About this file
This document contains questions and answers regarding Solicitation Number N0016720R0019 for Ballast Water Treatment Systems. The solicitation seeks engineering design, manufacturing, delivery, testing and evaluation of one Compact and one Standard Ultraviolet Ballast Water Treatment System for Navy surface vessels. One question asks if the skid mounted ballast water treatment system, which may exceed the size and weight capabilities of most standard test facilities, could be broken down into smaller and more manageable components for testing. The answer states that a modular test approach may be acceptable, and the government will review test plans and acceptance criteria submitted by the contractor.

N00167-20-R-0019 Amendment 0005 Attachment 13 Questions and Answers
18 August 2020
QUESTION 24: With reference to the Environmental testing requirements cited in sect. 3.4 of the Baseline Design Requirements Document 633/19-155, dtd. 30 July 2020, i.e., Temperature, Humidity, Shock, Vibration, Noise, Dynamic Inclination and EMI. Based on the anticipated physical size and weight of the skid mounted Ballast Water Treatment System, which the size and weight potentially could exceed the size and weight capability of most industry standard test facilities and machines, would the Navy allow the skid mounted system to be broken down into smaller and yet manageable groups or components and tested as such? This approach would be consistent with the Modularity requirement cited in para. 3.5.3. This approach would also prove to be the most cost-effective approach. Please advise.
ANSWER 24: A modular test approach may be acceptable. The Government will review the test plans and acceptance criteria that the Contractor submits in accordance with Solicitation N00167-20-R-0019 requirements.
