SCOPE
1.1. BACKGROUND: The Naval Surface Warfare Center Carderock Division Detachment Norfolk, Combatant Craft Division (NSWCCDDN), Code 83 is responsible for providing a quality and responsive full spectrum, full life cycle engineering and technical support for watercraft classes (see List of Watercraft Classes, Attachment 1) for the Department of Defense (DoD), other Government entities, and the maritime community (i.e., any entity engaged in maritime business, including but not limited to private businesses and academia). Associated watercraft systems include not only internal watercraft systems (e.g., engines, piping, generators, batteries, cabling, navigation equipment, etc.), but also those items that allow the user commands to perform their missions, such as trailers, transporters, prime movers, launch and retrieval systems, hoisting and lifting components/systems, cradles, aircraft transport support systems, aircraft deployment systems, stowage systems, and maintenance/supply containers/modules. For the remainder of this document, the term “watercraft” will be used to indicate all those systems. NSWCCDDN sponsors include the U.S. Navy, Special Operations Command, U.S. Army, U.S. Air Force, U.S. Marine Corps, U.S. Coast Guard, U.S.
Customs and Border Protection, National Oceanic and Atmospheric Administration, Defense Intelligence Agency, Drug Enforcement Agency, U.S. Immigration and Customs Enforcement, U.S. Department of Homeland Security, U.S. Central Intelligence Agency, U.S. Department of Energy, Federal Bureau of Investigation, the National Aeronautics and Space Administration, and foreign countries/entities.
1.2. INTRODUCTION: This contract is for the acquisition of watercraft industrial services and supplies in support of the NSWCCDDN’s mission covering all phases of watercraft total life cycle industrial support to include construction, proof of design, model development and realization, fabrication, modernization, quick response capability, repair, overhaul quality assurance, and testing. For the remainder of this document, the term used for all these functions will be “construction, modernization, and repair.” The contractor shall accomplish these tasks on structural, mechanical, electrical, and electronic systems. The contractor shall provide and maintain the necessary tools and equipment required for accomplishing the task. The functional total life cycle phases are: Science and Technology (S&T); Research and Development (R&D); Acquisition Engineering; and In-service Engineering. The estimated distribution of work is: S&T (1%); R&D (5%);
acquisition (19%); in-service support (75%). Scope includes all of the Ships Work Breakdown Structure (SWBS) Areas from 0000 to 0999 which is defined in Section C.2 reference NAVSEA Instruction 4790.1.
Tasking under this description/specification will fall under Product Service Codes (PSCs), 1905, 1910, 1940, 1945, and 1990.
1.2.1 The contractor shall have a local industrial facility (workshop/worksite), within a 30-mile radius of
Gate 1 of Joint Expeditionary Base Little Creek (JEBLC) and/or Gate 6 of Naval Base San Diego (NBSD) with appropriate industrial capability to accomplish watercraft industrial support efforts.
Except when specifically identified in an individual DO or approved by the Government, all work performed under this contract shall be performed at the contractor’s local industrial facility.
However, an offeror that has facilities on only one coast may receive an award to perform requirements only on that coast. This is pursuant to Section M, 2.0 Basis for Award; and Section L,
4.1.1 (a)(15), which states that an offeror must have the ability to provide the required facilities within a certain distance from JEBLC “and/or” NBSD.
1.2.2 The contractor shall perform in a wide variety of locations both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The expected work distribution by performance location is: Mid Atlantic US (60%); Northeast US (1%); US Gulf Coast (2%);
Southwest US (15%); Northwest US (2%); Other/OCONUS (20%). OCONUS locations typically include, but are not limited to Bahrain, Kuwait, United Arab Emirates, Spain, Italy, Horn of Africa, Guam, Japan, Hawaii and Alaska.
1.2.3 The contractor shall work on various projects at several sites simultaneously, CONUS and OCONUS. Contract performance shall be at contractor facilities, Government facilities, fleet operational sites, forward-deployed sites, or private sector facilities.
