About this file
This document is a draft Request for Proposals (RFP) for the procurement and conversion of two existing Offshore Supply Vessels (OSVs) into Pacific Training Support Vessels (P-TSVs) under a Firm Fixed Price (FFP) contract. The contractor will be responsible for procuring the existing OSVs, performing detail design and conversion, and delivering the final P-TSVs to the government.
The RFP includes options for delivery, a technical data package, installation of a deck crane, JP-5 fuel system, C5I mission spaces, accommodations spaces expansion, and provisioned item order spares. There are also options for three additional P-TSVs. The government is seeking industry feedback on the draft RFP to assist in understanding the current technical requirements. This is not a solicitation, and the government will not accept proposals in response to this document. Updates and the actual RFP will be posted to SAM.gov.

NOTES:
Note A: The Government does not have available budget for P-TSV 3 – 5. As such, the Contractor is NOT required under this Contract to maintain availability of OSVs for provision and conversion under this CLIN. In the event budget is identified and there is a firm requirement for this P-TSV, a request for proposal (RFP) will be issued under the Contract to the Contractor. Such an RFP would include division of CLIN(s) 3001, 4001, and/or 5001 in such a manner as CLINs 1001 – 1008 and 2001 – 2008. Values listed in amounts for CLINs 3001, 4001, and 5001 are notional budgetary estimates and are NOT reflective of any available budget. NET AMT lists to be negotiated (TBN) as the price would be negotiated via bilateral contract modification under the available budget.
