About this file
This document contains questions and answers related to a solicitation for the USS BATAAN (LHD 5) FY24 Docking Selected Restricted Availability.
The solicitation is for ship repair and maintenance services on the USS BATAAN including work items for preservation, inspection, and repair of various ship systems and components. It involves over 6000 line items of material and significant work associated with Joint Strike Fighter ship alterations. Subcontractors raised concerns about the number of items and long lead materials impacting their ability to provide accurate pricing within the response timeframe, especially with delays in receiving errata drawings and references from the Navy. While an extension was requested, the Navy was unable to grant additional time due to drydocking constraints and the ship's operational schedule after the availability.

Question # Question Area Work Item Number(s) (if applicable)
Work Item Title(s) (if applicable)
Paragraph Reference(s) (if applicable) Contractor Question Government Response
4 551-53-002 3.7
Para 3.7 states to accomplish a 009-113 for each motor in 1.3.1.1.. These motors are not seal insulated systems. We recommend changing para 3.7 to read 009- 17 or 009-33. Concur. NSI changed to 009-17. See Errata 4.
6 992-11-010 3.1
Para 3.1 directs contractors to remove 650 each Decking Panels and 270 each Batterboards. Currently the package has two items already directing the contractor to remove all decking and batterboards in the well deck for structural inspection and repairs ( 120-11-001 and 130-11-001). We recommend this item, 992-11-010 be deleted since its already covered.
Do not concur. Each WI addresses a separate area of the well deck. WI 120-11-001 covers the Well Deck Wing Walls; WI 130-11-001 covers Well Deck Plate repairs; WI 992-11-010 covers the Well Deck Overhead.
11 863-50-001
This item is accomplished by the Ships Force and is usually deleted from the specifications in past avails. There is an item 992-11-009 where the contractors will provide T-1 Line for Computer Network. Recommend deleting 863-50-001. Work item canceled. See Errata 3.
26 Attachment J-10
Please confirm paragraph numbers in the Attachment J-10 for the following work items: 163-11-001, 163-11-003, 169-11-001, 311-11-001, 311-12-001, 311- 13-002, 311-14-001, 505-11-001, 584-13-001, 631-13-005, 631-31-001, 634-21-001. The updated J-10 is provided with Amendment 0004.
27 RFP
Non-Price Factor 2, Subfactor A – Manpower, Manpower Narrative, paragraph (v) requires: “Should the Offeror propose subcontracted resources for the solicited availability, the Offeror must explain which requirements the prime contractor will complete and which work the subcontractor will complete, including the work item, trade, and duration of each subcontracted requirement.” To successfully fulfil the level of detail required offerors would need to build resource loaded production schedules in support of their bid.
During the February 28, 2023 NAVSEA Industry Day, the Government indicated its intent to remove the requirement for offerors to build and submit fully resource loaded schedules as part of the bidding process and instead move toward offerors providing narratives that outline their logic and execution approach, acknowledging the time and resources associated with creating with these deliverables. USS Bataan solicitation contains the revised requirements detailed at the NAVSEA Industry Day in Non-Price Factor 3 – Schedule and Execution Approach.
We respectfully request this requirement be revised to remove the level of detail related to work item, trade, and duration from “identification which work the subcontractor will complete including the work item, trade, and duration of each subcontracted requirement” language in the solicitation as it creates an undue burden for offerors that is not closely related to the stated evaluation criteria of this section.
Change reflected in upcoming amendment. Maybe the answer is to remove the duration element, going from “which work the subcontractor will complete, including the work item, trade, and duration of each subcontracted requirement” To “which work the subcontractor will complete, including the work item and trade of each subcontracted requirement”
38 Attachment J-1 633-21-001 Impressed Current Cathodic
Protection
There are two issues with this item. 1) There is no requirement for an Evoqua Tech Rep to accomplish the inspections of the CAPAC System. 2) There is no requirement to remove and or reinstall the dielectric shields. Both of these are normally called out in the specification. Please confirm or revise the spec to include these 2 omitted requirements.
Q1. The requirement for OEM is needed and will be added in Errata 5. Q2. Dieletric shields do not have to be removed because they are already addressed in the Underwater Hull Item in Para. 3.12 of WI 361-31-001.
51 Attachment J-1 123-10-001 Tank and Void Cleaning and
Pumping; accomplish 3.1
For estimating purposes the Contractor requests the Govt. provide the quantities of petroleum products that will require removal and disposal?
The specific amounts of fluid in the tanks is unknown. Per para. 3.2.1.1, the sounding information of each tank will be provide by the supervisor prior to the start of each pumping operation. The following reference (801-6859466) has been added to assist Offeror in determining petroleum product, and ballast water amounts that will be required to meet the requirements of the work specification. Please be aware that some tanks will be required to have ballast water and fuel for power generation while entering dry-docking.
63 Attachment J-1 992-11-005 ERRATA 2 Ship Towing Service; provide 3.1
This item requires contractor to provide tug service, licensed pilot, and waterbore security to tow the ship from Naval Station Norfolk to repair facility and back to Naval Station Norfolk. Naval Station Norfolk will not allow contractor to tow ships to or from that facility that are being repaired locally. Item 992-11-002 paragrph 3.1 has contractor receiving and returning the ship, to the outer limits of the harbor (Hospital Point), this is the regular process for ships homeported / repaired in Norfolk. Will this item be revised to read for out of homeport bidders only?
There is no WI 992-11-002 in the work package. WI has been worded to capture requirement for all locations, per para 3.1, "when directed by the supervisor". Please price accordingly.
69 Attachment J-1 992-11-007 Temporary Service; provide 3.12
Paragraph 3.12 requires contractor to provide 3,500 gallons of fuel for ship's force. For estimating purposes what type of fuel? Will the fuel be required all at once or throughout the availability? Will the ship need a Fuel Cell and if so for what duration? Will the contractor be responsable for fueling ship's force equipment?
This question was previously answered. Reference was provided by SEA02.

