1 LABOR CATEGORIES / QUALIFICATIONS

1.1 RF Engineering

Tasking is for both on-site and off-site component and systems research and development. An evaluation of contractor research and fabrication capability will be a significant component of the contract award process. Successful execution of this task will be evaluated based on quality of product. Various labor categories will be required and will be subject to Government review and approval.

1.1.1 Labor Category: Senior Microwave/RF Design Engineer *

Education: MS Electrical Engineering with specialization in microwave engineering.

Security Clearance: Secret minimum, Top Secret with current single scope background investigation (SSBI) preferred.

Experience Requirements:

10 years of experience in microwave circuit design.

5 years of experience in RF/microwave antenna and receiver design and integration.

Must demonstrate detailed knowledge of the requirements, alternatives, interrelationships and tradeoffs of wideband RF/microwave antennas and receiver systems and the leading-edge technologies relevant to these systems.

Demonstrated ability to define system functional interfaces, incorporate leading-edge technology into functional modules and transition them into developed system architectures.

Demonstrated ability to design microwave antennas, assemblies, subassemblies and circuits using all currently existing microwave circuit fabrication technologies.

Demonstrated capability in system and module definition and documentation and fluency in computer aided design (CAD) and modeling of microwave components, antennas and broadband receiver systems.

1.1.2 Labor Category: Microwave/RF Design Engineer

Education: BS Electrical Engineering or Physics with specialization in microwave engineering.

Security Clearance: Secret minimum

5 years of experience in microwave circuit design.

2 years of experience in RF/microwave antenna and receiver design and integration.

Must demonstrate detailed knowledge of the requirements, alternatives, interrelationships and tradeoffs of wideband RF/microwave antennas and receiver systems and the leading-edge technologies relevant to these systems.

Demonstrated ability to define system functional interfaces, incorporate leading-edge technology into functional modules and transition them into developed system architectures.

Demonstrated ability to design microwave antennas, assemblies, subassemblies and circuits using all currently existing microwave circuit fabrication technologies.

Demonstrated capability in system and module definition and documentation and fluency in computer aided design (CAD) and modeling of microwave components, microwave antennas and broadband receiver systems.

1.1.3 Labor Category: Microwave Technician

Education: High School plus 1 year of vocational training in an applicable technical school

Security Clearance: None required

5 years experience in microwave component assembly, design and testing.

Assembly, testing and tuning of microwave and millimeter wave modules and equipment, operating from 0.1 to 100 GHz.

Alignment and testing of microwave and millimeter wave functional modules to verify performance.

Operation of vector and scalar network analyzers, spectrum analyzers, noise figure and power meters.

1.2 Mixed-signal Circuit Design (Analog/Digital)

Tasking is for on-site component and systems research and development. An evaluation of contractor research and fabrication capability will be a significant component of the contract award process. Successful execution of this task will be evaluated based on quality of product.

1.2.1 Labor Category: Senior Analog/Digital Design Engineer *

Education: MS Electrical Engineering or Physics with specializations in both analog and digital circuit design.

Security Clearance: Secret minimum, Top Secret with Current Single Scope Background

Investigation (SSBI) preferred

15 years of experience in microwave components and their application to Electronic

Warfare systems.

Must have working knowledge of Electronic Warfare and multi-function radio frequency systems.

Must have experience in the design and implementation of Digital RF Memory

(DRFM) technology.

Demonstrated detailed knowledge of the requirements, alternatives, interrelationships and tradeoffs of wideband digital signal acquisition technology and techniques.

Demonstrated ability to define system functional interfaces, incorporate leading-edge technology into functional modules and transition them into developed system architectures.

Demonstrated capability in system and module definition and documentation and fluency in circuit board computer aided design (CAD) to include high frequency layout and routing.

1.2.2 Labor Category: Analog/Digital Design Engineer

Education: MS Electrical Engineering with specializations in both analog and digital circuit design.

15 years of experience in the design of circuit level analog-to-digital signal acquisition hardware.

Demonstrated detailed knowledge of the requirements, alternatives, interrelationships and tradeoffs of wideband digital signal acquisition technology and techniques.

Demonstrated ability to define system functional interfaces, incorporate leading-edge technology into functional modules and transition them into developed system architectures.

Demonstrated capability in system and module definition and documentation

Fluency in circuit board computer aided design (CAD) to include high frequency layout and routing.

1.2.3 Labor Category: Assembly Technician

3 years of experience in the assembly of electronics modules and subsystems.

Hands-on experience in the use of sheet metal brake, rack installations, wire harnessing, welding, riveting and PC board assembly and flow soldering.

Reading and interpreting drawings, parts handling and the picking and placing of small components with the use of vision enhancement instruments.

