About this file
This is a Questions and Answers document for RFP N0017325RGG03 "Engineering Support for EO/IR Measurements and Simulations," a total small business set-aside opportunity from the Department of the Navy. The Q&A addresses four key points: (1) contractors must be certified through the Defense Logistics Information Services' Joint Certification Program to access the CUI-marked Statement of Work, which must be requested through SAM.gov; (2) the anticipated award date is February 1, 2025, corrected from 2024; (3) the government will not extend the proposal due date due to urgency and current task order expiration on January 31, 2025; and (4) offerors should properly mark any CUI content in their proposals and may request a DoD SAFE 'Drop-off' link for secure proposal submission.

| RFP N0017325RGG03 Q&A | |||
| Reference | Question | Response | |
| 1 | General | In accordance with the RFP Notice, how do we go about receiving Attachment 1- SOW? | Attachment 1 - SOW requests shall be made through SAM.gov within the opportunity. Contractors must be certified through Defense Logistics Information Services’ (DLIS) Joint Certification Program (JCP) in order to access Controlled Unclassified Information (CUI) or Export Controlled information in Contract Opportunities; this includes access to Attachment 1 - SOW. See the DLA website for information regarding the JCP: https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/. Note that JCP is a Defense Logistics Agency system and NRL has no involvement in the approval process. Once the contractor has an active registration in the JCP database, it may request access to Attachment 1 - SOW. The Government will review the JCP database to ensure the contractor has an active registration prior to providing access to Attachment 1 - SOW. |
| 2 | General | What is the anticipated award date? (The RFP indicates 01 February 2024, which is in the past.) | The anticipated award date is 01 February 2025. See Amendment 0001. |
| 3 | General | Will the government consider a two-week extension, considering the RFP was released the day before the Thanksgiving holiday and is due in the middle of the December holiday period? | The Government does not intend on extending the proposal due date due to the urgency of the tasking. The current task order is set to expire on 31 January 2025. |
| 4 | General | Should Volume II-Technical Proposal be considered CUI in whole, in part, or not at all, since the SOW was released as CUI? | If an Offeror believes any part of its proposal contains CUI, which would require safeguarding or dissemination controls, the document should be properly marked. Useful information can be found at the following: https://www.dodcui.mil/. Offerors may request that the Government provide a DoD SAFE 'Drop-off' link to ensure proper safeguarding and transmittal of its proposal submission. Offerors remain responsible for ensuring the Government's receipt of a complete proposal by the closing date and time. |