84 311-90-001 SHIPALT LHD-81159K 3.1.12
Para 3.1.12 requires foundation bolt holes to be reamed. In ref 2.5 note S-1 requires that all existing fasteners be discarded and new fasteners will be supplied with equipment. Confirm if new mounting bolts will be required for the newly reamed foundation bolt holes. Concur. New mounting bolts are required and are provided with the generator.
85 311-90-001 SHIPALT LHD-81159K 3.17 & 3.18
Para 3.17 states that the Ssystem Operational Verification Testing ( SOVT) for the Generator Upgrades will be the responsibilty of NSWCPD. Para 3.18 States to provide one load bank for testing 24 hours a day for 21 days, the requirement makes no mention of test cables or load bank operator. Is it the responsibility of NSWCPD to operate the load banks or is it desired that shipyard personnel be made availble to install the cabling and operate the test equipment (load bank)?
Paragraphs 3.18.3 and 3.18.5 have been updated to clarify requirement for LMA to provide, install and remove when directed by the SUPERVISOR all cabling required to support load bank operation during testing. Para 3.18 already contains verbiage about the requirement for a 24 hour load bank operator to be provided. See Errata 5.
86 311-90-001 SHIPALT LHD-81159K 3.17
Is there a test memo that will be invoked for the testing of the new generator sets? Will there be a checkpoint called out for this operational/load test?
There is not a test memo invoked in the work item.
ISEA will have an AIT rep on board to help with the testing evolution, including any wiring issues found from the installation. There is no checkpoint for testing.
87 RFP
This bid has been out for a month with 3 sets of questions submitted. The Government has not responded to any questions or provided missing references.
Without this information, it presents an extreme burden on all parties, including disadvantaged small business subcontractors, to provide full & complete proposals to present the Governnment with a Best Value and accurate proposal in the amount of time allowed. Again the Contractor request the Government provide this missing information ASAP and extend the bid date at least 3 weeks.
Due to the drydocking constraints in the region, as well as the strict operational schedule of the ship post-availability, we are unable to grant an extension.
88 Section L N/A N/A N/A
Section L, Volume II, Non-Price Proposal requirements state: Do not include cost or price information in this volume. In Section L, Non-Price Factor 2, Subfactor B, paragraph a states that the narrative shall…clearly describe the Offeror's understanding...and approach...and participation of small business in terms of the total acquisition expressed both in dollars and percentage." Please clarify if the dollar values of small businesses are to be disclosed in the technical volume to meet this requirement, or percentages only.
Small Business Participation should be described as a percentage of the total contract value only. Dollars should not be disclosed in the technical volume.

However, the Government did not change Section B of the soliictation to reflect the Change to J-4. Please update Section B of the Solicitation page 102 to match J-4.
Concur. Change will be reflected in an upcoming amendment.
110 RFP
We’ve provided our subcontractor base the Government responses received to-date and are now fielding concerns on their ability to provide full & complete proposals in this limited time frame, given the number of references, line items, and the fact that many missing references were only just received under Amendment 0001. Further, errata 3 was just received 9/12/23 and 9 additional LARs were added to the package without the Government providing the LAR's.
The Allup 4720 was just recieved 9/13/23. Government Responses indicate an errata 4 & 5 are forthcoming but not issued yet. The Government cannot possibly expect contractors to be able to provide a good proposal in this short time frame without the required information. We respectfully request a minimum 3 week extension to help ensure the best possible proposal product in support of this solicitation.
Due to the drydocking constraints in the region, as well as the strict operational schedule of the ship post-availability, we are unable to grant an extension.

118 RFP
Set No 4 is the last set of questions to be submitted. With the pending errata 4, 5 and responses from the Government, these are likely to cause the need for more clarification. We would ask the Government to add an additional set.
The contractor is not precluded from submitting additional questions, however, per Section L, para I.C, "The Government reserves the right to not answer any more than four sets of PPI requests per contractor, in accordance with the deadlines identified herein."
119 RFP
Mulitple Subcontractors have idetnified that the number of items, including significant JSF ShipALTs items and over 6000 line items of material that need to obtain accurate pricing as well as identify long lead time/problematic material is compounded by the delays in receiving ERRATA drawings. Due to the size and scope of thework pacakge, the number of days to provide a comprehensive bid package is insufficient for our vendors, especially the small, firm fiexed subcontractors. Contractor respectfully requests an additional 2 weeks until 10/24/23 to provide a response to this RFP.
Due to the drydocking constraints in the region, as well as the strict operational schedule of the ship post-availability, we are unable to grant an extension.
