About this file

This document provides questions and answers related to a solicitation for research and development services for the Naval Research Laboratory Space Sciences Division. The solicitation seeks scientific, engineering, and related services to support the formulation, design, development, fabrication, integration, testing, verification, operation, and data analysis of spaceflight and ground system hardware and software. Key areas of research include geospace science and technology, high energy space environment, and solar and heliospheric physics. One question seeks clarification on page limits for technical proposal subfactors, with a request to either allocate more pages to technical understanding or remove specific page limits to provide flexibility. The agency clarifies that page requirements are clearly stated in Amendment 0002 to the solicitation.

Question Answer

13 RFP

L-2 Proposal Content, Proposal

Organization Table, Table states that the Technical Volume has an overall page limit of 50 pages, with subfactor 3 having a 30 page overall limit, and specifically allocating 10 page limits to subfactor 1, Technical Understanding, and subfactor 2, Personnel Qualifications. This reduces the total page count allocation in the previous version of the RFP by 10 pages, with potentially all of those pages being removed from subfactor 1, an removing the flexibility of page allocation between subfactors 1 and 2. Based on the scope of requirements identified and described in the Statement of Work (SOW), it will be extremely difficult to provide documentation to show adequate understanding of every item within the SOW, in the current subfactor 1 10 page allocation.

Q: Will the Government consider allocating 20 pages to subfactor 1 and increasing the overall page count to the original 60 pages, or, as an alternative, remove specific page count allocation for subfactors 1 and 2 to allow for flexibility in allocation for the offeror?

To clarify the Proposal Organization Table in the original version of the RFP, the Government provided clearer page requirements in Amendment 0002. Refer to the Proposal Organization Table as stated in Amendment 0002.
