N00167-20-R-0019 Amendment 0004 Attachment 12 Questions and Answers
12 August 2020
QUESTION 22: On attachment 7 line 73 (travel expenses) if you go over to #14, you have a # in there that is $18,986 for the first year, for the second year $36,330 and third year $17,885 etc.
Are these not to exceed #’s for travel each year? Or are they just an example? If you could answer this question asap, we would appreciate it so we can pull all of it together.
ANSWER 22: Section L 3.5.5 of the solicitation states that “For proposal purposes, the estimated amount for travel has been pre-established.” Offerors must use the amounts you referenced for proposal purposes. However, Offerors may add indirect costs (but not fee) to those amounts, per L 3.5.5, “Offerors are required to clearly identify as part of their proposal any indirect markup rates (i.e. General and Administrative (G&A)) which will be applicable to travel. (Reminder: Fee is not permitted on the Travel CLIN.)”
QUESTION 23: How large of a military email can you receive, as I will be sending several emails, and I wanted to know how large an email you can receive.
ANSWER 23: Maximum file size limit is currently 30 megabytes per e-mail. Section L 2.1 of the solicitation states submittal of a proposal may be via e-mail or by uploading it to DOD-SAFE at https://safe.apps.mil. Maximum file size limit for SAFE is eight gigabytes.
