DATA REQUIREMENTS LIST
FOREWORD
The Data Requirements List (DRL) identifies Contractor Data Item requirements in support of the Navy Cable Ship, T-ARC(X) Industry Studies. This Foreword provides general guidance to Contractor personnel and is intended to clarify issues of an administrative and procedural nature that are not otherwise addressed. Emergent issues that are not addressed herein or otherwise provided for in source documents should be referred to PEO SHIPS, PMS325.
Detailed information concerning the format and content of the data item requirements is provided in the Glossary. A complete listing of addressees for this DRL is provided following the Glossary.
I. CONTENT AND FORMAT OF SUBMITTALS
Data item submittals shall be prepared in the Contractor’s format, unless otherwise specified in the specific DRL. Data item submittals shall be clear, legible, and prepared in the English language. Data items shall be assigned a sequential one-character revision letter to reflect changes from the previous submittal. Revisions of submittals shall include a Revision Table describing revisions made in a sequential order and identifying effected area of the Drawing, or be prepared in a “redline” format to allow for identification of changes from the previous submittal. Data items shall include a list of abbreviations and a legend for symbols. A table of references shall also be provided. Symbols shall be in accordance with ASME Y14.100.
Electronic media and digital files shall be compatible with computers using Windows 10™ operating system, unless otherwise specified. The following electronic format products shall be utilized: Microsoft Office 2016 and/or Office 365 ™, Microsoft Project 2016 ™, Adobe Acrobat Professional DC ™, standard zip files openable by Windows 10™, and AutoCAD 2018™ unless otherwise specified. Alternative software or versions of software may be used if agreed to between the Government and the Contractor. Electronic files shall not be password protected.
Drawings shall be submitted in AutoCAD format and in PDF. Other documents shall not be submitted in PDF format unless specified within. Drawings shall not be submitted in “read only” formats. All engineering drawings and associated lists shall be as identified in TYPES AND APPLICATIONS OF ENGINEERING DRAWINGS, ASME Y14.24 and ASSOCIATED LISTS, ASME Y14.34M. Each drawing shall be assigned a Contractor drawing number.
Each data item shall be provided with a separate letter of transmittal. Multiple drawings may be submitted under the same letter of transmittal; however, subtitles, revision designations, and sheet quantities shall be identified. Each letter of transmittal shall be assigned a trackable correspondence serial number. Each letter of transmittal shall provide the following information:
1. Contractor's name, correspondence serial number, and actual date of transmittal.
2. The contract number, Data Item number and Data Item Title.
3. A revision letter and respective revision date.
4. Digital file name and respective digital file date.
5. Each transmittal letter shall provide a brief explanation of the submittal, the reason for a document’s change, or a more detailed discussion shall be included in the content of the submittal.
In accordance with DoDD 5230.24 and DoDD 5230.25, each Data Item submittal shall include Distribution Statement D at the bottom of each cover sheet as follows:
“DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only (Critical Technology) (01October 2017). Other requests for this document shall be referred to PEO Ships PMS325, Washington Navy Yard, 1333 Isaac Hull Ave. SE, Washington, DC 20376-2101.”
II. QUALITY CONTROL
The Contractor shall maintain internal quality control to ensure submittals are complete and adequate and shall not rely on Government review comments to ensure the technical accuracy of data.

IV. General Data Requirements
Drawings shall be prepared in electronic format as specified herein:
Drawings shall be submitted in AutoCAD© 2018.dwg format and shall be backwards compatible with AutoCAD 2013©. Drawing text font shall be TRUETYPE (TT) RomanS_IV25 and shall be multiline-text (MTEXT), including text in tables and lists. Ship object lines shall be created in "Model Space" at full scale. "Paper Space" shall be used for formats, title blocks, scaled views, revisions and general notes. Viewports shall be placed on one layer and locked prior to submittal to the Government. The Contractor shall identify the drawing layering convention used in order to identify the status of each layer, such as, on, off, or locked, as applicable. AutoCAD data shall be primarily presented in 2-D format. 3D views may be utilized where feasible. Paper Space drawing sheets shall have a white background with black format blocks, borders, and tables and black text, except where otherwise approved by the Government. Line types shall be continuous, except where dashed or phantom are necessary to clearly differentiate general structure and machinery/equipment and furniture arrangements. Piping systems shall each have a separate color, line type, and layer when depicted in the same drawing.
Drawings shall be provided with the standard letter heights outlined in Table IV.1 below.

