About this file

This document contains questions and answers regarding a solicitation for C4I testing, integration, and installation follow-on services. The solicitation was issued by the Department of the Navy Information Warfare Systems Command for a potential ten-year, $601.5 million contract. Key details include clarification that attachment files would be provided in native formats like Word and Excel; confirmation that pages could be allocated across contract references as long as page limits were met; and an extension of the proposal submission deadline to September 28, 2018 due to impacts from Hurricane Florence. The Q&A document does not specify any products or services required under the potential contract.

Will the Government please provide the Labor Table in Excel format?

RFP Att4 Labor Table N/A The Government has provided Att4 Labor Table in excel format.

We are unable to access, download, or open Attachment 15 Labor Category Descriptions. Will a usable file be provided?

RFP

Att15 Labor Category

Descriptions N/A The Government uploaded the file again with a new file name.

Attachment 15 released on E-Commerce for the subject RFP is corrupted and unreadable. Please release an updated usable form as soon as possible as this file is critical for proposal preparation.

Attachment 15 is still unusable. The following error is received when trying to open it via this website "The server is unable to process your request at this time."

RFP

Att15 Labor Category

Descriptions N/A The Government uploaded the file again with a new file name.

Sec L, Volume I, Factor 1, Pgs. 44 &45 (Gate Criteria) requires offerors to provide three (3) relevant experience Forms (Attachment 6) with three (3) additional pages to address experience regarding the PWS subsections identified there-in

(PWS 3.1.1.5, 3.1.2.3, 3.1.2.5, 3.1.2.6, 3.1.2.7, 3.1.4.1, 3.1.4.2,

3.1.4.5, 3.1.5.2, 3.1.5.3, 3.1.5.5 and 3.1.5.7).Additionally, Attachment 6 block 15 also lists these PWS subsections.

Sec L, Volume II, Sec c, Factor 2, pg. 48 (Past Performance) requires the same relevant experience information as submitted for factor 1, Gate Criteria, using the format provided in attachment 6. However, Factor 2 also requires the offerors to define and describe how each reference relates to Design, engineering, production, integration, installation, testing and procurement requirements in the CTII FO PWS.

This appears to be inconsistent with the Volume I requirement since the requirement in Volume II to describe how each reference relates to the entire PWS is much broader than the PWS subsections identified in Volume 1. For example, procurement is addressed in the CTII FO PWS;

however, it is not addressed in Volume 1 and Attachment 6, block 15 for the PWS subsections specified.

Q. Please confirm that Attachment 6 and additional supporting pages submitted in Volume 1 and 2 are to be identical.

RFP L-TXT-04.6(2)(c) 48 of 67

The Government has reviewed this question and has amended Factor 2 and Attachment 6 for clarification purposes. Attachment 6 and additional supporting pages submitted in Volume I and II are to be identical.

FINAL RFP Q&A N00039-17-R-0043 (CTII-FO)

FINAL RFP Q&A N00039-17-R-0043 (CTII-FO)

On page 42 of 67 of the RFP file, would the Government provide requirements/format for “4.3 Letters of Commitment (if available)”? Please confirm the Letters of Commitment related to small business teammates and not contractor personnel.

RFP

Volume IV: Contract Documents; Section A, Letter of Transmittal; L-

TXT-04.6(4)(a)

55 of 67 Letters of Commitment is removed. The RFP has been amended.

We request the Government clarify the “majority or some personnel” requirement.

PWS 8.2.1 43 of 52 The PWS has been amended.

Which column of the ISR - Percentage of Total Subcontract Awards or Percentage of Current Contract Value - will the Government evaluate to determine the extent to which an offeror has met SB goals on prior contracts/orders?

RFP

Factor 3: Small Business Participation; M-TXT-03

The Government may consider both columns when evaluating the extent to which an offeror has met SB goals on prior contracts/orders.

Regarding the requirement to provide 3-years’ payroll records

– In some cases proposed employees may not have been under the employ of the bidding contractor for 3 years. If this is the case, will the Government accept all available payroll records or is there other data that may substitute to verify cost realism.

