STATEMENT OF WORK
TASK ORDER 0002
ENGINEERING SUPPORT FOR PASS
DATED 06/03/2013
1.0 INTRODUCTION
NRL Code 5720 has developed a prototype ESM system for experimentation of the Passive Autonomous
Surveillance System (PASS) project. This system leverages technology components developed within the branch to provide advanced ESM capabilities, precision angle of arrival, and geolocation information.
The resulting information is passed to sensor integration software, currently referred to as Rough Widow
(RW).
2.0 TASK DESCRIPTION
Algorithm Development:
The contractor shall develop signal processing algorithms to estimate monopulse angle of arrival (AOA) estimates for received radar signals using differential phase and amplitude. The contractor shall develop specialized Matlab models and simulation tools for thorough testing and evaluation. The contractor shall conceive, test, and transition algorithms from the modeling stage to real time operational ES prototype systems. The contractor shall produce write-ups and presentations to document all developments and performance assessments. NRL expects 1-2 algorithm developments per year.
Software Engineering:
The contractor shall develop software for prototype ESM systems. The software shall perform signal processing functions such as calculating AOA or other pulse processing functions. The contractor shall be responsible for supporting the system testing, evaluation, and debugging cycles. The contractor may be required to consult with engineers, management, and field engineers to develop software that produces a working, productive ES system. The software must interact with ESM system hardware, other ESM subsystems (FPGAs, GUI displays, etc), and networked systems aboard the target platform (e.g. sensor fusion software, navigation sensors, etc.) Systems integration is expected to occur 1-2 times annually, with a primary focus on airborne prototype integration.
Field Tech work:
The contractor shall support the design and operation of Prototype ESM systems. This includes installation, test and evaluation, troubleshooting, and operating prototype ES systems aboard NRL P3 aircraft. The contractor shall be flight qualified on the NRL P3 aircraft. OPNAVINST 3710.7U defines the qualifications required to fill the role of project specialist.
Project Specialist: An individual embarked in a government aircraft not equipped with ejection seats and/or personal oxygen systems (excluding emergency oxygen systems) for the purpose of operating aircraft systems, operating specially designed equipment, or observing aircraft or crew performance when required in connection with assigned duties or contractual responsibilities. Project specialists are not responsible for normal aircrew duties.
To be properly qualified to fly aboard NRL aircraft, you will need two things:
1 A current Class II FAA up-chit and
2 Documentation of successfully completing the NP4 survival swim and physiology training course.
The contractor shall provide real time feedback on the operational aspects of the system during test execution, and post test analysis on system performance, capabilities, and suggested improvements. The contractor personnel assigned to this task shall be able to deploy with the aircraft and system Based on prior experience, airbone field tech TDY is anticipated to include one (1) month CONUS travel, originating from NAS PAX River, MD and up to two (2) months consecutive OCONUS travel.
The contractor shall support technical and operational personnel associated with USN or USCG ships to install, test, evaluate, troubleshoot, and operate prototype ES systems aboard ships. The contractor shall participate in at-sea deployments and tests to operate and evaluate the ESM systems. The Contractor shall provide real time feedback on the operational aspects of the system during test execution, and post test analysis on the system performance, capabilities, and suggested improvements. Based on prior experience, shipboard field tech TDY is anticipated to include up to two (2) months consecutive
OCONUS travel.
The contractor personnel assigned to this task shall be able to deploy to sea with the equipment (both
CONUS and OCONUS and single deployments may last up to 3 months at a time).
3.0 PLACE OF PERFORMANCE
The primary place of performance is NRL Washington, DC. Flight integration shall occur at NAS
Patuxent River, MD. Field test execution requires both CONUS and OCONUS deployment as determined by testing scenarios and field exercises.