Appropriately plotted PDF Drawings and their associated lists shall be in accordance with sizes ANSI/ASME Y14.1 for Sizes A, B, F or H (where necessary to appropriately depict drawings). Drawings shall also be submitted as a PDF file in Black and White Monochrome, unless otherwise specified. All AutoCAD and PDF drawings, and all other documents shall not be submitted in “read only” formats. Each drawing shall be a graphical representation of an item, components or a system, based on a set of requirements. Drawings shall identify revisions, approval signatures, and issue dates. Drawings shall be capable of being used to maintain control of an item’s configuration by documenting applicable changes.
Drawings shall include graphics, supporting calculations, associated lists, revisions, and shall include but not be limited to: Title Block, Contractor Approval Block (when applicable), Drawing Border and Zone Markings, References, General Notes and Special Notes, Revision Block, List of Symbols, List of Abbreviations, Distribution Statement, Scale Bar, Frame Spacing, Plan/Elevation/Sections Views (Unless otherwise approved), Preliminary List of Materials/ Bill of Materials, “Salient Characteristics”, Preliminary System Design Data Table (Where Applicable), Preliminary Pump Data Table (Where applicable), equipment lists, weights, etc.
Drawings shall identify Contractor drawing numbers and shall use a three-digit SWBS at the beginning of the Drawing number.
Additional requirements are provided in applicable data items.
GLOSSARY
The items listed below are explanations of the headings and blocks on the Data Requirements List (DRL) and other terms used in this attachment.
| 1. | PROGRAM NAME: The name of the program. |
| 2. | DRL PHASE: The acquisition phase of the program |
| 3. | CONTRACT/PR NO.: The Procurement Instrument Identification Number (PIIN) (i.e., the contract number, Purchase Request (PR) number, the Request for Proposal (RFP) number, or other appropriate designator). |
| 4. | CLIN: The Contract Line Item Number (CLIN) that is associated with the DRL. |
| 5. | CONTRACTOR: The Contractor's name. |
| 6. | PREPARED AND APPROVED BY: The name and organization responsible for preparation and approval of the data items. |
| 7. | DATE: The date the data item was signed by the Government Data Manager. |
| 8. | BLOCK 1-DATA ITEM NO.: An identification number to support each data item identified in the contract. |
| 9. | BLOCK 2-DATA ITEM TITLE: The title of the data item. |
| 10. | BLOCK 3-REFERENCE: The specific location within the contract which contains the tasking that generates a requirement for the data item. |
| 11. | BLOCK 4-DATA DESCRIPTION: Details regarding the content and format characteristics of the data item submittal are described in this block. |
| 12. | BLOCK 5-REVIEW REQUIREMENTS: The Government will review each Contractor submittal. The Government will not be approving Contractor deliverables, but reserves the right to provide comments, if necessary. The Government may elect not to submit review comments. |
| 13. | BLOCK 6-SUBMITTAL SCHEDULE: The scheduled date for initial data submission, incremental submittals, and re-submittals, as specified. In addition, details regarding Data Item submittal requirements are also included. Submittal dates are often based on contract events. Days are calendar days. Where the scheduled date for data submission falls on a Saturday, Sunday or Federal Government holiday, the submission due date shall be the following Government working day. If no changes have occurred to an incremental submission, a negative reply shall be provided. Revisions shall incorporate the resolution of Government comments. |
| 14. | BLOCK 7-DISTRIBUTION: The addressees and the number of copies to be provided for the applicable data item are provided in this block. Addressees’ Email addresses are provided in the Addressee Listing which follows. All copies shall be the soft versions provided to the PMS325 Integrated Digital Environment Site (IDES). |

The report shall assess the design impacts of increasing unrefueled range to 1217,500 nm and 15,000 nm.. The report shall address impacts on overall ship size, fuel and ballast systems, arrangements, machinery, structural, stability, weight, seakeeping, DP, and maneuvering. The report shall include conceptual drawings addressing the following:
Fuel and ballast tank arrangements General Arrangement Area/Volume and Tankage Report Hull Lines Weight Estimate
The report shall provide a cost estimate for increased unrefueled range and characterize the accuracy of the estimate. A discussion of the overall impacts to acquisition cost and operating and support cost shall also be provided.