1.2.4 Government Furnished Property (GFP) includes Government Furnished Material (GFM) and
Government Furnished Equipment (GFE). All GFP will be specified in the GFP Attachment, “Requisitioned Government-furnished Property”, provided as an attachment under section J of each delivery order. The GFP Attachment establishes the requirement for documenting the property to be provided as GFP or authorized as GFP in performance under the delivery order in accordance with DFARS PGI 245.103-72. `Serially managed items are those provided to the contractor by the COR and require all events identified in DFARS 252.211-7007 to be reported by the contractor. Non-serially Managed items are those provided to the contractor by the COR and require only the event of GFP receipt to be reported to Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) GFP, GFM and GFI will be specified in individual awarded delivery order.
1.2.5 Government Furnished Information (GFI) includes technical documents, drawings, and electronic media files or data. GFI shall be handled in accordance with its classification markings. Copies of all physical and electronic GFI shall be returned to the Government at the completion of the delivery order.
1.2.6 All GFP is the property of the US Government and shall not be transferred to any individual or agency, public or private, without the express written approval of the Procurement Contracting Officer (PCO).

3. REQUIREMENTS
3.1. Program Management: The contractor shall provide the management necessary for the efficient and effective administration and control of work performed. The contractor shall resource material, facilities, personnel, and services for assigned projects. The contractor shall schedule, prioritize, and track all projects, and report any discrepancies or conflicts to the (COR for resolution).
3.1.1. The contractor shall conduct Program Management Reviews (PMRs), at the Government’s office located at
JEBLC or any other location upon mutual agreement. The contractor shall provide a summary report on a semi-annual schedule in a format approved by the Government. (CDRLs A001, A002, A003, A004).
3.1.2 The contractor shall prepare and submit an agenda for Government review at least five business days prior to the PMR. The PMR agenda shall include, at a minimum, scheduled times to discuss the items required for disclosure in the quarterly report. The contractor shall prepare and submit minutes of each PMR to the Government within five business days following the meeting. Meeting minutes will capture action items with due dates and status tracking of action items from past meetings. The contractor shall hold weekly meeting for each DO and include the following in the meetings: Progress report, plan of action and milestones and updates, condition found report status, material ordering report (including long lead time material status), Test and Inspection Plan and Funding Status (Cost Plus Fixed Fee Only) (CDRLs A001, A002, A003, A004 and A005)
3.2 LIFE CYCLE SUPPORT AREAS
3.2.1 General -The contractor shall provide support for all phases of a watercraft’s total life cycle. This includes program and project management and watercraft industrial support for: S&T; R&D; Acquisition; and In- Service.
3.2.2 S&T - The contractor shall provide watercraft industrial support for S&T efforts using systematic methods to acquire knowledge through observation and experimentation, and applying that knowledge toward a practical application. (CDRLs A004, A005, A006, A007, A008, A009)
3.2.3 R&D - The contractor shall support the innovation, introduction, and improvement of products and processes by investigating new or existing technology that could be applicable to resolve problems, support operational scenarios, and meet a system or fleet requirement. The contractor shall accomplish watercraft industrial support for research and engineering analysis on the characteristics of watercraft and equipment/systems. 3.2.4 Acquisition - The contractor shall provide watercraft industrial support for the manufacture of and the acquisition of watercraft. The contractor shall construct watercraft for proof of design; acquire and install Hull, Mechanical, Electrical & Electronics (HME&EX) systems; alter new systems to improve operation or correct deficiencies; upgrade watercraft after delivery; and deliver and provide delivery support of watercraft (CDRLs A004, A005, A006, A007, A008, A009)
3.2.5 In-Service Support - The contractor shall provide watercraft industrial support for watercraft in-service support. In-Service support includes: surveys, inspections, validations, development, construction, testing, troubleshooting/investigating problems, problem correction, installing components/systems, data/document red lining, upgrading, modifying, repair and maintenance, logistics management, and general watercraft industrial support. 3.3 TECHNICAL INFORMATION REVIEW
3.3.1 Technical Information Review - Prior to the industrial effort beginning and during all phases of the effort, the contractor shall perform a detailed review of all technical information/documentation provided for the task and provide feedback to the Government on any issues/concerns with the design being installed and any suggestions to improve the watercraft/system. The contractor shall document any issues, concerns, improvements, suggestions, or other input in writing and provide it electronically to the Government for all aspects of tasking including: (CDRLs A006, A007, A008, A009)
3.3.1.1 Engineering Review – The contractor shall review technical information and provide input on modifications that will improve efficiency, operability, longevity, reliability, and/or maintainability, or reduce the total ownership cost of the watercraft/system;
3.3.1.2 Feasibility of Production - The contractor shall review technical information to determine the industrial feasibility of production of the design, and validate that the design/product can be produced in a prudent and cost efficient manner;
3.3.1.3 System Safety – The contractor shall review technical information to determine the safety of the product, including not only the safety of the installation processes, but also the safety of the system being installed;
3.3.1.4 Transportability – The contractor shall review the transportation and delivery requirements of the watercraft and any material associated with delivery order. This covers requirements of transportation and delivery in execution of the delivery order and in the operational movement/use of the watercraft/system including consideration of: trailers, transporters, launch and retrieval systems, hoisting systems, aircraft transport, helicopter transport, ground vehicle transport, shipboard transport, and general shipping;
