Task Order 0001
STATEMENT OF WORK
TASK ORDER 0001
ELECTRONIC WARFARE SYSTEM DEVELOPMENT
DATED 05/17/2013
1.0 INTRODUCTION
1.1 The purpose of this task is to design, develop, integrate, test prototype and provide 12 limited-production EW systems for use aboard Navy platforms and R&D testing environments.
1.2 Proposals shall demonstrate, at a minimum, the Offeror’s Technical Approach, Requirements
Process, System Design, Modeling and Simulation Approach, Software & Interface Design, Program
Timeline & Delivery Schedule, Technical Personnel Required, Testing and Quality Assurance
Procedures, Configuration Management Processes, and Delivery & Acceptance Process. Submissions shall comply with proposal requirements as outlined in section L.
2.0 SCOPE OF TASK ORDER
2.1 The system must have the ability to provide both a generic EA countermeasure against a broad spectrum of threats as well as a highly special EA countermeasure against an individual threat using advanced DRFM technologies.
2.2 Systems must have the ability to operate in an autonomous mode to detect, classify, and respond to the signal environment. The system shall have the ability to be cued from an external source to generate a response. The system shall employ coherent and not-coherent response techniques. The system shall interface with an external graphical user interface (GUI) through Ethernet connectivity.
2.3 The contractor shall propose response techniques. The contract shall accept established techniques as government furnished information (GFI) for implementation into the system. [For proposal purposes, assume that GFI is limited to 25 techniques.]
2.4 To support this effort the contractor shall conduct studies and analysis and help derivation of system level technical performance requirements. The contractor shall support modeling and simulation
(M&S) of the system performance, and shall design, integrate, and test the various electronic subsystems.
The contractor shall be responsible for any qualification testing required to meet Navy Mil-Spec requirements. The contractor shall develop and deliver a complete documentation package on the unit in sufficient detail that will allow the Navy to compete the production of additional systems should it desire to do so following the conclusion of this tasking. The documentation package must consist of all design drawings, interface documents, software and firmware source and object code as well as documentation, test and acceptance plans, and sparing and repair plans. All documentation generated, source code, analysis & simulation results, and demonstration test data shall have unlimited Government data rights.
2.5 The Contractor shall propose an EW system design which meets the minimum requirements as outlined in Table 1. Proposals may utilize the following assumptions in preparing proposals:
Systems may be hard mounted to the installation platform
Systems have fixed antenna orientation.
Systems may utilize a cold plate capable of continuously sinking heat up to 2kW.
External GUI may be hosted on a commercial laptop computer (mobile workstation grade eg:
DELL PRECISION Series)
Table 1 defines requirements for the EW prototype systems within this Task Order. Entries in the Goal
(T/O) column indicate whether the requirement is a Threshold (T), Objective (O) or both (T/O).

3.0 PLACE OF PERFORMANCE
3.1 Primary place of performance is the contractor’s facility. Presentations, technical interchange meetings, and support activities may require TDY to remote locations. Performance of this task may also require travel to system test execution sites.