RFP

Section A: Factor 4: Cost

Proposal; L-TXT-04.6

Yes, the Government will accept all available payroll records and/or other data that may substitute to verify cost realism. The RFP states that, "Additionally, offerors and their subcontractor(s) shall submit supporting cost information such as…payroll records..." Given the phrase "such as", offerors and their subcontractors may submit other supporting cost information than payroll records if unavailable. If an FPRA/FPRR is not available and you do not have payroll records, then you have to rely on other documentation such as new-hire offer letters and market survey data. Offerors/subcontractors could also compare the proposed labor rate against the rate of another current employee of the same labor category for which there is payroll record data included in the proposal submission.

The hours specified per labor category in Attachment 4 are for evaluation purposes and often encompass more than 1 FTE.

For example the Program Manager labor category shows 3,612 hours in Year 3 and the Engineer category has 20,146.

When using named employees as the basis for direct labor rates may bidders use one qualified representative (existing) employee for that labor category to cover all hours specified?

I.e., a bidder may not have as many existing staff as the evaluation hours suggest could materialize under subsequent task orders after the base year.

RFP

Section A: Factor 4: Cost

Proposal; L-TXT-04.6

Yes, the bidders may use one qualified representative (existing) employee for that labor category to cover all hours specified.

FINAL RFP Q&A N00039-17-R-0043 (CTII-FO)

Please verify what is acceptable in terms of submitting national and regional compensation surveys. Providing entire compensation surveys that helped build our compensation structure would constitute submitting hundreds and possibly thousands of pages of documentation. We recommend providing a methodology of how surveys are used in establishing and managing our professional employee compensation plan.

RFP

Section A: Factor 4: Cost

Proposal; L-TXT-04.6

Offerors shall respond in accordance with L-TXT-04.6 and the Government will evaluate in accordance with M-TXT-03 and FAR 52.222-46. The RFP has been amended.

RFP_ ATT4_Labor_Table includes the level of effort by locations (Charleston, SC/ Norfolk, VA/ Pascagula, MS) and by funding types (SCN/RDTE/OPN). The RFP_ATTH14_Prime_Contractor_&_Sub_Cost_Spreadsheets does not specify if the locations and/or funding types are to be included in the cost proposal. Are Offerors required to include location, or location and funding type data within ATTH-4 Labor Table?

RFP

(3) VOLUME III: COST

PROPOSAL (a) SECTION A:

FACTOR 4: COST

PROPOSAL (3) Labor

Category Hours and Mix (pgs. 51-51 of 67)

Offerors shall breakout cost by locality and by Government/Contractor Site, but not by funding type. Attachment 4 and Attachment 14 will be amended.

L-TXT-04.3a (2) Format L-TXT-04.3a allows for 11"x17" pages to be used for charts and schedules, but Section L - Subfactor 1.1, 1.2, and 1.3 allow for 11"x17" schedules only. Please verify that 11" x 17" pages can be used for graphics that to support the narrative of subfactors 1.1, 1.2, and 1.3.

RFP L-TXT-04.3a 39 of 67 No, the 11" x 17" pages are used for schedule submissions only. The RFP has been amended.

Section K, pg. 39 Section K is required as part of the proposal submission. There appears to be several pages missing.

Please provide the missing pages in order for this to be completed as required by the solicitation.

RFP Section K 39 of 67 There are no pages missing in section K; however, Section K has been amended to provide full text for some provisions.

Would the Government provide where Section B Exceptions to the RFP should be submitted in Volume IV? No file is specified in the table on pg. 41.

RFP

L-TXT-04.3a Electronic

Submission & L-TXT-04.5 Proposal Organization

Exceptions to the RFP should be submitted as document 4.3 under Volume IV Contract Documents; however please refer to M-TXT-03(b).

The RFP has been amended.

There are two locations that request actual dollar values:

Total Acquisition Value _TAV_ and Total Proposed Cost for SB.

Does the government intend for the offeror to include actual pricing values in Volume II - Technical or should the offeror only include actual Percentages of TAV while inserting actual pricing dollar amounts in the Cost_Price Volume?

RFP

Att13 Small Business

Participation N/A Attachment 13 has been amended to remove cost information.

The DoD 2018 Small Business Subcontracting goals (statutory goals) are 5% WOSB, 5% SDB, 3% HUBZone, and 3% SDVOSB.

These goals are in terms of Total Subcontract Value (TSV).