3.3.1.5 Human Systems Integration (HSI) – The contractor shall review HSI attributes of the delivery order.
Human activity considered by HSI includes operating, maintaining, and supporting the system. The contractor shall review the technical data provided to ensure there are no human interface issues or provide input to improve human interface issues; (CDRLs A006, A007)
3.3.1.6 Value Judgement – The contractor shall apply value judgment when accomplishing watercraft industrial tasks. The contractor shall review industrial information, systems, equipment, and material selections for the purpose of achieving the lowest industrial costs and life cycle cost consistent with the required performance, quality, reliability, and safety of the desired outcome. The contractor shall deliver compliant product considering reducing time for the industrial effort, and make acceptable improvements to lower overall cost;
3.3.1.7 Quality – The contractor shall maintain an approved Quality Control Program in accordance with NAVSEA Standard Item 009-04. The contractor shall be responsible for quality control of the delivery order. The contractor shall provide on-site Independent Verification and Validation (IV&V) support during performance of watercraft industrial efforts. The contractor shall perform quality assurance and/or quality control functions to validate proper fabrication or installation of systems during any inspections and throughout performance of the delivery order; (CDRLs A007, A008, A009)
3.3.1.8 Software Documentation - The contractor shall have knowledge of the software configuration of all systems installed and shall provide all data and documentation on installed systems’ software to the Government; (CDRLs A007)
3.3.1.9 Cybersecurity – The contractor shall be cognizant of cybersecurity concerns while implementing all phases of the industrial effort and shall protect all Government information and equipment to ensure there are no cybersecurity violations. The contractor shall document and provide information technology related cybersecurity information and data for applicable projects to the Government; (CDRLs A007) (See References 2.1.45 and 2.1.46.)
3.3.1.10 Electromagnetic Compatibility/Electromagnetic Interference (EMC/EMI) The contractor shall test for EMC/EMI in installations accomplished. The contractor shall document any results, observations, and data from EMC/EMI testing in writing, and provide this to the Government. (CDRLs A007, A008, A009). (See References 2.1.8 and 2.1.19.)
3.4 INDUSTRIAL SUPPORT FUNCTIONAL TASK AREAS
3.4.1 General - The contractor shall support all phases and functional areas involving the watercraft life cycle, which shall encompass all tasks pertaining to watercraft construction, modernization and repair.
3.4.1.1 The contractor shall ensure that designs and interfaces are installed, upgraded, or repaired and rehabilitated, resulting in making a complete, functional, operationally effective, and safe system. The contractor shall ensure that all work meets performance objectives, standards, and/or tolerances specified.
3.4.1.2 The contractor shall maintain a thorough understanding of the manuals, Liaison Action Records (LARs), BOATALTs/CRAFTALTs, drawings, or other technical documents used to the degree that implementation of these documents results in a complete, accurate, and operational watercraft system.
3.4.1.3 The contractor shall perform tasking including: task planning and implementation; performing watercraft checks, inspections, and surveys; documentation of findings; developing reports; troubleshooting and problem correction; repairs; overhauls; material purchasing, prefabrication, fabrication, construction, transporting, shipping, storage, kitting and staging; upgrades; alteration installation; documenting technical data/red-lines for data/documents/drawings updates; providing logistics information; part and system identification, labeling, and marking; developing test plans; performance testing; system operational testing in the laboratory, mock-up site, pier side and underway; test instrument installation and removal; field engineering; watercraft transport/shipping and launch and retrieval support; user familiarization; configuration audits; material delivery/validation; piloting watercraft; critical maintenance; and providing support to operational fleet assets. 3.4.1.4 The contractor shall use, fasten, weld, braze, or modify a variety of materials for execution of tasking.
