About this file
This document contains questions and responses related to a solicitation for rolling admissions to a multiple award contract for sustainment services for Littoral Combat Ships. The solicitation seeks to expand the pool of shipyards capable of performing maintenance, repair, and modernization of LCS class vessels through additional indefinite-delivery/indefinite-quantity contracts. The scope of work includes selected restricted availabilities, drydocking selected restricted availabilities, continuous maintenance availabilities, and emergent maintenance within and outside the continental United States. The Naval Sea Systems Command anticipates awarding tier one MAC IDIQ contracts by July 2021. Responses indicate contractors must have a valid master ship repair agreement at time of proposal submission with no page limit exceptions or solicitation deadline extensions. Duration and man-days for typical selected restricted availabilities on destroyers, frigates and cruisers are also provided.

Question Date Question
Area Para. # Contractor Question Government Response
9 11/13/2020
The RFP Solicitation No: N00024-21-R-4443 notes in multiple locations that a valid and signed MSRA is required to meet the minimum requirements of the proposal. Sub-Factor 1-MSRA Status on page 154 of the subject solicitation states “Offerors who submit a valid and current co-signed Master Ship
Repair Agreement (MSRA) will be rated as Acceptable and do not need to submit any further information in response to this factor.”
This implies that offerors could submit an informational technical response or MSRA Equivalency as a part of their proposal and be able to receive a contract level award. Please confirm.
No. Per PPI Responses 1 and 2 posted to beta.SAM.gov on 16 NOV 2020, Contractors must have a signed MSRA at the time of proposal submission. No MSRA equivalency will be considered.

Due to the daily increase in COVID-19 numbers across the country and the current restrictions in place; sub-contractor inputs and material and technical research have been extremely limited or delayed. Would there be a consideration for a two-week extension to the proposal due date for the impact of the pandemic to allow the Contractor to provide a more accurate and cost considerate proposal?
No. The proposal submission deadline will not be extended.
11 11/16/2020 Section L
4.0
Solicitation Section L, page 145, 4th Paragraph, includes the statement “Parts I, II, and III of the past performance questionnaire shall not exceed three (3) pages.”
Question: Request the government remove the page limit for Past Performance Questionnaires in order to more completely describe Past Performance
Citations?
No. As N00024-21-R-4443 allows for rolling admissions for the LCS SEC WEST II Contract, the terms and conditions of the solicitation must remain consistent with the parent solicitation
(N00024-17-R-4325) and resultant contracts. Therefore, the Government cannot modify the RFP to remove the page limit for Past Performance Questionnaires.
12 11/16/2020 Section L
B
Solicitation Section L, page 144, Paragraph B, includes the statement “Technical experience is comprised of similar scope for a typical Selected Restricted
Availability (SRA) on a DDG, FFG, or CG Class Ship (or equivalent).”
Question: Request the government provide information on scope of identified SRA in terms of duration and production man-days?
There is no set duration or man-day estimate to meet this requirement. However, an SRA on a
DDG, FFG or CG Class ship typically consists of about 3.7 months and 17,000 man-days.
