About this file

This document is an Industry Questionnaire related to a draft solicitation for the procurement and conversion of two existing Offshore Supply Vessels (OSVs) into Pacific Training Support Vessels (P-TSV) for the U.S. Navy.

The Navy is requesting industry feedback on several key areas, including: the impact of a proposed 15-year age cap on vessel availability and cost; the ability to provide vessels with optional capabilities; the impact of awarding optional contract line items after contract award; and an alternate approach to the construction and outfitting of C5I and accommodation spaces. The Navy is also seeking feedback on the certification status of the proposed dry dock facility and any perceived risks related to required software upgrades for the vessel's propulsion, navigation, and dynamic positioning systems. Additionally, the Navy requests information on whether the proposed vessels meet the damage stability requirements of the 2008 IMO Code of Safety for Special Purpose Ships.

This is a pre-solicitation notice, and the Navy is not currently accepting proposals. The Government intends to use the industry feedback to inform the final solicitation, which will be posted on SAM.gov. Inquiries should be directed to the points of contact provided.