Knowledge and application of solder, brazing, welding, and epoxy attachment techniques; spanning the scope from circuit die attachment to complete system assembly.

Operations of an electronic assembly clean room used for the assembly of hybrid components.

Demonstrated ability to interpret assembly drawings, work instructions, assembly procedures and schematics.

1.3 Digital Signal Processing (DSP) and Software Development

Tasking is for on-site component and systems research and development. Successful execution of this task will be evaluated based on quality of product. The contractor shall demonstrate an ability to design digital assemblies, subassemblies and circuits using all currently existing digital circuit design and fabrication technologies. Demonstrated experience with the development and integration of digital signal acquisition systems including the application of high speed analog-to-digital converters (ADCs) and digital signal processors (DSPs) shall be required. The contractor shall demonstrate knowledge of the current digital logic families to include, but not be limited to, the integration and programming of field programmable gate arrays (FPGAs).

The Contractor shall have experience with a variety of target systems, including

PowerPC, Athlon or Pentium microprocessors, and their operating systems, to include

Linux, Unix, Windows 2000, Windows XP, and Windows 7. The Contractor shall have experience with relevant industry standard compilers and development tools such as

Microsoft Visual C++. The Contractor shall use widely available modern programming languages (e.g., C and C++) to develop real-time applications to run under commercial real-time operating systems (RTOS), primarily Wind River VxWorks. The Contractor shall develop custom interfaces and, when required, make modifications and/or additions to the RTOS source. This software development requires extensive knowledge of the selected RTOS and the design and test tools available from these vendors. Various low-level components including device drivers and Interrupt Service Routines may need to be modified to support specialized hardware.

Additionally, the contractor shall provide evidence of advanced software development capability including programming in Assembly Language, VHDL, Visual C++ and

MATLAB. This also includes a demonstrated capability in system and module definition and documentation and fluency in computer aided design (CAD) modeling of systems and digital circuitry.

1.3.2 Labor Category: Senior Software Engineer I *

Education: MS Electrical Engineering or Computer Science minimum.

15 years of experience in Electronic Warfare systems software development with particular emphasis in the areas of data acquisition and analysis systems, real-time radar tracking simulation software, operator interface design concepts, real-time programming techniques, multitasking, and interrupt handling, device control and hardware in the loop simulation.

Must have proficiency in the “C” and FORTRAN programming languages as well as expertise with NRL’s SIMDIS analysis and display software.

Must have experience with Applied Dynamics Real-Time Simulation platform for use during hardware in the loop simulation.

Must have working experience with a DoD organization.

1.3.3 Labor Category: Senior Software Engineer II

Education: MS Electrical Engineering or Computer Science minimum.

10 years of experience in algorithm development in a research and development environment with a focus on Electronic Warfare.

Extensive experience programming in MATLAB and Visual C++.

Extensive experience in graphic user interface (GUI) development, real-time signal processing and interfacing to digital acquisition hardware.

Demonstrated capability to develop system level software for processing real-time emitter data. Must also have an understanding of DSP technology and capabilities, and must work closely (on-site) with NRL project engineers.

Demonstrated capability to publish the results of research in the form of technical papers and PowerPoint presentations.

1.3.4 Labor Category: Associate Software Engineer

Education: BS in Computer Science or Software Engineering.

Clearance: Secret minimum

5 years of experience in the fields of computer software development and testing, systems engineering, project management, signal detection, geo-location and processing, and the development of land-based, ship-borne and airborne distributed systems.

Demonstrated experience with ESM System hardware, data collection, data base development and management, remote operations and real-time instrument control and cueing.

Demonstrated extensive experience with MS Windows, UNIX and LINUX based machines, and the C and C++ programming languages, as well as ORACLE and SQL data base languages.

Demonstrated familiarity with current state-of-the-art FPGA programming and development tools is highly desired.

1.3.5 Labor Category: DSP Design Engineer (hardware and software)

Education: BS Electrical Engineering with specialization in the development of digital signal processing software, firmware and hardware.

5 years of experience in DSP algorithm development and implementation.

Demonstrated knowledge of the requirements, alternatives, workings, interrelationships and tradeoffs of DSP-based systems and leading-edge technologies relevant to these systems.

Demonstrated knowledge in current digital circuit and software design, including digital signal acquisition and processing technologies.

Substantial experience developing signal acquisition systems based on the Annapolis

Micro Systems (AMS) WILDSTAR platform. With respect to the WILDSTAR platform, the contractor shall have demonstrated experience with the CoreFire FPGA programming environment.

Proven history of software development using AMS high-bandwidth processing hardware and the requisite developmental systems.

Extensive experience with established DSP techniques including FFTs, convolution, digital filters, number system conversions, vector algebra, trigonometry, and digital image processing.