Watercraft are constructed from many materials including Fiber-Reinforced Plastic (FRP), composites, ferrous and non-ferrous metals, wood and soft materials (Example: drop-stitch, polyurethane, Hypalon).
3.4.1.5 Watercraft industrial support shall encompass Alteration Installation Team (AIT) modernizations. Most
AIT efforts would occur outside a watercraft overhaul availability and most likely would occur in the water or onshore at a user activities location and normally do not include any repair work. The contractor shall conduct a post-task review to capture lessons learned. (CDRL A006)
3.4.2 Construction- The contractor shall provide industrial services for the construction of watercraft or watercraft systems. Construction means any work to build, prefabricate, or fabricate an entire watercraft, any watercraft system, or any portion thereof.
3.4.3 Modernization - The contractor shall provide industrial services for the modernization of watercraft or watercraft systems. Modernization is any work to alter the configuration of the watercraft, any watercraft system, or any portion thereof. Normally this requires a drawing, LAR, technical documentation, or other documented direction from the Government to implement the change.
3.4.4 Repair – The contractor shall provide repair services for watercraft or watercraft systems. Repair work is any work that is accomplished to restore, overhaul, renovate, recondition, rehabilitate, and/or reconstruct to make the system like new. Repair could include items such as replacing old/worn/broken components, correcting faults, cleaning, painting or any work to ensure that the system operates correctly and is in a like-new condition.
3.4.5 Proof of Design and Model Development and Realization - The contractor shall provide watercraft industrial support enabling proof of design for mockups, models, temporary systems, temporary alterations, and prototype watercraft. Proof of Design and Model Development and Realization means those tasks which are a realization of certain ideas or concepts in order to demonstrate their feasibility or accomplish a demonstration in principle with the aim of verifying that it has practical potential for design. For these taskings, details are still undefined which requires the contractor to work closely with the Government to identify and develop those details as work progresses. The realization of these taskings may be stopped at any point where the development of details shows that the feasibility of the design is not applicable to the desired outcome and further effort is not required.
3.4.6 Fleet Support - The contractor shall provide industrial services to ensure a ready watercraft fleet for all customers including: all technical support; parts identification; system issue correction; identifying repairs or alterations; testing; problem investigation; distance support; drawing reviews; technical manual reviews; engineering analysis; and general fleet support of watercraft and their hull, mechanical, electrical, and electronic systems. 3.5 INDUSTRIAL SUPPORT FUNCTIONAL CAPABILITY AREAS
3.5.1 Hull/Structural - The contractor shall provide industrial services to support watercraft structural industrial tasks. This includes all phases of structural construction to realize a complete structural system.
This includes building mock-ups, ship-fitting, welding, cutting, bending, FRP lay-up required to implement the construction, modernization, or repair. The contractor shall provide services to support construction using soft materials to include inflatable material, tubes, sponsons, canopies, covers, and soft windows.
The contractor shall provide services for other non-structural hull items such as glass, plexi-glass, screens, windows, doors, consoles, arches, life-lines. ladders, hand rails, gangways, tie-down straps, elephant trunks, lanyards, bow hook, seats, life ring, retainers/clips/brackets, lifting slings, paint, stowage boxes, hatches, scuttles, life vests, chains, mooring lines, rope, anchors, mooring fittings, cleats, chocks, hoisting pads, flag poles/staffs, cushions, foot rests, pushpins, tillers, masts and foundations.
3.5.1.1 Welding - The contractor shall provide welders to weld a variety of materials including aluminum, aluminum alloys, carbon steel, and corrosion-resistant steel. Welders shall be certified in accordance with commercial and/or NAVSEA Standard Items. Welding shall be accomplished in accordance with a welding production control procedure developed by the contractor and approved by NSWCCDDN.

