Propulsor Composite Prototype: Questions and Answers.
Question: Attachment 2 Sample task order has a drawing and files listed that we have not yet found. We looked at the 245‐8328554 drawing that was supplied to see if it was embedded, but did not see it.
Answer: NSWC Carderock inadvertently uploaded the wrong file to the solicitation posting.
Code 02 has corrected this mistake by uploaded the correct file to the posting. Code 02 reached out to all of the companies that had requested access to the files with critical information and invited them to access the files if they were still interested in responding to the solicitation.
Question: CLIN 1004 and CLIN 1005 say the cost share shall be 50/50 unless otherwise authorized. Can you provide some more details to what the cost share means?
Answer: For CLINs 1004 and 1005, the Government’s intention is to avoid schedule and cost overruns. The Government, when using the two CLINs, will reward the awardee when there is an underrun on an Order by increasing the target fee by 50 cents for every dollar that the total allowable cost is less than the target cost. However, if there is an overrun, the awardee’s target fee on an Order using CLIN 1004 and 1005 will be decreased by 50 cents for every dollar that the total allowable cost exceeds the target cost. The previous contracts which procured prototype propulsors experienced schedule slips and cost overruns. Establishing CPIF line items for CLINs 1004 and 1005 will create a mechanism for controlling costs and schedule throughout the duration of the contract.