The solicitation lists the same percentage goal for each socio-economic category (except SDB, whis is 3.0%), but states they are based on Total Acquisition Value (TAV). Please advise if it is the Government's intent for the overarching small business participation goal be based on TAV and the socio-economic goals be based on TSV, consistent with the DoD Small Business Subcontracting goals established by Congress.

RFP none specified 48/49 of 67 The overarching small business participation goal and the individual socio-economic goals are to be based on the Total Acquisition Value

(TAV).

The offeror shall submit one (1) identical copy of the cost/price proposal to their DCAA Office. Is an electronic submission of our cost/price proposal acceptable?

RFP L-TXT-04.4 42 of 67 Yes, an electronic submission of the cost/price proposal to the offeror's DCAA office is acceptable.

FINAL RFP Q&A N00039-17-R-0043 (CTII-FO)

Please confirm Offerors are not required to escalate the SCA Labor Categories

RFP

Volume III cost Proposal -

Direct Labor Rate Escalation

No, the offeror is not required to escalate SCA labor, but you must substantiate proposed escalation less than 2%.

In the File Naming Convention Table, there is a file identified for Letters of Commitment (4.3 Letters of Commitment (if available)), but not one identified for Section B - Exceptions to the RFP. There is no stated requirement for Letters of Commitment in the RFP, but there is for Exceptions to the RFP (page 55 of 67). Was the Government’s intent to have file 4.3 be for Exceptions to the RFP, and not for Letters of Commitment?

RFP

L-TXT-04.3a Electronic

Submission 55 of 67 See the Government response to Question 15.

In order to comply with form instructions/restrictions/limitations, will the Government please provide the Attachments 6, 7, 9 & 12 in their native formats (Word, Excel, etc.)

RFP

L-TXT-04.3a Electronic

Submission

Yes, the government will provide these documents in their native format.

Given Section L states that the aggregate of all contract references does not need to address all 12 areas of the PWS, is there a specific amount of invoiced labor that must have been performed for each contract/task order within the specified PWS elements to acceptably meet the gate criteria?

RFP

L-TXT-04.6(1) Volume I:

Gate Criteria: Corporate Experience; paragraph

(a)(ii)

No, there is not a specific amount of invoiced labor that must have been performed for each contract/task order within the specified PWS areas; however, all invoiced labor must have been performed for each contract/task order within one or more of the specified PWS areas to acceptably meet the gate criteria.

Would the Government consider changing the minimum font size for graphics and tables to 10 point?

none specified none specified none specified The Government considers the prescribed 12 point font sufficient for proposal submission.

Would the Government consider allowing the offeror to allocate pages across contract references as desired, as long as the offeror is compliant with the nine-page limit? For example, Contract Reference 1: four pages, Contract Reference 2: two pages, Contract Reference 3: three pages,

vs. three pages per Contract Reference.

none specified none specified none specified Yes, the government will allow the offeror to allocate pages across contract references, as long as the offeror is compliant with the nine-page limit. The RFP has been amended.

Would the Government provide the following files in their native formats? Final_RFP_ATT6_Rlvnt_Experience_Form – Microsoft Word Final_RFP_ATT7_Gate_Review_Matrix – Microsoft Excel Final_RFP_ATT9_Hull_POR_Summary - Microsoft Excel Final_RFP_ATT12_Past_Performance_Questionnaire_Survey – Microsoft Word Final_RFP_ATT13_Small_Business_Participation_Data – Microsoft Word Final_RFP_ATT15_Labor_Category_Descriptions – Microsoft Word

RFP

ATTACHMENTS 6,7,

9,12,13 & 15 N/A

Yes, the government will provide these documents in their native format.

Regarding Attachment 9, Hull POR summary: Is the offeror permitted to add additional lines in order to account for more than 10 PORs on a single hull?

RFP ATT9 Hull POR Summary N/A Yes, the offeror is permitted to add additional lines in order to account for more than 10 PORs on a single hull.

27 Will Section K be provided in full text? RFP Section K N/A The Government has amended Section K of the RFP to provide some provisions in full text.

FINAL RFP Q&A N00039-17-R-0043 (CTII-FO)

Will the period of performance be clarified? Section B states the period of performance is comprised of a 5 year base with a 3 year option. Section F states a 10 year base with an overlapping 5 year option, while FAR 52.217-9 indicates the total duration of the contract “shall not exceed 10 years” and section 252.216-7006 indicates a base year ordering period of 15 Oct 2019 through 14 Oct 2029, with option period of 15 Oct 2024 through 14 Oct 2029.

