(1) MCC Assignment Decision Tree Diagram
I. Objective: Establish an objective, consistently applied methodology to assign Mission Criticality Codes (MCC) to LCS Seaframe systems and equipment.
II. Summary Description of Methodology: Due to the lack of a primary and secondary mission distinction on LCS ships, the LCS-specific MCC definition relies on an estimation of system or equipment reliability based on historical failure data. Comparison of the relative reliability between systems was used to determine the probability of mission impact and assist in assigning the proper MCC to each system.
The LCS-specific definitions are provided in the below table, as compared to the standard MCC definitions used in other ship programs (per Reference (c)).
MCC Standard Definition LCS-specific Definition 1 Failure of component/equipment causes minor impact on mission Failure of component/equipment will have minor impact on mobility or a mission capability1
2 Failure of component/equipment causes total loss or severe degradation of a secondary mission
Failure of component/equipment may cause total loss or severe degradation of mobility or a mission capability
3 Failure of component/equipment causes severe degradation of a primary mission
Failure of component/equipment is likely to cause total loss or severe degradation of mobility or a mission capability
4 Failure of component/equipment causes total loss of mobility or severe degradation/loss of mission.
Failure of component/equipment will cause total loss or severe degradation of mobility or a mission capability
5 The loss of this equipment results in a safety hazard to the ship or its crew
The loss of this equipment results in a safety hazard to the ship or its crew

MCC determination was made by LCS system-knowledgeable analysts using References (a) and (b) and the below engineering evaluation procedure. The procedure is based on the decision tree provided in Attachment (1).
In Step 1 of this decision path, systems with ship or crew safety implications were first identified and assigned the highest level (MCC 5).
In Step 2 of this decision path, systems with minor mission impact were identified and assigned the lowest level
(MCC 1).
1 For purpose of these definitions, ‘mission capability’ means the capability of the LCS Seaframes to support any of the LCS mission areas when carrying a mission package.
In Step 3, from the remaining systems, those that have no redundancy or possible workarounds and are therefore a single point of failure for loss of mobility or mission capability were then assigned a high level (MCC
4) , as they will always affect the ship’s mission if they fail. Failures in the remaining systems may affect ship’s mission.
Steps 4 through 6 used a measure of system reliability to determine the probability that a backup system will fail and impact mobility or mission capability and differentiate between the middle two mission criticality levels (MCC 2 and 3) on that basis.
Note: Variant vs Hull-specific coding. Variant-level MCC recommendations were made using LCS 5AF and 6AF hull system lists (with systems specific to previous hulls included) but are based on failure history data for LCS 1 and 2 as these hulls have the longest failure history to date2.
III. Step by Step Procedure: Review the comprehensive list of LCS Seaframe equipment for each variant, identified by Hierarchical Structure Code (HSC) and Equipment or System Description (ESD) using the following procedural steps. The tables provided as enclosures (2) and (3) of this package are the MCC re-assignments based on this procedure. These tables (columns and results) are referred to throughout the procedure description.
Step 1 – Determine Safety Impact. Identify and isolate systems for which failure would impact ship or crew safety. Assign MCC 5 to these systems.
Step 2 – Determine Mission Impact. Conduct analysis to identify and isolate systems that will have minor mission impact. Assign MCC 1 to these systems.
Procedure: ‘No or minor mission impact’ determination was generally made by use of reference (a) and (b). The TYCOM Redline instruction (reference (b)) is the primary guidance, but since it does not address all systems and does not align to the various LCS systems, these guidelines were expanded or modified during analysis and the changes documented for each system in the table as follows:
Covered explicitly in the Redlines – if the system is adequately described in the Redline instruction, the entry is ‘Yes’.
Redlines Remedy - If not sufficiently covered in the Redline, further explanation is provided in this column as follows:
Include – If the system does not exist in the Redline (such as weapon or combat systems), mission criticality was determined by best professional judgment.
Expand – there is Redline coverage of some related ESWBS elements but this particular system is not explicitly addressed and the coverage should be expanded to include it.
Implied – coverage of this system is implied by the Redline category but at a higher or lower level.
2 LCS 1 and 3 failure data for timeframe 1 Jan 2012 through 31 March 2014. LCS 2 failure data for timeframe 1 Jan 2013 through 31 March 2014. All are maintained in the PMS 501/505 Seaframe RAM-C consolidated failure database. Future MCC updates using this process will use failure data from all available hulls and continue to account for design changes.
Redline Comments – if further explanation was required it was included in this column.
Result: MCC 1 was entered in the New MCC column and the explanation ‘Not Mission Critical’ was provided in the Coding Rationale column.
