"Attachment J-3 - Personnel

Table 4 - LCATS, Skill Mix and Labor Hours provides the required labor categories and numbers of hours to be proposed by labor category for each year of the contract. Attachment J-3 provides the Personnel Qualifications for each required labor category.
Q: The labor categories in Table 4 of Section L-6 differ from the labor categories provided in Attachment J-3- Personnel Qualifications. Table 4 includes categories not on J-3, and vice versa. Can the Government please provide clarification on the labor categories and personnel qualifications required for this effort, and provide an updated Table 4 and/or Attachement J- 3, if appropriate?
Table 4 reflects "Engineer, Parts Procurement (Key), whereas Attachment J-3 reflects "Senior Engineer, Parts Procurement (Key)"; Table 4 reflects "Mechanical Engineer General Design", whereas Attachment J-3 reflects "Mechanical Engineering Technician, General Design Support".
Table 4 includes the following categories that are not on Attachment J-3: Engineer, Hardware; Senior Project Analyst; Junior Research Physicist; Junior Engineering Technician; Senior Technical Writer; and Off-Site Financial Management.
Attachment J-3 includes the following categories that are not on Table 4: Senior Systems Engineer; and Project Assistant.
See answer above.
12 RFP
Section L-2, "Proposal Organization" and Page 72 "Subfactor 2:

Subfactor 2: Personnel Qualifications on Page 72 states, "The Offeror shall provide all key personnel in accordance with Attachment J-3, Personnel Qualifications. The Offeror's proposal shall document the following, specifically: 1) The experience of all proposed key personnell...4) The proposed key personnel's ability to span the entire duration of the requirement (60 months)."
Q: Per Subfactor 2, the above documentation regarding personnel qualifications for key personnel is required in Volume I - Technical Proposal. However, the Proposal Organization table on Page 68 of the RFP does not include Subfactor 2: Personnel Qualifications in the organization of the Technical Proposal, nor does it provide a page limit for the Personnel Qualifications section. Could the Government please specify where in the Technical Volume Subfactor 2 should be addressed, and the page limit for this documentation?
The Proposal Organization table has been updated. See Amendment 0002.
Subfactor 1, Technical Understanding, has a 10 page limit. Subfactor 2, Personnel Qualifications, also has a 10 page limit, however, please note the particulars within the Page Count paragraph (2) of Section L.
