Para 1.2 and 1.4.4, Page

No. 20

22-Apr-19

Para. 1.2 states, "Due to U.S. Navy or other customer commitments and schedules, a significant number of task orders may be issued as emergent requirements. The contractor may be required to respond to more than one requirement (simultaneous task orders for more than one vessel)." Par. 1.4.4 states, "Commence shipboard work within twenty four (24) hours of discovery and original notification to the contractor." In order for Contractor to evaluate manning resources to support "significant number of task orders as emergent requirements" and to secure manning resources in 24 hours to commence work, please clarify what is meant by the word "significant."

There is no way to predict how many ships will need emergent maintenance. We had an average of 7 Emergent availablities per Fiscal Year based on the past Fiscal Years

(FY16-18).

22-Apr-19

Paragraph 10.0 states, "Government Furnished Material (GFM) cited in the DO RFPs will be delivered or made available to be picked up as identified in each DO, unless other location(s) is/are specified in the contract. The successful offeror is to contact the NSA Project Manager to coordinate obtaining

GFM." Will the successful offeror under a DO be allowed to store GFM at its own facility off Pearl Harbor Naval Base? If yes, what would be the minimum requirements needed to be allowed to store such material? If not, will the Government provide a facility to store the GFM?

The Government has no issues with the Contractor storing GFM offbase provided the custody turnover is properly documented beforehand and their facility is compliant with material storage requirements pertinent to that equipment. No, the Government will not define how much space they need. No, the Government will not provide a space to store the GFM after it is turned over.