The report shall assess the design impacts of a dry moonpool. The report shall include conceptual drawings addressing the following:

· Lower door(s) design and characteristics, including seals and hold-downs
· LARS interface (if any)
The report shall provide a cost estimate for a dry moonpool and characterize the accuracy of the estimate. A discussion of the overall impacts to acquisition cost and operating and support cost shall also be provided.

SOW SEC C.3.4.2.6.3
The report shall assess the design impacts of moonpool operations through sea state 5. The report shall address the following:
· Seakeeping analysis including sea states 4 and 5.
· LARS design and heavy lift system
· Motion compensation systems
· Impacts on baseline moonpool size and location
· Structural impacts
· Mitigations to reduce water column motions in the moonpool and air pressure fluctuations in the moonpool bay
· Machinery and auxiliary systems
The Moonpool Arrangement and the Moonpool LARS Arrangement shall be updated to reflect any changes required due to the Sea State 5 requirement, including Moonpool Staging Bay venting.
The report shall provide a cost estimate for moonpool operations through sea state 5 and characterize the accuracy of the estimate. A discussion of the overall impacts to acquisition cost and operating and support cost shall also be provided.

The report shall include the Contractors review of the design for approaches, methods, and trade-offs that will improve affordability of the ship during construction and during service life. The report shall include:
1. Approaches and methods that will enhance the producibility of the ship during construction.
2. Approaches that will reduce fuel and energy consumption over the life cycle.
3. Approaches that will reduce manning, maintenance and upgrade costs.
Cite projected savings in dollars and characterize the accuracy of the estimate.
The report shall also include any risks, trade-off options, and recommendations between acquisition and lifecycle costs.

The drawing shall show compartmentation, external arrangements, general access, adjacency and separation, deck heights, and line-of-sight.
The drawing shall show topside, bow, stern, inboard profile, outboard profile and deck plan views, and define watertight subdivisions, bulkheads, access and passageways and fire zone boundaries for the hull and superstructure. All compartments (including cable tanks, tanks and voids), and exterior deck areas shall be shown and labeled. Major equipment such as CHE, cranes, masts, davits, lifeboats, rescue boat, workboat, and other major topside equipment shall be shown.
Frame numbering shall start from the forward perpendicular (FP), defined as the intersection of the stem and the design waterline. The numbers shall coincide with the frame locations regardless of the spacing, throughout the entire length of the ship. Frame labeling forward of the FP will be alphabetical with "A" being the first frame forward of the FP. Frame numbers and spacings, deck heights, air draft, and design waterlines shall be labeled.

The Hull Lines Drawing shall include the following:
· At least 20 stations including the forward and aft perpendiculars.
· Waterlines at least every 1 meter.
· Buttock lines at least every 1 meter.
· Locations of knuckle lines.
· Location of bilge keel trace.
· Location of decks, buttlines of skegs, rudders, propellers, and thrusters (if provided).
· A Table of Offsets showing the station, or frame number, waterline, and buttock intersections, and chines, knuckles, shear lines, flats and decks, to at least the nearest 0.08 inches (2 millimeters).
The Hull model shall be provided in Initial Graphics Exchange Specification (IGES) format.

The drawing shall show typical transverse structure on one half of the section and typical longitudinal structure on the other half and shall include calculations necessary to substantiate the structural details depicted. The strength deck shall be identified. A typical transverse bulkhead shall be included. A table of the vessel’s principal dimensions and design information shall be provided and shall include but is not limited to length (length between perpendiculars (LBP), length overall (LOA)), beam, depth, scantling draft, design draft, design displacement. The drawing shall be dimensioned and include typical frame spacing information.
Structural calculations necessary to substantiate the scantlings shall be provided.

The drawing shall show the scantlings of all hull decks, platforms and longitudinal bulkheads along the full length of the hull and major equipment foundations and any significant deviations from standard scantlings. Show the mast, superstructure decks, sides, internal bulkheads and the scantlings to be used. Calculations necessary to substantiate the scantlings specified in the drawing shall be included. Frame markings, deck heights, and design waterlines shall be depicted.
