DID DI-
MGMT-
81791, Exhibit A
22-Apr-19 CDRL A012 DID DI-MGMT-81791, paragraph 3.13, requires the contractor to provide the Key Event Schedule in "word format 2003-2007". This is inconsistent with CDRL Block 16, which requires excel format. Please confirm that Block 16 supersedes DID paragraph 3.13. This DID paragraph appears to be incorrectly stated per the sequence in the DID.
Confirm, Block 16 supersedes DID paragraph 3.13.

Section C:
SOW
Paragraph 6.1, Exhibits A, B, and C
CDRLS. Page No. 24
22-Apr-19
Para. 6.1 states “The Contractor shall use NMD for the submission of reports as required by CDRLs throughout the administration of this contract. In addition to the submission of reports, the contractor shall also utilize NMD to: enter in data fields for check points (scheduling, inspection data, inspection results), enter Test and Inspection Plan (TIP) data, enter and adjudicate Corrective Action Request (CAR) information, and enter and manage, inside the program, Required Reports, including Condition Found Reports (CFR).”
NMD does not have a field to enter the proper Distribution Statements as noted in Block 16 for each CDRL submittal. Please advise how applying the Distribution Statements can be accomplished in NMD given there is so open field that allows for such entry.
NMD is the program of record and is a US Government Information System (IS) with access controlled by the Government. Although no distribution statement fields exist, the attachments that are uploaded into NMD require the distribution statement.

Section I
Page No. 72 22-Apr-19
Section I, Clause 252.217-7010, paragraph c.5 indicates that the Government will require the awardee to, “without charge and without specific requirements in a job order … furnish suitable offices, office equipment and telephones at or near the site of work for the Government’s use.”
We request that the Government define the specific requirements of this paragraph to enable the offeror to adequately account for the cost of such facilities in the indirect rates. Additionally, will such facilities be required for CM/CMAV work to be accomplished at the naval base as well as the in-plant
CNO availabilities?
This clause has been removed via Amendment 0003.
Solicitation -
Management & Tech Experience
Factor 5;
Paragraph 1;
Form S-5 Tech
Capabilities Data Sheet;
22-Apr-19
Solicitation currently states for Factor 5 “Each single side shall be counted as one page toward Factor’s 5 page limit.
Contractor requests that total page limit for Factor 5 be increased to 10 pages. This will provide sufficient space to provide a more accurate and complete response to second part of form titled “Description of work and information to demonstrate technical capabilities” for each proposed project.
Section L has been revised to increase the page limit from 5 to 10 pages via Amendment 0003.

Section B - Supplies or
Services and Prices
23-Apr-19
NOTE B
FIXED SHIP REPAIR LABOR AND MATERIAL BURDEN RATES (CEILING RATES)
4. Consumable materials are goods used in the ordinary course of work performance such as office supplies, paper, rags, vehicle or equipment fuel costs, cleaning chemicals, disposable tools, welding rods, paint buckets, paint brushes, protective clothing, etc. that are consumed/used in the process of repair and do not become an integral part of the repaired vessel. Consumable material shall be included in the contractor’s ship repair labor rate and not separately priced.
Welding rods do became an integral part of the repaired vessel and therefore should not be considered consumable.
The government concludes that the welding rods are consumable material.

QUESTION #/ DETAILS QUESTION/ ANSWER
48 CDRL A007 Block 16 22-Apr-19
This CDRL in Block 16 states, "BLK 4/12/13) IAW SI 009-07, PARA 3.1.5 SUBMIT A CURRENT ROSTER OF THE NAMES OF THE SHIPYARD/PLANT RESCUE TEAM MEMBERS, ALONG WITH CONTRACTOR CERTIFICATION THAT TRAINING REQUIREMENTS HAVE BEEN ACCOMPLISHED AND ARE CURRENT FOR EACH RESCUE
TEAM MEMBER, OR DOCUMENTATION OF ARRANGEMENTS MADE FOR AN OUTSIDE RESCUE TEAM TO RESPOND PROMPTLY TO A REQUEST FOR RESCUE
SERVICE IN A CONTRACTOR FACILITY."
Please note that at Hawaii's Pearl Harbor Naval Ship Yard, contractors do not perform this work. This is normally done by either Ships Force or Federal Fire response team to execute the rescue of personnel from the ship or dry dock. Please delete this requirement from Block 16 as this will be accomplished by
FED FIRE or Ships Force personnel.
Concur, does not apply to contractors working within the F2 confines of JBPHH under this contract.

This is in response to the answer for Question #28:
Your response to Question 28 was “If an offeror does not hold an MSRA, the offeror shall address the requirements in Section L of the RFP, Factor 2:
paragraph 2.”
Since the original question was regarding bidding on the Lot II work, are you saying that the awardees for the Lot II work must have an MSRA or equivalent qualifications? Remember, the original question was for bidding on Small Business Set Aside Lot II work only.
Offerors are not required to be Master Ship Repair Agreement (MSRA) holders to be awarded contracts under either Lot 1 or Lot 2 of this solicitation.
However, offerors that are MSRA holders have already demonstrated Management Capabilities sufficient to satisfy the Navy's requirements stated in Factor 2 and so are relieved of the requirement to provide written proposals in response to Factor 2.
Furthermore, offerors that are MSRA holders for the offeror’s site within the Pearl Harbor homeport location area or hold a remote site performance plan for the Pearl
Harbor homeport have already demonstrated Trade and Facility Resources Capabilities sufficient to satisfy the Navy's requirements stated in Factor 3 and so are relieved of the requirement to provide written proposals in response to Factor 3.
