SECTION G - CONTRACT ADMINISTRATION DATA
The following have been modified:
FAIR OPPORTUNITY PROCESS
(ORDERING PROCEDURES):
The following instructions were developed and will be implemented in accordance with FAR 16.505:
1. The Fair Opportunity process is distinct from the source selection procedures and requirements described in FAR Part 15; regulations and policies related to Part 15 do not inform or control the Fair Opportunity Process.
1. The Government shall provide each IDIQ-MAC awardee a fair opportunity to be considered for all Delivery Orders (DOs) exceeding the Micro-Purchase Threshold (currently $10,000).
1. Orders issued non-competitively will be supported by documentation as required by FAR 16.505(b)(2)(i).
1. For orders under the Simplified Acquisition Threshold (currently $250,000), the Government need not contact each awardee if the Contracting Officer has access to sufficient information (e.g. pre-priced rate, past performance information) to ensure each awardee is provided a fair opportunity for the order.
Selection Process:
Request for Proposal (RFP) Package: For orders over the Micro-Purchase Threshold (currently $10,000), the Government will typically provide the following to each IDIQ-MAC awardee:
1. An email will usually serve as the RFP/Solicitation and will include the DO selection criteria, proposal due date and any other instructions necessary for proposal submission. If the Contracting Officer provides an oral solicitation, it shall be followed up in writing.
1. Technical documents necessary for proposal preparation and completion of work will be provided with the solicitation or will be made available with instructions for receipt included in the solicitation package/email. Typical technical documents include the scope of work, specifications and drawings.
1. At a minimum, each RFP package will include the location of work, deliverable schedule, applicable performance standards and selection criteria.
Selection Criteria:
1. Selection will result in issuance of a DO award to the best value proposal; in this context best value only conveys consideration of both price and non-price factors in DO selection.
1. Price and/or cost shall be considered in the issuance of each DO.
1. For fixed-price CLINs, a price analysis will be conducted in accordance with FAR 15.404-1(b). Prices for fixed-price work items, fully burden ship repair labor rates, and material burden rates will be analyzed to ensure fair and reasonable pricing.
1. Selection criteria will be tailored to the specific requirement.
1. The Government will keep submission requirements to a minimum and streamline the process as much as possible.
1. The Government is not obligated to obtain written technical proposals prior to issuance of a DO.
1. If a technical proposal is requested, typical evaluation factors include, but are not limited to:
5. Technical Capabilities
5. Past Performance (within and outside of the IDIQ-MAC)
Selection of Awardee for DO:
1. The Government is not obligated to discuss DO proposals with IDIQ-MAC holders prior to issuance of a DO.
1. The Government may discuss DO proposals with any number of IDIQ-MAC holders prior to DO issuance; engaging with all or any number of IDIQ-MAC holders (including only one IDIQ-MAC holder).
1. The Government will evaluate proposals and/or existing information available to the Government (e.g. price and past performance).
1. The Government will select the awardee based on the Delivery Order selection criteria provided with the Delivery Order RFP.

Factor 4: Past Performance: The Government shall seek relevant performance information on all Offerors based on the past and present efforts provided by the Offeror and data independently obtained from other government and commercial sources. The Government will evaluate the Offeror’s past performance. The Government may also evaluate the past performance of an Offeror’s subcontractors. In the investigation of an Offeror’s past performance, the Government reserves the right to contact former customers and Government agencies and other private and public sources of information. The Government will also assess the role that subcontractors have played in contributing to an Offeror’s success and/or failure and to what extent subcontractor’s performance has contributed to an Offeror’s past performance evaluation.
Offerors shall submit information concerning contracts and subcontracts which offerors consider relevant in demonstrating the ability to perform the proposed effort via Attachment S-1. Offerors shall identify portions of the contracts/subcontracts that are relevant. Offerors are requested to provide information (up to five (5) previous Government availabilities) where the effort is recent and relevant to the effort required by this solicitation.
· “Recent” is defined as a contract in-progress or completed within the last three (3) years as of the date of the initial solicitation. If the offeror has not completed up to five (5) Government availabilities within the last three (3) years as of the date of the initial solicitation, information on recent and relevant subcontracts and/or commercial contracts may be submitted.
· “Relevant” is defined as a contract that is of similar scope, magnitude, and complexity to the requirements as set forth in this solicitation.
· Scope: Experience in the areas defined in the SOW.
· Magnitude: The measure of the similarity of the volume, dollar value and/or duration of the work actually performed under the offeror’s submitted contracts to the SOW.
· Complexity: The measure of the similarity of technical difficulty, managerial intricacy and/or required coordination of efforts and disciplines performed by the offeror in its submitted contracts to the SOW. For complexity, not only will the tasks performed by the offeror be considered, but also the offeror’s ability to coordinate tasks (e.g., concurrent performance requirements).
Offerors shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation; a detailed description of the work performed for the contract; and the role performed, including whether the offeror acted as a prime contractor or a subcontractor. Offerors are responsible for the accuracy of all data provided. Past performance information regarding predecessor companies, key personnel who have relevant experience and subcontractors that will perform major or critical aspects of the requirement may be provided as past performance submissions.
An offeror that does not have recent and relevant past performance to provide for consideration is requested to affirmatively state that it does not have recent and relevant past performance for the Government to consider.
Offerors to this solicitation shall provide Past Performance Questionnaires to their customers for completion (Attachment S-1) for up to five (5) availabilities within the last three (3) years involving same or similar efforts. Each proposal shall include no more than a total of five (5) Past Performance questionnaires, one per contract identified. Offerors shall fill in Parts I, II, and III for each customer and include as part of their proposal. Parts I, II, and III of the past performance questionnaire shall not exceed three (3) pages. Separately, the Offeror shall provide the entire Past Performance Questionnaire, with Parts I, II, and III completed, to each customer for them to complete Part IV. Customer evaluation will not be included as part of the page count in this volume submitted by the Offeror. The Offeror shall instruct their customers to complete the Past Performance Questionnaires and return them to martha.bello@navy.mil, and zachary.m.tucker@navy.mil before the closing date of this solicitation.
The Offeror’s proposal shall identify the customer point of contact and which of the listed contacts that each questionnaire was sent to be completed for. This will let the Contracting Officer know whether all questionnaires from all of the Offeror’s references were received.
Offerors may inquire as to the status of receipt of these questionnaires using the e-mail address shown above.
For Past Performance information that has a completed CPARS evaluation in PPIRS, the offeror is only required to complete PARTS I, II, and III of the Past Performance Questionnaire, Attachment S-1.