3.5.1.2 Brazing - The contractor shall provide welders to braze a variety of materials including nickel, copper, and bronze alloys for execution of this contract. These efforts shall include construction of an entire watercraft to construction/repair/installation of any watercraft system, equipment or component. Brazing shall be accomplished in accordance with a brazing production control procedure developed by the contractor and approved by NSWCCDDN. (CDRLs A006, A007)
3.5.1.3 FRP – The contractor shall possess skills required to accomplish FRP construction, modernization, and repair. FRP includes using all fibers available for construction including glass, carbon, aramid, or basalt.
The contractor shall provide a lay-up schedule to the Government prior to performing any FRP work.

3.5.2 Mechanical - The contractor shall provide industrial services to support watercraft mechanical systems.
Watercraft mechanical systems include propulsion, auxiliary equipment, firefighting, air conditioning/heating, steering, and fluid systems as well as other watercraft mechanical systems.
Auxiliary equipment is defined as those components required for a fully operational watercraft to meet all mission needs. Examples of auxiliary systems include raw water, potable water, engine exhaust, fuel, lube oil, air conditioning/handling, compressed air, heating, all fluid systems, and support equipment.
The contractor shall provide for a full operational system to include hardware, tanks, hoses, piping, tank vent/filler caps, fasteners, straps, shock absorbers, shackles, sealant, foot pumps, and sounding rods.
3.5.3 Electrical/Electronic - The contractor shall provide industrial services to support watercraft electrical and electronic equipment and systems. Electrical and electronic systems include power generation/conversion/distribution/storage; illumination; interior/exterior communications; navigation;
control systems; networks; Command, Control, Communication, Computer, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) systems; monitoring and sensors; and other electrical and electronic systems.
3.6 INDUSTRIAL SUPPORT FUNCTIONAL PHASES
3.6.1 General – The contractor shall provide all aspects of watercraft industrial support that includes sequence and phases as listed below. Depending on the task, the task may include some or all of the below items.
This list in not exhaustive and special tasking may require different additional items to fulfill the requirements of the task. The contractor shall accomplish all work in accordance with local, state, and federal laws. The contractor shall follow all environmental and safety regulations. All workmanship and processes shall be in accordance with industry standards. All technical documents and drawings shall be followed specifically to accomplish the task and any deviations must be requested via a change order request and approved in advance in writing by the COR or Contracting Officer (CO) as applicable. All work shall be completed in its entirety and all systems tested/operated to validate correct installation which meets requirements. Technical data shall be red-lined/marked-up as required to document discrepancies between existing conditions and existing technical documentation. The contractor shall attend all meetings, testing, and trial events. (CDRLs A006, A007)
3.6.2 Watercraft Surveys - The contractor shall conduct surveys to ascertain current watercraft system condition, identifying situational impediments between the general technical documentation and the specific physical and environmental conditions prior to alteration commencement. The contractor shall provide all information obtained from surveys in a report to support further efforts on the task. The Government will arrange and coordinate all initial surveys for watercraft systems that are not in possession of the contractor. The contractor shall assess any issues noted, concerns, improvements, suggestions, or input in written report and provide electronically to the Government for all aspects of tasking included. (CDRL A009)
3.6.3 Site Surveys - The contractor shall conduct pre-alteration site surveys, identifying situational impediments between the general technical documentation and the specific physical and environmental conditions present at a site for industrial work to be performed. Site surveys shall include determining what resources are needed to complete the delivery order. (Note: NSWCCDDN will coordinate all site surveys for locations on Government facilities.) The contractor shall provide all information obtained from site surveys in a written report and provide electronically to the Government. The contractor shall document any issues noted, concerns, improvements, suggestions, or input in writing and provide electronically to the Government for all aspects of tasking included. (CDRL A009)
3.6.4 Inspections – The contractor shall visually and, in some cases, operationally inspect all watercraft systems to ascertain their condition as well as identify needed repairs and/or alterations to ensure a viable system exists to meet mission demands. The contractor shall gather all technical information in a report such that determination of further efforts can be planned, repairs/alterations to the system can be identified, useful life expectancy can be predicted, and decisions on disposal can be made. Inspections require performance of quality assurance/quality control to validate proper construction or installation of systems. The contractor shall conduct inspections to gather specific technical data required during execution of tasking. The contractor shall notify the Government 24 hours before a Government required inspection noted as Government Visual Inspection (V) (G) in the delivery order. (CDRL A009) (Note: NSWCCDDN will arrange and coordinate all inspections for watercraft.)
