About this file

This document contains questions and answers regarding solicitation N00024-22-R-4100 for Mid-Atlantic private sector maintenance efforts supporting CVN 68 and CVN 78 class aircraft carriers homeported in Hampton Roads, Virginia. The solicitation seeks maintenance, repair and modernization services for emergent work, continuous maintenance availabilities, pre-refueling complex overhaul availabilities, Ship's Terminal Offload Program availabilities, and Chief of Naval Operations scheduled availabilities. Services include repairs, modernization, and maintenance for nuclear-powered aircraft carriers. The Naval Sea Systems Command issued the solicitation and responses were due by December 2, 2022. Subcontractors must identify the prime contractor they are submitting for in their proposals. Offerors have flexibility in proposing separate small business subcontracting goals for the base versus option years but must meet a minimum 30% goal.

119 RFP,

Section L

Page 158, 1.0 General On Page 158, Section 1.0 General reads "Complete proposals submitted in response to the Request for Proposal (RFP) shall be received prior to the date specified in block 9 of the Standard Form (SF) 33 (solicitation document)." Block 9 of the SF 33 is blank at this time. Please consider deleting this item and confirm the due date is due no later than December 2nd at 1700 and not due "prior".

See Amendment 0003. Block 9 of SF33 updated.

120 RFP Sect L We realize the Government has extended the bid date by 18 days, but with the extended holiday weekend coming in the middle of that extension, we would ask the Government to please consider extending the bid date at least another 2 weeks to December 16, 2022.

No additional extension can be afforded, due to the need date supporting the first availability.

121 RFP Section E Page 99 There are two Clauses listed on page 99 that contradict each other. E-246-H010, Tests and Trials - Basic and E-246-H011 Tests and Trials - Alternate. Clause E-246-H010 states the vessel "shall be under the control of the vessel's Commander and crew" while E-246-H011 states "the vessel shall be under the control of the Contractor and the Contractor's crew”. We recommend this Second clause E-246-H011 be deleted given the repair nature of this solicitation.

See Amendment 0003. Removal of E-246-H011.

122 RFP Sect L What is the best way for the subcontractor to identify what company’s proposal they are submitting their information for within PIEE?

See the Government response to Questions 80 and 84. Subcontractors shall add the prime name to the end of the file name submitted. Example below:

L-3_Cost Proposal Format_MA PSM_ SUBCONTRACTOR NAME_Sub to

PRIME NAME

123 RFP Section B Please confirm which CLINs will be ordered as CPFF and CPAF on the Delivery Order vehicle.

With the exception of the DATA (CLIN 0004) & AF/SBSIF CLINs (CLINs 0013 and 0025), any of the CLINs can be ordered as CPFF/CPAF. This was indicated per the contract type column in Section B.

124 RFP Section L, page 191, L- 219-H001

Our understanding is that to meet the requirements of FAR 52.219-9, the Small Business Subcontracting Plan submitted with the proposal should include one breakdown of subcontractor usage across the Base Contract (Contract Years 1-5) and a separate breakdown of subcontractor usage across the 2 year Option (Contract Years 6- 7). Please confirm.

There is nothing precluding a vendor from using the same overall 30% (or more) goal for all 5 years Base and for the 2 year Option. Alternatively, Offerors could have separate goals for the base and option years, with the understanding that the 30% minimum goal must be met.
