h. SALTWATER BALLAST TANKS Comment by Andrew: 009-32 Table 4, Line 17
All surface coatings for existing saltwater ballast tanks must be ABS approved epoxy paint coated and shall be inspected for condition as part of the reactivation plan submitted by the Contractor. Any tank coating not found in good condition and new ballast tanks shall be coated in accordance with the following schedule:
Surface Preparation – Near white metal blast in accordance with SSPC-SP-10/NACE #2 (2-4 mil surface profile). New welds resulting from hull cuts or other work performed on the hull shall be abrasive blasted to SSPC-SP-10; hand and power tool cleaning is insufficient. Blow-off all surfaces with clean, dry, oil-free air to remove all grit and dust after abrasive-blast cleaning. Secondary surface preparation to align with the requirements of International Maritime Organization Safety Committee Resolution MSC.215(82) Performance Standard for Protective Coatings and Dedicated Seawater Ballast Tanks in All Types of Ships and Double-Side Skin Spaces of Bulk Carriers.
For existing cargo tanks being converted to ballast tanks, all surfaces shall be Solvent Cleaned, SSPC-SP 1, to remove residuals of petroleum products prior to the start of abrasive blasting.
Coating - one coat ABS approved, MIL-PRF-23236 Type VII Class 7/8, 20-30 mils.
For application of the "single coat" products (by brush, roller, or spray), the product must be applied all at one time, meaning during a continuous spray and touch-up operation. Specifically, a “single-coat” system involves one color of paint, applied during one work evolution (i.e., no time is required to wait for the paint to dry), with a single pass or double pass. Because the spray application is one work evolution, coating inspection QA checkpoint need only be conducted after completion of application of the full coat. Completing a single work evolution may involve actions over numerous days, but it is still one evolution, requiring one QA checkpoint. If a tank or void is touched-up with a contrasting color, it is acceptable for the area to have a multi-color appearance.
Curing – Maintain the relative humidity in the tank at a maximum of 50 percent from surface preparation checkpoint acceptance until cure to recoat time of final touch-up of the topcoat; relative humidity must be maintained at a maximum of 85 percent from cure to recoat for the final touch-up of the topcoat through cure to service.
i. POTABLE WATER TANKS
All surface coatings for existing potable water tanks must be National Sanitation Foundation approved and shall be inspected for condition as part of the reactivation plan submitted by the Contractor. Any tank coating not found in good condition and new potable water tanks shall be coated in accordance with the following schedule:
Surface Preparation – Near white metal blast in accordance with SSPC-SP-10/NACE #2 (2-4 mil surface profile). New welds resulting from hull cuts or other work performed on the hull shall be abrasive blasted to SSPC-SP-10; hand and power tool cleaning is insufficient. Blow-off all surfaces with clean, dry, oil-free air to remove all grit and dust after abrasive-blast cleaning.
For existing cargo tanks being converted to potable water tanks, all surfaces shall be Solvent Cleaned, SSPC-SP 1, to remove residuals of petroleum products prior to the start of abrasive blasting.
Primer - one coat MIL-PRF-23236 Type VII Class 9, 4-8 mils, red.
Final Coating - one coat MIL-PRF-23236 Type VII Class 9, 10-12 mils, white.
Manholes – Apply the primer and final coating to the interior surface of the tank manhole covers. Preserve the exterior with a compatible epoxy paint, finish color shall be white.
Notes – For MIL-PRF-23236 Type VII Class 9, 9/18, 11, and 11/18 paints, follow the NAVSEA-reviewed ASTM F718 for temperatures, cure and recoat times. This supersedes the 70 degree Fahrenheit, 36/12-hour/5 day requirement.
j. JP-5 FUEL TANKS
JP-5 Fuel Tanks shall be coated in accordance with the following:
Surface Preparation – Near white metal blast in accordance with SSPC-SP-10/NACE #2 (2-4 mil surface profile). New welds resulting from hull cuts or other work performed on the hull shall be abrasive blasted to SSPC-SP-10; hand and power tool cleaning is insufficient. Blow-off all surfaces with clean, dry, oil-free air to remove all grit and dust after abrasive-blast cleaning.
For existing cargo tanks being converted to JP-5 Service or Storage tanks, all surfaces shall be Solvent Cleaned, SSPC-SP 1, to remove residuals of petroleum products prior to the start of abrasive blasting.
Coating - one coat MIL-PRF-23236 Type VII Class 5/18, 20-30 mils.
If a tank or void is touched-up with a contrasting color, it is acceptable for the area to have a multi-color appearance.
k. MACHINERY SPACE BILGES
Machinery space bilges shall be preserved in accordance with the specification. This includes the areas from the walking deck plate and below including transverse floor frames, longitudinal bulkheads, and internal bottom shell plating. The Contractor shall remove all interferences necessary to accomplish work. All masking and suitable covers shall be supplied by the contractor to protect all equipment from incurring damage within the compartment during preservation work. At completion of work, the Contractor shall remove all masking materials previously installed, re-install all interferences previously removed, and refasten all deck plates to the support framework.
Surface Preparation – Power tool clean to bare metal, SSPC-SP 11, for decks. Power tool cleaning SSPC-SP 3, for bulkheads and overheads. Remove, clean and vacuum all scale, loose paint, dirt, sludge, debris, and dust from compartment interior after completion of work.