3.6.5 Material and Material Handling - The contractor shall source, purchase, deliver/transport, maintain status/tracking documentation (including shipping schedules) for, inventory, kit/package, and store material in support of industrial efforts. In some instances, the Government will furnish material in support of delivery orders. Material shall be tagged for the specific job and with the part number associated with installation drawings. Material for each delivery order shall be stored together, separately from materials designated for other tasking. The contractor shall inspect material received for quality, damage/defect, and compliance with the appropriate technical documentation. The contractor shall pre-fabricate parts and components, assemble, kit at the drawing level, stage, and distribute material to the job site. The contractor shall provide all incidental material and/or consumable items required to complete tasking. The contractor shall turn in all removed material to the Government technical POC for disposition. (CDRL A005)
3.6.6 Packing Lists and Parts Identification - The contractor shall create and provide a packing list (such as a
DD Form 250) identifying the contents of each shipment, shipping container, or palletized unit load with each shipment. When a part number/stock number includes an assortment of related items such as kit or set components, detached parts or accessories, installation hardware or material, then the packing list(s) shall identify the assorted items. The contractor shall create a master packing list when more than one shipment, shipping container, or palletized unit load comprise the total quantity of material to be shipped. The master packing list shall be attached to the number one container to identify material in the container(s). This master list shall be retained for records and provided to the Government. The contractor shall ensure that all items within a kit or set, as well as installation hardware or material, shall be identified within the unit pack(s) or shipping container by part number or national stock number.

3.6.7 Parts and System Identification - The contractor shall prepare and install applicable labels/tags for all hull, mechanical, electrical, electronic, and auxiliary systems as well as outfitting items. Identification marking of individual parts within the systems, equipment, assemblies, subassemblies, components, groups, sets, or kits, and of spare and repair parts shall be done in accordance with applicable specifications and drawings. (CDRLs A005, A007)
3.6.8 Onboard Work Spaces – The contractor shall rehabilitate areas disturbed by the industrial efforts, to original or equivalent condition, which includes cleaning, preparing, priming, and painting new and/or disturbed surfaces to match surrounding areas and replacing all deck coverings, insulation, and lagging damage incidental to the industrial effort. Replacement material shall match existing styles, colors, and grades unless otherwise specified in the technical documentation. The contractor shall remove and replace interference as required.
3.6.9 Troubleshooting and Problem Correction – The contractor shall identify system technical issues and restore systems back to an operational status. The contractor shall use all instruments, processes, procedures, and analyses to identify causes for a particular issue(s). After issue identification, the contractor shall resolve the issue to restore the system back to a full operational condition. The contractor shall test the system to ensure conditions of the system are within normal operating parameters. When required in the performance of troubleshooting, the contractor shall provide qualified personnel to operate, troubleshoot, and test any portion of the watercraft system to validate conditions or issues. The contractor shall procure material and equipment to correct the problem undergoing troubleshooting. (CDRLs A006, A007, A008, A009)
3.6.10 Testing - The contractor shall validate the performance of the industrial effort by performing watercraft/system testing to ensure the watercraft/system meets required parameters. Some systems require certification, inspection, approvals, testing, and sign-off from a higher authority to certify the system meets required criteria. The contractor shall provide required testing data for certification; and participate in inspection, testing, and validation in support of the certification process. The contractor shall develop test plans/procedures, plan test support, install test equipment, accomplish testing, document findings, develop reports, and perform any other efforts needed to complete required testing.
The contractor shall perform bench testing on new, improved, and existing components and systems.
