This DD Form 254 is for solicitation purposes only.
10a: COMSEC information/material will be processed IAW DoD 5220.22-M, chapter 9, section 4, the EKMS-1, and any additional security guidelines (i.e., CNSSI 4001). Contractor personnel requiring COMSEC access must be U.S. Citizens and possess a final clearance at the appropriate level. All contractors shall be briefed before access to COMSEC is granted. Written concurrence of the GCA is required prior to subcontracting. Access to COMSEC material will be limited to the government work location (same as 8a. and other directed locations). A COMSEC account is not required.

ensure that when transmitting FOUO, over non-secure e-mail (e.g., not connected to the Navy Marine Corps Intranet through Broadband Unclassified Remote Access System / Virtual Private network), those transmissions are encrypted using Department of Defense Public Key Infrastructure (PKI), or an approved DoD External Certificate Authority, in accordance with Public Key Infrastructure & Public Key Enabling, DoDI 8520.02, 24 May 2011 (or subsequent revisions).
Item 11a: All classified information/material shall be provided by the contractor facility or Government Contracting Activity and safeguarded at the approved actual performance site.
Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NSWCCD Contracting Officer's Representative prior to the presentation.
Controlled Unclassified Information (CUI) (e.g., FOUO, distribution statement controlled) is not authorized for public release. Therefore, they cannot be posted on a publicly accessible web-server or transmitted over the Internet unless appropriately encrypted. Request for public release cannot be transmitted via the Internet until the contractor receives final approval.
Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to the contracting official identified in Item 17a of this form.
Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and biennial training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager, via the COR, no later than the individual's due date.
All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list for high security crosscut paper shredders, or other approved method for destroying classified information.
All classified information involved in security incidents shall be retained and provided to the certifying official in Item 17a of this DD254 for classification review.
All security related issues, incidents, or requests pertaining to this contract shall be presented in writing by the contractor's FSO to the individual identified in Item 17a of this DD254. The contractor shall abide by other reporting requirements outlined in the NISPOM.

-10j/11l: Controlled Unclassified Information (CUI) generated and/or provided under this contract shall be checked and safeguarded as specified in DoDM 5200.01, DoD Information Security Program: Controlled Unclassified Information (CUI) Vol. 4, available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf.
All CUI and program sensitive data transmitted and safeguarded via electronic means shall use approved encryption. The Contractor shall ensure that when transmitting FOUO, over non-secure e-mail (e.g., not connected to the Navy Marine Corps Intranet through Broadband Unclassified Remote Access System / Virtual Private network), those transmissions are encrypted using Department of Defense Public Key Infrastructure (PKI), or an approved DoD External Certificate Authority, in accordance with Public Key Infrastructure & Public Key Enabling, DoDI 8520.02, 24 May 2011 (or subsequent revisions).
Item 11a: All classified information/material shall be provided by the contractor facility or Government Contracting Activity and safeguarded at the approved actual performance site.
Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NSWCCD Contracting Officer's Representative prior to the presentation.
Controlled Unclassified Information (CUI) (e.g., FOUO, distribution statement controlled) is not authorized for public release. Therefore, they cannot be posted on a publicly accessible web-server or transmitted over the Internet unless appropriately encrypted. Request for public release cannot be transmitted via the Internet until the contractor receives final approval.
Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to the contracting official identified in Item 17a of this form.
Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and biennial training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager, via the COR, no later than the individual's due date.
All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list for high security crosscut paper shredders, or other approved method for destroying classified information.
All classified information involved in security incidents shall be retained and provided to the certifying official in Item 17a of this DD254 for classification review.
All security related issues, incidents, or requests pertaining to this contract shall be presented in writing by the contractor's FSO to the individual identified in Item 17a of this DD254. The contractor shall abide by other reporting requirements outlined in the NISPOM.
Forward a copy of all (existing or proposed) subcontractor(s) DD254 issued under this contract to the official shown in Item 17a of this DD254.
