About this file
This document provides questions and answers regarding solicitation number N00167-20-R-0019 from the Department of the Navy Naval Sea Systems Command for the engineering design, manufacturing, delivery, testing and evaluation of one Compact and one Standard Ultraviolet Ballast Water Treatment System for Navy surface vessels. The maximum pressure requirement for the ballast water system is clarified as not exceeding 17 bar as specified in MIL-STD-777, though the BWTS design need only be functionally and physically compatible rather than required to meet the exact maximum pressure. Additionally, there is no specified place of performance requirement for contractors to provide manufacturing facilities and travel as required to perform tasks in the statement of work such as training and commissioning.

N00167-20-R-0019 Attachment 10 Questions and Answers
3 August 2020
QUESTION 16:
I am looking at the “Baseline Design Requirements Document” for the Ultraviolet Ballast Water System for Surface Vessels.
The only mention of the incoming ballast water system pressure comes from Table II, Shipboard Interfaces.
The first row, Ballast Water, indicates that the incoming water supplies maximum pressure is 17 Bar (250 PSIG).
I would like confirmation that the BWMS needs to be designed to handle 17 Bar maximum pressure. If not, please indicate what the maximum ballast water system pressure is.
ANSWER 16: As currently written, Section 3.7 of the Baseline Design Requirements Document states the Offeror’s ballast water treatment design shall be functionally and physically compatible with shipboard interfaces but does not set a requirement to meet the maximum ballast water system pressure. However, the maximum pressure of shipboard supplied ballast water can be controlled or adjusted to meet the pressure requirements of the BWTS but shall not exceed 17 bar as specified in MIL-STD-777. The Baseline Design Requirements Document and the Conformance Checklist have been modified to clarify this requirement.
QUESTION 17:
What is the “Place of Performance” on this posting?
ANSWER 17: This solicitation does not require any particular “Place of Performance.” The contractor is responsible for providing manufacturing facilities. The contractor will be required to travel to perform some parts of the SOW (e.g., training and commissioning), but travel is as yet unspecified;
see SOW Section 3.3. Section F, Deliveries or Performance provides the delivery information.
