N00167-19-R-0012 Questions and Answers

18 April 2019

QUESTION 1: Subject RFP, Section L, paragraph 4.3, page 89 of 102 provides instructions for the submission of Volume III, Cost/Price Proposal. For the subparagraph 4.3(a) and (b) requirements, if offeror does not hold a Forward Pricing Rate Agreement or a Disclosure Statement (N/A), is there any other information that the Government requires in order for the offeror to be considered eligible for award?

ANSWER 1: Amendment 0001 amends Section L, paragraph 4.3 (a) of the solicitation.

QUESTION 2: As they will be set-aside to small business participants per the Ordering Procedures on pages 39-41 of the RFP, would we be able to bid against those delivery orders as a sub-contractor to our prime, or would we need to submit an offer as a Prime ourselves?

ANSWER 2: No, subcontractors may not bid on delivery orders.

Only primes may bid on delivery orders.

QUESTION 3: As a MAC, would the government consider an award to a small business that does not meet ALL of the provisions of the RFP – where independently we can meet 90% of all specifications but have no intention of bidding those tasks where we are not capable?

ANSWER 3: Award will be made pursuant to Section M. Amendment 0001 amends 2.0 BASIS FOR AWARD of the solicitation.

QUESTION 4: Pertaining to the information on page 40 of the Solicitation in Section H Source Selection Process, how does the Government intend to allow a small business to bid efforts that fall within the defined cost constraints, if the small business is part of a team? Is it the Government’s intent to allow Small Business subcontractors on a Large Business Prime contract to submit proposals for DOs that are estimated at $250,000 or less, and the Prime pass directly to the small business upon award?

ANSWER 4: Amendment 0001 amends Section H, DELIVERY ORDER PROCEDURES UNDER MACs (CPFF-FFP), (b) 2. Source Selection Process of the solicitation.

QUESTION 5: In Solicitation Section L 3.2, The Small Business Subcontracting Plan is stated as a requirement for proposal submission, however there are not specific submission instructions throughout the rest of section L. Will the Government please confirm this will be submitted as part of Volume III Cost/Price Proposal?

ANSWER 5: Amendment 0001 amends Section L paragraph 2.3.5 and added paragraph 4.4.3 to the solicitation.

QUESTION 6: Solicitation Section L 4.2.2 requires submission of CPARS reports for all past performance references submitted (including major subcontractors). These reports are generally considered to be proprietary by the subcontractor companies. With this consideration, will the Government confirm they will view the subcontractors’ CPARS report(s) directly in the CPARS system, as opposed to requiring subcontractor CPARS report submission with the prime’s proposal?

ANSWER 6: Amendment 0001 amends Section L 4.2.2 of the solicitation.

QUESTION 7: In section 5.0 Facilities, the Government lists numerous capability requirements. Will contractors need to have the full capabilities of this section on each coast to compete for both the Norfolk and San Diego work or will facilities in one region allow a company to bid for select work in both regions?

ANSWER 7: Amendment 0001 amends paragraph 1.2.1 under Section C of the solicitation.

QUESTION 8: On page 16, paragraph 3.6.17.8.6 is assigned to the same paragraph as 3.6.17.8.5. Would be Government confirm that there is not a missing requirement for the 3.6.17.8.6 section?

ANSWER 8: The numbering for the paragraphs on page 16 has been corrected. See Amendment 0001 of the solicitation.

QUESTION 9: Contractor respectfully requests a two-week extension to May 21 in order to develop a fully compliant proposal.

ANSWER 9: Amendment 0001 amends the closing date from 07 May 2019 04:30 PM to 14 May 2019 04:30 PM.

QUESTION 10: Section L, Paragraph 4.3 (c) requires the Offeror to provide evidence of a DCMA Approved Purchasing System. This has been requested but is pending DCMA review and approval.

Please clarify if it would be acceptable that DCMA approval is pending.

ANSWER 10: Amendment 0001 amends paragraph 4.3 (c) under Section L of the solicitation.
