This document contains questions and responses related to solicitation N00024-21-R-4443, which requests proposals for rolling admissions to the Multiple Award Contract Indefinite Delivery, Indefinite Quantity (MAC-IDIQ) for Littoral Combat Ships sustainment services on the West Coast. Services include selected restricted availabilities, drydocking selected restricted availabilities, continuous maintenance availabilities, and emergent maintenance in the continental U.S. and outside the continental U.S. Offerors must request and receive restricted attachments by certain deadlines and follow instructions for access. The Government anticipates award of Tier I MAC IDIQ contracts by July 2021.

Question Date Question

Area Para. # Contractor Question Government Response

1 2-Nov-20 Can a contractor submit a proposal for this solicitation if they do not have an active MSRA in place, but are currently working to obtain an MSRA?

No. Per Section L of the RFP, an offeror must possess an MSRA to be eligible for a MAC TIER I

(BIG MAC) award. Contractor's must have a signed MSRA at time of proposal submission.

2 2-Nov-20

Section L

Volume II

Please advise if the Offeror can revise the format for Parts I, II, and III in order to adequately address all parts while still meeting the three (3) page requirements. Solicitation, Section L, Volume II – TECHNICAL CAPABILITIES, Page 144 includes the following requirement “A. MSRA Status: This part of the proposal should provide evidence of the Offeror’s MSRA. An offeror must possess an MSRA to be eligible for award of a Big MAC.”

SECTION M - EVALUATION FACTORS FOR AWARD PROPOSAL EVALUATION, 2.0 Basis for Award, page 153 provides the following “To be eligible for award, offerors shall meet the following criteria: 1) Obtain an MSRA Status of Acceptable.

SECTION M - EVALUATION FACTORS FOR AWARD PROPOSAL EVALUATION, 3.0 Evaluation Factors, VOLUME II – Technical Capabilities, Factor 2 – Technical Capabilities, Sub-Factor 1 –MSRA Status, page 154 states “Offerors who submit a valid and current co-signed Master Ship Repair

Agreement (MSRA) will be rated as Acceptable and do not need to submit any further information in response to this factor. Offerors without a valid and current co-signed MSRA will be deemed unacceptable.”

Question: Will the government modify the RFP to allow for MSRA Equivalency Evaluation, as included in the recent LCS East RFP N0002420R4408 and

Indefinite Delivery Indefinite Quantity-Multiple Award Contracts (IDIQ-MACs) for Complex and Non-Complex Emergent & Continuous Maintenance

(EM/CM) and CNO Availabilities on Surface Combatant and Amphibious Class Ships Homeported or Visiting San Diego, CA RFP N0002421R4427?

No. As N00024-21-R-4443 allows for rolling admissions for the LCS SEC WEST II Contract, the terms and conditions of the solicitation must remain consistent with the parent solicitation

(N00024-17-R-4325) and resultant contracts. Therefore, the Government cannot modify the RFP to allow for MSRA equivalency.

3 4-Nov-20

We would like to bid CLIN Items 0001, 0002, 0003, but RFP states CLIN 0003 is only available for “Big” MAC on CLIN Structure provided. Which means we would have to bid every CLIN item, which we want to avoid. Is there any mechanism to bid CLIN’s 0001, 0002, 0003 ONLY as a “Big” MAC or “Little” MAC?

No. The Rolling Admissions solicitation is open to MAC I (Big MAC) enrollment only. Per

Section B, Note I and Section L, MAC Tier I proposals shall include all CLINS 0001-0009.

4 6-Nov-20 Where can we find a Docking Plan for the LCS? I am not able to locate in the file disc sent via FedEx.

The docking plan was not included in the solicitation. However, the Selected Record Drawings

(997-8537028, 997-8539853, and 800-8540799) can be downloaded from Naval Ships

Engineering Drawing Repository (NSEDR) IAW 3.0 GOVERNMENT INFORMATION

TECHNOLOGY SITES.

5 9-Nov-20

Section L

Solicitation section L, page 139, indicates Vol III, Past Performance, is limited to 35 pages.

Page 140, paragraph (4) states: “There is no limit on the number of pages that can be submitted for the Price and Past Performance volume.”

Page 146, fourth paragraph, states: “Except for where otherwise noted, there is a 35 page limit associated with the overall past performance documentation, which excludes the questionnaire responses received from 3rd parties.”

Question: Request the government clarify if there is a page limit for Past Performance?

Per Section L of the RFP, Volume III, Past Performance is limited to 35 pages. Past performance questionaire responses from 3rd parties are excluded from the 35-page limit.

6 9-Nov-20

Section C

C-237-H002

Pages 46-47

Solicitation page 46, Paragraph C-237-H002 SUBSTITUTION OF KEY PERSONNEL (NAVSEA) (OCT 2018) states, in part:

"(a) The Contractor agrees that a partial basis for award of this contract is the list of key personnel proposed. Accordingly, the Contractor agrees to assign to this contract those key persons whose resumes were submitted with the proposal necessary to fulfill the requirements of the contract.

Solicitation page 47, Paragraph (c) states Key personnel are identified in an attachment in Section J."

Section J contains no attachment related to Key Personnel.

Section L, Past Performance, page 145, mentions: “key personnel who have relevant experience and subcontractors that will perform major or critical aspects of the requirement may be provided as past performance submissions.”

Section L, Past Performance, page 146 indicates evaluation will include: “Management of Key Personnel”

Section M contains no EVALUATION FACTORS FOR AWARD PROPOSAL EVALUATION specifically related to Resumes or Key Personnel.

Question: will the government clarify whether there is a requirement for resumes for key personnel, and if so, identify the key personnel for whom resumes are required?

The Offerors will be evaluated by their past performance outlined in Volume III requirements.

For evaluation purposes only, key personnel that made a recent and revelant availability a success can and should be mentioned. As it pertains to Clause C-237-H002, the clause has standard language that mentions the Section J Attachment. The list of key positions/personnel will be required at the delivery order level.

NAVSEA POC:

7 10-Nov-20 Section C

1.2.2

Para 1.1.2 found on page 17 states, “All contractor personnel accessing classified information or material associated with this contract must be United

States citizens and shall have and maintain at a minimum a SECRET security clearance at time of contract award.”

Question: Are any of the bid documents going to be SECRET?

No. The Proposal documents are considered Source Selection Confidential and do not require a

SECRET security clearance to access.

8 11-Nov-20 I see the lightship draft is listed at 14’. Is that with little to no fuel, potable water, unnecessary equipment, etc. ? Is there any easy/reasonable way to lighten the draft more?

No. The draft is based on the removal of weapons, fuel, and all other non-essential pieces and parts.