1.4 Mechanical Engineering

Tasking is for off-site component and systems research and development. An evaluation of contractor research and fabrication capability will be a significant component of the contract award process. Successful execution of this task will be evaluated based on quality of product. Various labor categories will be required and will be subject to

Government review and approval.

1.4.1 Labor Category: Senior Aero/Mechanical Engineer *

Education: BS Aeronautical Engineering

15 years of experience in the conceptual, preliminary, and detailed design of unmanned aerial vehicle (UAV) systems and subsystems. This experience should include aerodynamic performance modeling and verification, structural design and analysis, and prototype assembly.

Must have at least one year of experience in the mechanical design and structural layout of unmanned underwater vehicles (UUVs).

The contractor shall demonstrate knowledge of the physical workings, interrelationships, tradeoffs and mechanical characteristics of unmanned vehicle components, assemblies and composite fabrication processes.

The contractor must be proficient in the use of CAD systems (AutoCAD, ProE, Solidworks), airfoil design codes and the analysis of wind tunnel data to be utilized in the design of low Reynold’s Number vehicles.

1.4.2 Labor Category: Mechanical Design Engineer

Education: BS Mechanical Engineering

5 years of experience performing thermal, structural and reliability analysis on

Electronic Warfare modules, systems and processing assemblies. The contractor shall demonstrate knowledge of the physical workings, interrelationships, tradeoffs and mechanical characteristics of microwave electronic components, assemblies and fabrication processes.

Demonstrated ability to derive the impact of environmental factors on system performance such as shock, vibration, solar loading, thermal cycling and weathering elements on electronic assemblies.

Demonstrated fluency in computer aided modeling procedures associated with design of mechanical systems and the management of environmental effects.

Demonstrated familiarity with fabrication, plating and finishing processes associated with the exotic materials utilized in microwave assemblies and packaging.

Must be computer literate to the degree that would be required to conduct relevant component, subsystem and system analysis, design and documentation.

Must have mechanical engineering computer skills encompassing production of mechanical drawings using AutoCad, SolidWorks, and Pro-Engineer.

1.4.3 Labor Category: Technical Program Specialist I

Education: BS Engineering

Working knowledge of Electronic Warfare and multi-function radio frequency systems.

5 years of experience in Electronic Warfare test and evaluation programs and procedures.

Performing non-routine and complex assignments involving responsibility for planning and conducting a complete project, relatively complicated in scope.

Reviewing and analyzing engineering data to determine requirements to meet engineering objectives.

Calculating design data, preparing specifications, estimates, and procedures.

Able to prepare, accumulate, and report test evolution costs.

Working knowledge of computer and PC based systems and software operation, including CAD-based design tools (i.e. ProE, Solidworks, etc.) to inform calculations, analysis, and design feasibility.

1.5 System/Subsystem Technical Development and Support

Tasking is for both on-site and off-site component and systems research and development. An evaluation of contractor research and fabrication capability will be a significant component of the contract award process. Successful execution of this task will be evaluated based on quality of product. Various labor categories will be required and will be subject to Government review and approval.

1.5.1 Labor Category: Senior Scientist I *

Education: MS in Engineering or Physics minimum.

Security Clearance: Top Secret with Current Single Scope Background Investigation

(SSBI)

15 years of experience in Electronic Warfare (EW) systems including 10 years of EW technology development expertise.

Demonstrated knowledge of Electronic Warfare support measures (ESM) system architectures and system metrics for tactical EW and surveillance functions aboard aircraft, ships, submarines and spacecraft. An intricate knowledge of the requirements, alternatives, workings, interrelationships and tradeoffs of EW systems and leading edge technologies relevant to these systems.

Demonstrated knowledge of emerging EW technologies, including high temperature superconductors (HTS), fiber optics, monolithic microwave integrated circuits

(MMIC), magnetostatic wave circuits (MSW) and optical processing.

Demonstrated ability to define system functional interfaces, incorporate leading edge

EW technology into functional modules and transition them into developed system architectures.

Demonstrated ability to communicate (i.e., liaison) with leading scientists in the areas of EW technology interest in an effort to develop modules and system level demonstrations. This also includes a demonstrated capability in system and module definition and documentation and fluency in computer aided design (CAD) modeling of systems, microwave, optical and digital circuitry.

1.5.2 Labor Category: Senior Scientist II

Education: MS in Engineering or Physics minimum.

15 years of experience in Electronic Warfare (EW) systems including 10 years of EW technology development expertise.

Demonstrated Knowledge of execution of Discovery and Invention (D&I) and Future

Naval Capabilities (FNC) projects. Capability to prepare various project reports, business plans, briefings, and program reviews in conjunction with these types of activities. Must support principle investigators in proposal preparations and assist in compliance with ONR management requirements, Must support threat aspects of EW, and the cyber security aspects of communications.

