Interested offerors should use the provided SCR Master List and SCR Form templates to identify needed changes to the requirements and specifications for the T-ARC(X) and submit them to the Navy for consideration. The SCR Form requires offerors to provide identifying information for the recommended change, a description of the change and rationale, impacts and costs, views on the current and proposed language, and any dependent SCRs. If approved, major SCRs would require significant design changes while minor SCRs could be incorporated with minimal impact. The Navy will evaluate SCR submissions on an ongoing basis during the development of the T-ARC(X) technical specifications.

T-ARC(X) SPECIFICATION CHANGE RECOMMENDATION (SCR) FORM INSTRUCTIONS

SCR Master List (List of all SCRs submitted to date. Submit an updated version with each SCR.)

1. SCR Number (Contractor Name Initials - #. Must be sequential such that the number will reflect the total number of SCRs submitted by the Contractor as of that SCR submittal)

2. Title (Short title for Change Recommendation)

3. Date of SCR Submittal

6. Change Level “Major” – When the SCR would require significant changes to the ship design being developed if approved at a later stage of the Contractor’s design maturation “Minor” – When the SCR can be worked into the Contractor’s ship design being developed without significant change if approved at a later stage of the design maturation

7. SCR Technical Point of Contact (POC) First and Last name Office Phone Email Address

SCR Form (Complete for each CR.)

1. SCR Number (Contractor Name Initials - #)

2. Title (Short title for Change Recommendation)

3. Date of SCR Submittal

6. Change Level (Major or Minor)

7. DECRIPTION: shall contain the summary narrative description of the recommended SPEC change including rationale and anticipated acquisition and/or lifecycle cost savings.

8. PROS & CONS: summary of pros and cons of the recommendation.

9. IS/WAS views of the SPEC language change

10. SWBS AFFECTED: Ship Work Breakdown Sequence (SWBS) area – list all SWBS areas impacted in 3 digit SWBS format with a narrative explanation of impact to each SWBS area impacted

11. DEPENDENT SCR#: If the SCR is dependent on one or more other SCRs (i.e. both/all must be approved to effect the Contractor’s intent), the other SCR(s) shall be identified in this block with an explanation of the dependency.