The contractor shall support demonstrating watercraft capabilities through testing. The contractor shall fabricate, construct, and assemble test systems, equipment, and tools. Testing includes but is not limited to: (CDRL A008)
3.6.10.1 Hull (CDRL A008)
3.6.10.1.1 Air test, water test and chalk testing of water tight accesses, penetrations (e.g. cable, piping, ventilation, electrical) or compartment closures;
3.6.10.1.2 Inclining Experiment;
3.6.10.1.3 Non-destructive testing of weld joints;
3.6.10.1.4 Operational performance testing;
3.6.10.1.5 Proper isolation of dissimilar metals;
3.6.10.1.6 Scale Weighing;
3.6.10.1.7 Speed/Power/Propeller Trials;
3.6.10.1.8 Testing of coating systems or paint;
3.6.10.1.9 Validity of Gas free certification prior to welding or brazing.

3.6.10.2.3 Hydrostatic pressure test of piping and pressure vessels;
3.6.10.2.4 Static and dynamic loading of deck machinery and weight handling equipment;
3.6.10.2.5 System operational tests (e.g., cooling and heating systems, propulsion trials);
3.6.10.2.6 Unobstructed flow verification of piping systems;
3.6.10.2.7 Acoustic;
3.6.10.2.8 Temperature;
3.6.10.2.9 Vibration.
3.6.10.3 Electrical/Electronic (CDRL A008)
3.6.10.3.1 Bonding, grounding, and shielding of cables and equipment;
3.6.10.3.2 Cable/wiring installation;
3.6.10.3.3 Continuity in cables and correctness of electrical hookup;
3.6.10.3.4 System operational tests (e.g., electrical voltage, current, and power measurements, load testing, component evaluation/testing);
3.6.10.3.5 Electromagnetic Radiation and Interference Surveys;
3.6.10.3.6 Hazard of Electromagnetic Radiation to Fuel (HERF);
3.6.10.3.7 Hazard of Electromagnetic Radiation to Ordnance (HERO);
3.6.10.3.8 Hazard of Electromagnetic Radiation to Personnel (HERP);
3.6.10.3.9 Input and output voltage levels;
3.6.10.3.10 Current flow;
3.6.10.3.11 Cable insulation resistance;
3.6.10.3.12 Navigation, Communication, C5ISR and other electronic system operational validation;
3.6.10.3.13 Polarity/rotation of motors
3.6.11 Integrated Logistics Support (ILS) Interface –The contractor shall provide the Government ILS information for components installed during construction, modernization, or repair. The contractor shall provide Engineering Data for Provisioning (EDFP). EDFP is technical data used to describe parts and equipment such as physical properties, specifications, standards, drawings, photographs, schematics, and wiring diagrams. (CDRLs A005, A006)
3.6.12 Watercraft Operation – The contractor shall provide qualified watercraft operators, meeting applicable
United States Coast Guard (USCG) license requirements, for operational scenarios required to accept watercraft after delivery/overhaul, operation of watercraft to ascertain condition, testing, delivery and pick-up of watercraft, and other watercraft operations. The watercraft operator shall be familiar with all aspects of the watercraft they will be piloting. The contractor shall provide qualified watercraft operators with applicable Coast Guard License(s) (25 Gross Tons, 50 Gross Tons, 100 Gross Tons) to operate watercraft in various conditions. (CDRLs A007, A008, A009)
3.6.13 Watercraft Transport/Shipping/Delivery - The contractor shall be responsible for transporting, shipping, and delivering watercraft by road. The contractor shall provide appropriately licensed truck operators to tow watercraft on trailers. The contractor shall be responsible for all measures necessary when transporting a watercraft/trailer by road including acquiring permits and fulfilling applicable safety requirements. The contractor shall provide for shipping of watercraft over the road when a trailer is not available for the watercraft or when the distance is so great that travel on the watercraft’s trailer is not feasible, including all activities required to move the watercraft to and from the means of transport and to prepare for transportation (e.g. crane services/lifting, watercraft reconfiguration, fuel stripping, cleaning bilges/voids, and packaging). The contractor shall transport, ship, and deliver watercraft by water. The contractor shall be responsible for all measures necessary when transporting a watercraft by water including acquiring permits and fulfilling applicable safety requirements. (CDRL A009)
3.6.14 Watercraft Retrieval and Launching – The contractor shall have the ability to retrieve and launch watercraft up to a length of 15 meters or 50 feet and a maximum draft of 3 ft 6 in without support from the Government.
