services or correcting failures which do not immediately threaten personnel, property, or activity missions; but which will soon inconvenience or affect the health and well-being of personnel, lead to property damage, or lead to disruptions in operational and training missions. Calls will also be classified as urgent when the service or failure has upper level management (i.e., the Commander, Pacific Fleet, Commanding Officer and
Executive Officer) attention. Historically, no more than 5% of service calls issued to the Contractor have been classified as urgent. The Contractor shall price in urgent calls into their proposal. Urgent calls may require a response outside of regular working hours.
3.1.2.4 Routine Calls. Service calls will be classified as routine when the work does not qualify as an emergency or urgent call as determined by the Contracting Officer Representative (COR) or Alternate Contracting Officer
Representative (ACOR). Examples of routine calls include (but are not limited to): inoperative electrical switches or outlets, dripping faucets, broken floor tile, repairs to mechanical, galley, food service, or laundry equipment, broken trimmings, broken non-electrical or unplumbed fixtures, countertop, cabinet, and locker repairs, interior door repairs in non-critical areas, suspended ceilings, replacement of light bulbs, and key making, etc.

If further labor and material (follow up work) are required to complete the repair, the COR or ACOR will reclassify the call as either urgent or routine, as appropriate, and the corresponding completion time will then apply. Such follow up work will be considered part of the original service call.

After the Contractor responds to an urgent call and believes that the work required is beyond the scope of an urgent service call, as defined above, the
COR or ACOR must be contacted within one hour for adjudication to determine if reclassification of the work is appropriate.
c) Routine Calls. All routine calls will be completed within two working days of receipt. Routine calls will be considered as received by the Contractor at the time and date an Authorized Government Representative makes a work authorization form available for pick-up or electronically transmits the work authorization information to the Contractor. Friday.
d) If the Contractor responds to service calls and believes that the work required is beyond the scope of emergent or urgent service call, as defined above, the Contractor must contact the COR or ACOR within one hour of discovering the facts leading to this belief.
If the COR or ACOR disagrees with Contractor’s classification of service call, he/she may confer with the
Contracting Officer to reclassify the work as a routine, emergency, or urgent call. Once reclassified, the Contractor shall proceed with the job following the procedures of the new work classification.