1.5.3 Labor Category: Senior Engineer

Education: BS in Engineering or Physics minimum. Must have coursework in radar systems and/or electromagnetics and computer programming. A Master’s Degree in

Engineering or Physics is desirable.

1.5.5 Labor Category: Senior Electrical Design Engineer

Education: BS Electrical Engineering

10 years of experience in the design, construction, programming, testing, and repair of custom electrical circuit board assemblies for use in a variety of aerospace applications.

Demonstrated ability to communicate (i.e., liaison) with leading EW scientists to develop modules and perform system level demonstrations.

System and module definition and documentation and fluency in computer aided design (CAD) modeling of systems with microwave, analog and digital circuitry.

1.5.6 Labor Category: Associate Senior Scientist

Education: BS in Engineering or Physics minimum.

10 years of experience in EW system integration including at least 5 years of experience in EW system development and program management.

Demonstrated knowledge of Electronic Warfare support measures (ESM) system architectures and system metrics for tactical EW and surveillance functions aboard aircraft, ships, submarines and spacecraft. An intricate knowledge of the requirements, alternatives, workings, interrelationships and tradeoffs of EW systems and leading edge technologies relevant to these systems.

1.5.7 Labor Category: Electrical Engineer

Education: BS in Electrical Engineering

5 years of experience in the field of Electronic Warfare, to include 1 year of experience in ESM receiver technology development.

Demonstrated knowledge of the requirements, alternatives, workings, interrelationships, and tradeoffs of EW systems and leading-edge technologies relevant to these systems.

Demonstrated ability to work with emerging EW technologies and architectures including VME, OpenVXS, optical interconnection, and high data rate transfers

(>10GSPS).

Demonstrated ability to communicate (i.e., liaison) with leading scientists in the areas of EW technology interest in an effort to develop modules and system level demonstrations. This also includes a demonstrated capability in system and module definition and documentation and fluency in computer aided design (CAD) modeling

1.5.8 Labor Category: Technical Program Specialist II

Education: Must have a minimum of a Bachelor of Science degree systems.

10 years of experience in Electronic Warfare test and evaluation programs and procedures.

Performing hardware in the loop test measurements and effectiveness analysis in an anechoic chamber.

Calculating design data, preparing specifications, estimates, and procedures.

Routine maintenance and repair of laboratory equipment, including but not limited to, antenna positioner, and X-Y moving horn equipment. Must have working knowledge of computer and PC based systems and software operation.

1.5.9 Labor Category: Field Test Engineer

Education: BS in an applicable field or equivalent work experience.

5 years of experience with in-field ELINT data collection and analysis.

Plus, 5 years operational experience with the AN/SSX-1 and its precursor technology.

Frequent work at remote field sites either as an individual or as part of a team.

Define goals and requirements for exercises and write test plans.

Evaluate ELINT system capabilities and document their performance.

Provide collection/analysis systems training in the laboratory and in the field.

Perform site surveys, evaluate logistics support requirements, and define site and exercise test requirements.

Must be flight qualified to ride on board military fixed wing aircraft.

Must demonstrate a high degree of proficiency with computer systems to the degree that the contractor will be able to install, configure and operate software. Must have a working knowledge of Microsoft operating systems (DOS to Windows 7 inclusive), Linux operating systems (particularly RedHat Linux), and virtual machine (VM) environments such as Parallels.

Demonstrated ability to communicate (i.e., liaison) with leading scientists in the areas of ELINT data collection and analysis. The contractor must have a demonstrated ability to communicate the results of his work in the form of written reports.

1.5.10 Labor Category: Electrical Engineering Technician

Education: HS plus one year formal training with certification as Electronics Technician minimum

5 years of experience in the design, assembly, testing and repair of electrical subassemblies for aerospace vehicles, including battery assembly, wiring harnesses, electrical power, RF and communication cable assemblies.

Demonstrated ability to interpret assembly drawings, work instructions, assembly procedures and schematics.

Knowledge of Electronic Warfare and multi-function radio frequency systems.

Demonstrated experience in reading and interpreting drawings, parts handling and the picking and placing of small components with the use of a vision enhancement instruments.

1.6 Graphics and Drafting Services

Tasking is for on-site or off-site component and systems research and development. Successful execution of task will be evaluated based on quality of product.

1.6.1 Labor Category: Graphic Designer/Draftsman

Perform graphics design to plan, layout, and illustrate technical or scientific materials in black and white or color.

Interface with users to determine scope of project and best graphic medium.

Execute graphic projects and coordinate the production process.

Perform production or coordinate production with outside vendors as needed.

Operate and set up computer graphic systems.

Train others in the proper use of computer graphic equipment.

Familiar with commonly-used art media and commercially available graphics packages.