RFP none specified none specified

To clarify, Ordering Period and Period of Performance (PoP) are two different but related elements of the contract. The Base Year ordering CLINs have a 5-year ordering period as shown in Section B.

The Option Year CLINs have a 3-year ordering period as shown in Section B. The total contract potential Period of Performance (PoP) is 10 years as shown in Section F. DFARS 252.216-7006, as included in the RFP, has been amended.

In Section M, item 3b refers to “RFP Section L-TXT-08” but no such section has been provided. Should that reference be updated?

RFP

M-TXT-03 Factor 4: Cost paragraph (a)(3)(b)

Section L-TXT-08 should be ATT4 Labor Table. The RFP has been amended.

Regarding Volume 1, a, iii: “The offeror shall demonstrate installation and testing experience with at least 10 C4I PORs.”

Does the completion of the Attachment 9 forms satisfactorily demonstrate this experience, or does the experience with all referenced PORs and hulls need to be specifically described within the 3-page contract reference descriptions?

RFP

L-TXT-04.6(1) Volume I:

Gate Criteria: Corporate Experience; paragraph

(a)(iii)

Yes, completion of Attachment 9 forms can satisfactorily demonstrate this experience for the 10 different C4I POR systems and SoS test work; however, the Government reserves the right to verify the information submitted. The RFP has been amended.

Sec l, PG 43, SF 1.1, 1.2 & 1.3 page count limitations

S/F 1.1, 1.2, 1.3 scenarios require responses of contractors to identify and address risks associated with multiple ship availability planning, single ship availability planning and integration of C4I SoS respectively. Each of these topics present many risk elements that need to be addressed.

Likewise, SF 1.1 requires discussion of innovations to government processes. However, the 12 point minimum font restriction limits the contractor’s ability to provide a thorough and detailed response to either of these requirements.

Q1: Given the complexity of the requirements, would the Government consider allowing 10 additional pages to sufficiently address these issues and/or consider reducing font size on charts or graphics (11 x 17) to Arial Narrow 10 point to allow for illustrations to provide sufficiently detailed responses?

RFP L-TXT-04.6 43 of 67 The Government considers the prescribed page count and font size sufficient for proposal submission.

Would the Government exclude a transmittal letter, cover page, table of contents, and acronym list from page counts?

RFP L-TXT-04.6 43 of 67 Yes, the Government will exclude transmittal letter, cover page, table of contents, and acronym list from page counts. The RFP has been amended to provide clarity.

As a result of delays in release of Attachments 4 and 15, we respectfully request a proposal submission extension to October 1, 2018 in order to submit a responsive Volume III pricing file.

RFP N/A N/A

The Government has extended the proposal submission deadline to 28 September 2018, as identified in the amended RFP.

Due to Hurricane Florence, Charleston, SC and other areas along the East Coast may undergo mandatory evacuations within the next week. To address the impact to companies located in these regions, would the Government consider extending the proposal due date to October 5th? The extension would mitigate time lost due to potential evacuations and loss of power.

RFP N/A N/A

The Government has extended the proposal submission deadline to 28 September 2018, as identified in the amended RFP.

FINAL RFP Q&A N00039-17-R-0043 (CTII-FO)

Due to the mandatory evacuations issued today in preparation for Hurricane Florence and the upcoming impacts the mid-Atlantic states, will the government please extend the submission date by one week? This will allow our corporate office personnel, as well as, our Small business teammates personnel to evacuate safely and our proposal to be finalized after the storm passes.

RFP N/A N/A

The Government has extended the proposal submission deadline to 28 September 2018, as identified in the amended RFP.

L-TXT-04.3a, Electronic Submission, indicates that Volume II Technical Proposal is to be submitted as *.doc. Because the Technical Proposal file is composed of four 11x17 schedules, which may load slowly or slow pagination in MS Word, would the government allow offerors to also submit this file as PDF?

RFP L-TXT-04.3a 68 of 93

The Government has considered the request. The Government has determined that the specified *.doc format is adequate to meet the proposal submission requirements. No change will be made to the

RFP.
