Attachment 1: First Task Order Propulsor Composite Prototype Kick Off Meeting
STATEMENT OF WORK
1. BACKGROUND. The Advanced Propulsor Management Office (APMO) is in the Naval Architecture and Engineering Department of the Naval Surface Warfare Center, Carderock Division (NSWCCD). The APMO is responsible for the design and manufacture of Government Furnished Equipment (GFE) submarine propulsors on behalf of the Naval Sea Systems Command (NAVSEA).
2. SCOPE. The Contractor shall schedule and coordinate a Kick-Off Meeting with the Contracting Officer and the Contracting Officer Representative (COR) no later than 30 business days after the award date of the base Indefinite Delivery Indefinite Quantity (IDIQ) contract. The purpose of the Kick-Off Meeting is to discuss the general technical and contracting objectives of the IDIQ contract. The Kick-Off Meeting will be held at the Contractor’s facility.
3. GENERAL REQUIREMENTS
3.1. General Services. The Contractor shall host a Post-Award Conference (PAC) at the Contractor’s facility. Specific time and date information for the PAC shall be coordinated with the Contracting Officer and the Contracting Officer’s Representative (COR).
3.1.1. The meeting shall be conducted for 1.5 business days. The meeting shall be conducted at the CONFIDENTIAL level. The Contractor’s kickoff slide shall include the following:
· Description of its corporate structure, functional relationships and responsibilities among the organizational elements, including subcontractors, if applicable, that will support this IDIQ contract.
· Description of the work to be performed by the Contractor and the subcontractor ensuring cross reference to the IDIQ SOW paragraphs.
· Identify project staffing and main points of contacts for technical, contracting, security questions.
· Provide an overview of its project management approach, including schedule and budget tracking, risk management, and reporting.
· List and provide a description of its major facilities/equipment, including subcontractor facilities/equipment.
· Provide an overview of its Quality assurance system(s)
· Provide a summary of its past performance on projects related to the IDIQ SOW.
3.2. The Contractor shall schedule and coordinate a facility tour, to include engineering, production, inspection, and material storage facilities.
3.3. The Contractor shall provide a meeting agenda and draft slides NLT one week prior to the meeting (CDRL A004) and provide meeting minutes and action items NLT one week after the meeting (CDRL A004).
4. SECURITY REQUIREMENTS
4.1. The Post Award Conference shall be held at the CONFIDENTIAL level.
4.2. Personnel Security Clearance. All key personnel and non-key personnel shall hold a clearance as defined by the DD Form 254, attached to this contract, before being granted access to classified information.
4.3. Classified Information Access. During performance of TOs the Contractor may have access to information classified to the level indicated on the attached DD Form 254, Contract Security Classification Specification.
5. TRAVEL. Contractor travel will not be required under this order. However, the Contractor may propose travel needed to bring it’s or subcontractor personnel on the Kick-Off Meeting site.
