About this file
This document contains questions submitted by contractors and responses from the government regarding a solicitation for the USS BATAAN (LHD 5) FY24 Docking Selected Restricted Availability (DSRA). The solicitation requires contractors to perform maintenance, repairs and alterations to systems aboard the USS BATAAN including items like main condenser repairs, non-destructive testing of piping and plates, and providing temporary services to electric and steam living barges. The questions seek clarification on work scope items, missing drawings and references, and an extension to the proposal due date. The government responses address items like canceling certain work items, updating work items to clarify scope, and not granting an extension to the proposal due date at this time but not ruling out a future extension.

This solicitation was received 8/9/23 along with the work package. However, there were no drawings received for the original package. We immediately requested a CD and received it 8/16/23. The Government has allowed 60 calendar days which does not take into consideration any holidays or delays in receipt of Government Furnished Information, for example, the CD with
ALL the required drawings. Every solicitation ends up with a bid date extension near the end of the process which is counterproductive to the Contractor's ability to provide accurate and competitive proposals. Waiting until the last week or two of the proposal process to extend the bid date is harmful to our small business subcontractors, does not allow sufficient time to analyze and incorporate responses into the estimate, and further frustrates a proper review process degrading the quality of the proposal necessary for a FFP proposal. Many questions will arise from industry and in most cases we cannot finalize estimates until answers are received and in many cases Government answers will generate even more questions. Further, the
Government has tied all bidders questions to be submitted in sets and only to be submitted by a certain date, rather than submitting as issues come up. This further delays answers and the bid process. This is an extremely large package to put together in only 60 days even if all Government Furnished Information (GFI) was provided. As of this submittal, there are over 27 drawings/references still missing. These missing references have been submitted on the PPI form. This late GFI further hinders the bid process for such a large package. The Contactor respectfully requests a 3 week extension to this bid to allow the drawings to be recieved and distributed to subcontractors and vendors for pricing of labor and material. No extension granted at this time.
The following Shipalts list a 4720 in each item and refers to Kitted Material in Para 5. These 4720's were not provided in the package. Will the Government please define “excessive interference” as it relates to 009-23? A definition for “excessive interference” does not exist within NSI-009-23, but “excessive interference” is used in many Government responses to CFRs and RCCs. All interference are to be identified as stated in NSI 009-23.
