Questions and Answers

QUESTION 11: Attachment 2 (DD Form 254), Block 1.a., indicates that a
SECRET Facility Clearance will be required to perform work on this contract. Moreover, in the RFP, paragraph L-204-H001 (page 95/102) states that no award will be made to any offeror which does not possess a facility security clearance issued at the level specified in the DD Form 254. Finally, paragraph 6.0 SECURITY (page 19/102) states that the contractor shall have, or have the ability to obtain, a
Facility Security Clearance at the SECRET level. In the offeror’s experience, the vast majority of the work described in Section C and in the body of the DD-254 involves only the handling of FOUO/CUI material. We have not been required to maintain facility clearances for any similar contracts. Given that the number of cleared individuals is small, finite, and shrinking, and that some of the hardest to fill are trades, would the Government consider changing the clearance requirements to address specific watercraft types and spaces or systems at the Task Order level? Please advise.
ANSWER 11: The DD form 254 will remain as is. The clearance required by the DD 254 attached to this RFP will apply to Delivery Orders requiring classified work; therefore, L-204-H001 FACILITY SECURITY CLEARANCE
(NAVSEA)OCT 2018) is applicable to classified work only. Amendment 0002 added a note after L-204-H001 of the solicitation.
QUESTION 12: On page 86-87/102, subparagraph (10) Waterborne Support specifies that the contractor should have the “ability to provide waterborne support for one 85 ft. MK VI Patrol Boat 4’ draft and two
11M RIBs, 2’ draft simultaneously at government site”. While contractor would not expect the Government to allow a MK VI to be launched, retrieved, or stored at a contractor site, by specifying the respective drafts, it is unclear as to whether this will be required under this contract. Please clarify.
ANSWER 12: Yes, this will be required under this requirement. “This is for the contractor to provide on-site WATERBORNE support, AT A
GOVERNMENT FACILITY, for the vessels indicated simultaneously. This indicates it will be pier side support, in the water, on a base or other Government facility. What the Government would like to see the
Contractor’s ability to provide mobile support away from its facility.
QUESTION 13: RFP Amend 1 Section L 4.3 Cost/Price Proposal – states the requirements in this section are for the offeror and any proposed subcontractor regardless of subcontract type. If offeror is proposal small boatyards, that will not be major subcontractors as defined in
Section L 2.1, and they do not meet requirements in (a), can their published commercial rates be used?
ANSWER 13: Yes, the contractor can provide their published commercial rates; however, the contractor shall provide additional information as addressed in accordance with 15.402 (a)(2)(ii).