3.6.15 Watercraft End-User Delivery/Fielding Preparation – The contractor shall make watercraft ready for fleet delivery/fielding as well as support Government efforts to ensure watercraft are ready for fleet delivery/fielding. The contractor shall provide fleet delivery/fielding including, but not limited to, mooring arrangements, any level of maintenance/repair/cleaning, fueling, providing for filling/pump out/stripping of all tanks/reservoirs, shore power, pier side services, preservation/de-preservation of systems, cleaning, and preparation for transportation/delivery. 3.6.16 Drawing and Technical Documentation Feedback
3.6.16.1 The contractor shall provide technical feedback for changes made to the watercraft resulting in changes to drawings, LARs, or technical documents. The contractor shall provide red-lined markups of these drawings/LARs/documents to the Government. (CDRLs A006, A007)
3.6.16.2 The contractor shall provide red-line markups of any changes in logistics information. (CDRL A006)
3.6.17 Safety and Environmental Requirements.
3.6.17.1 The contractor is responsible for all personal protective equipment required by its employees and subcontractors in the performance of this contract.
3.6.17.2 The contractor shall develop an inclement weather plan that addresses preparations for, measures that will be put in place, modifications to operations, and steps that will be taken, in the event inclement weather is forecast and/or experienced. The inclement weather plan shall include specific actions on plans to avoid damage to Government property and watercraft, and shall be provided to the Government for review and approval within 30 calendar days of contract award. (CDRL A007)
3.6.17.3 The contractor shall implement measures to prevent and/or minimize damage to Government property and watercraft from fire, flooding, or other major casualty. The contractor shall provide a plan describing these measures within 30 calendar days of contract award.
3.6.17.4 The contractor shall have Asbestos-Containing Material (ACM) identified by laboratory analysis, or other reliable methods, in accordance with 29 CFR 1915.1001. Removal, disturbance, or disposal of asbestos-containing material (ACM) shall be accomplished by the contractor in accordance with (IAW) the requirements of NAVSEA Standard Item 009-10.
3.6.17.5 The contractor shall accomplish confined space entry, certification, fire prevention, and housekeeping requirements of NSI 009-07 and 009-70. (CDRL A007)
3.6.17.6 The contractor shall maintain area cleanliness and ensure all residues and refuse are removed daily and ensure that general housekeeping is maintained for the duration of the task in the work areas specified on each delivery order.
3.6.17.7 The contractor shall identify materials that may contain toxic or hazardous substances as listed in 29
CFR 1915, Subpart Z, that are to be used, removed, or disturbed during work operations. Conduct an initial determination of potential personnel exposure to these materials prior to the start of work. Work operations shall be performed IAW the requirements of NSI 009-03. (CDRL A007)
3.6.17.8 Handling of solid waste
3.6.17.8.1 The contractor shall review and evaluate all solid waste generated during work operations to determine if that waste is hazardous waste IAW 40 CFR 262.11. This includes liquids generated as a result of hydro-blasting operations. (CDRL A007)
3.6.17.8.2 The contractor shall test all solid waste with the known potential to be hazardous, including but not limited to non-skid debris, paint debris, flooring/debris, and all liquid waste removed from the ship.
Testing shall be completed by a certified laboratory for metals IAW 40 CFR 261.24, using the Toxicity Characteristic Leaching Procedure (TCLP), Method 1311 in EPA Publication SW-846. Contractor shall submit all laboratory analysis reports to the COR as soon as possible upon receipt from the laboratory.
For work performed on Naval facilities, no solid waste removed from a watercraft shall be transported off the naval facility until authorized by the COR. (CDRLs A007, A008)
3.6.17.8.3 All removed non-skid/paint debris shall be containerized IAW 40 CFR Subchapter I, Part 264, Subpart I, Section 264.175. Non-skid/paint debris shall not be accumulated or stored in cardboard, “tri-wall” containers. During the timeframe between when a solid waste is generated and a sample of that solid waste is collected and submitted to an accredited laboratory for analysis, and when the laboratory analysis results are received by the contractor, all containers of the solid waste shall be labeled as “Pending Analysis”. (CDRLs A007, A009)
3.6.17.8.4 The contractor shall prepare, provide, and affix labels/placards for all containers of solid waste accumulated on the land, pier, and/or the watercraft, including solid waste that is “Pending Analysis”.
Labels/placards shall be weatherproof, large enough to provide ready identification, and provide the following information: (CDRL A007)