Step 3 – Determine Existence of System Redundancy or Workarounds. Conduct analysis to identify systems for which no system redundancy or procedural alternatives or ‘workarounds’ exist. A single failure of these systems will always cause a mission impact. Assign MCC 4 to these systems.
Procedure: Existence of system redundancy or workarounds or safety concerns was determined by use of the Redline Instruction (reference (b)) as extended or amplified using the Step 1 process as described.
Result: MCC 4 was entered in the New MCC column and further explanation was provided in the Coding Rationale column. The remaining systems (those not coded ‘1’, ‘4’ or ‘5’) were coded using the following steps.
Step 4 – Determine Probability of Mission Impact using Failure Count. Initially screen systems based on a simple count of failures. A count of one or less failures of a system during the ship’s operational period to date should provide a high confidence level that the system is extremely reliable. For a system with redundancy or workarounds, multiple failures of that system would have to occur in order to cause mission impact, which is unlikely as most single failures early in a ship’s life cycle are of the ‘infant mortality’ type and are not likely to reoccur. Assign MCC 2 to these systems.
Procedure: Conduct analysis using the consolidated failure database maintained by PMS 505/501 to determine the number of critical failures3 for the remaining un-coded LCS systems on both variants.
Identify those systems with one or fewer failures through the current operational period of these ships.
In some cases, where there was known to be a high mission impact failure for the system, the MCC was adjusted to 3 and a note provided in the Coding Rationale column.
Result: MCC 2 was entered in the New MCC column for these systems and further explanation was provided in the Coding Rationale column. The remaining systems were coded using the next step.
Step 5 – Determine Probability of Mission Impact using Reliability Formulas. Calculate system reliability based on failure and operational history. Determine which systems have a relatively high (>/= 90%) probability of success (non-failure) over a standard mission that would cause loss of a redundant capability. Assign MCC 2 to these systems.
Procedure: Conduct analysis using the centralized failure database maintained by PMS 505/501 to estimate Mean Time to Failure (MTTF) for the remaining un-coded LCS systems. Determine the appropriate reliability equation4 to use depending on whether it is a single element or multiple (‘n of m’)
3 Critical failures are defined in the LCS Seaframe Failure Definition and Scoring Criteria as ‘equipment downing events’, or events in which a system fails to perform its essential functions.
4 Formulas are standard simple (for single element) or binomial (for multiple element) exponential distributions used in system reliability calculations.
element redundant system according to the modified Redline instruction (per Step 1). Calculate and note the system reliability estimates for a standard 600 hour mission timeframe in the LCS System Reliability (based on standard mission) column. Further explanation regarding equipment redundancy or other may be available in the Coding Rationale column.
Result: MCC 2 was entered in the New MCC column for those systems with reliability greater than or equal to 90%5. The remaining systems were coded in the following step. In some cases, where there were known to be high mission-impact failures for the system despite a high calculated reliability figure, the MCC was adjusted to 3 and a note provided in the Coding Rationale column.
Step 6 – Assign Codes for remaining systems. The remaining systems were calculated to have a relatively low (<90%) probability of success (non-failure) over a standard mission that would cause loss of a redundant mission capability. Verify and assign MCC 3 to these systems.
Procedure: Note the system reliability estimates for a standard 600 hour mission timeframe in the LCS System Reliability (based on standard mission) column. Further explanation regarding equipment redundancy or other should be entered in the Coding Rationale column.
Result: MCC 3 was entered in the New MCC column for those systems with reliability less than 90%.
IV. MCC Assignment in Class Functional File
The above-described analysis process was accomplished at the five-digit HSC level. Although previous MCC assignments appeared to be accomplished at lower levels, it was determined that the five digit level was appropriate for the following reason:
At lower levels of granularity (6 digit level or lower), particularly at the component level (valve, circuit breaker, etc) it is not possible to apply redline-type determinations and resolve questions of ship mission impact. At the lower levels, the question of ‘criticality’ becomes whether the component or subsystem is critical to the function of the next higher level assembly, rather than to the accomplishment of ship’s mission. That is not the intent of the MCC and is accounted for by use of other codes.
Therefore, when applying the revised MCCs to the Class Functional File, the new codes should be applied at the five digit HSC level and rolled down to the lower levels via a global change. The only exceptions should be XCONFIGITEM records created for group headers and AELs. When making these exceptions, however, care should be taken to ensure that the five digit MCCs are applied to all records with supported APLs so that provisioning can be properly affected by the coding changes.
5 The 90% threshold was chosen so as to be consistent with other similar sparing probability calculations, mainly the 90% spares protection threshold (‘90% protection for 90 days’ calculation used to determine range and depth of spare parts).
