INSTRUCTIONS TO OFFERORS
1.0 INTRODUCTION
This solicitation package is a Request for Proposals (RFP) that will result in the award of Indefinite Delivery Indefinite Quantity Multiple Award Contracts (IDIQ-MACs).
The IDIQ-MAC for non-nuclear surface ships (including DDG, CG, LPD, LSD, LHA, LHD, PC, MCM and LCS Class ships) will be comprised of two Lots:
• Lot 1 for Complex emergent and continuous maintenance & Chief of Naval Operations (CNO) availabilities o Full and open Competition (not set aside for small business)
• Lot 2 for Non - Complex emergent and continuous maintenance Availabilities (set aside for small business) o Small Business Set-aside
For each Lot, the Navy intends to award contracts to a minimum of two (2) and a maximum of four (4) responsible awardees (contractors) who will compete for Delivery Orders to provide surface ship repair and overhaul as outlined in Section C of this solicitation. Thus, the Government anticipates awarding the IDIQ contracts through a Best Value source selection process.
Lot 1 of the acquisition described in this solicitation is solicited under full and open competition on an unrestricted basis.
In accordance with FAR 19.502, Lot 2 of the acquisition described in this solicitation is reserved exclusively for participation by small business concerns. The applicable NAICS code for this solicitation is 336611, and the related small business size standard is 1,250 employees. Offerors are advised that the Government will evaluate and consider for award only those proposals submitted by Offerors that qualify as small business concerns under the applicable size standard. Offers received for Lot 2 from Offerors that do not qualify as small business concerns will be considered nonresponsive and will be rejected by the Government. Offerors shall refer to the clauses entitled “Notice of Total Small Business Set-Aside” (FAR 52.219-6) and “Limitations on Subcontracting” (FAR 52.219-14) under Section I of this solicitation for further information and requirements relating to a total small business set-aside.
All inquiries shall be directed to Martha Bello, Procuring Contracting Officer (PCO) and Zachary Tucker, Contract Specialist at martha.bello@navy.mil and zachary.m.tucker@navy.mil. To ensure the Government is able to adequately address and respond to an offeror’s request for pre-proposal information (PPI) via a solicitation amendment, questions shall be submitted no later than 1300 local time, Washington, DC (EST), 06 May 2019.
Requests or questions received will be answered in writing and provided to all offerors prior to the required date for submittal of proposals. The Navy reserves the right to not answer any requests received after 1300, local time Washington, DC (EST), on 06 May 2019. The Government will evaluate the Offeror’s past performance. The Government may also evaluate the past performance of an Offeror’s subcontractors. In the investigation of an Offeror’s past performance, the Government reserves the right to contact former customers and Government agencies and other private and public sources of information. Offerors shall submit information concerning contracts and subcontracts which offerors consider relevant in demonstrating the ability to perform the proposed effort via Attachment S-1. Offerors shall identify portions of the contracts/subcontracts that are relevant. Offerors are requested to provide information (up to five (5) previous Government availabilities) where the effort is recent and relevant to the effort required by this solicitation.
• “Recent” is defined as a contract in-progress or completed within the last three (3) years as of the date of the initial solicitation. If the offeror has not completed up to five (5) Government availabilities within the last three (3) years as of the date of the initial solicitation, information on recent and relevant subcontracts and/or commercial contracts may be submitted.
• “Relevant” is defined as a contract that is of similar scope, magnitude, and complexity to the requirements as set forth in this solicitation.
o Scope: Experience in the areas defined in the SOW.
o Magnitude: The measure of the similarity of the volume, dollar value and/or duration of the work actually performed under the offeror’s submitted contracts to the SOW.
o Complexity: The measure of the similarity of technical difficulty, managerial intricacy and/or required coordination of efforts and disciplines performed by the offeror in its submitted contracts to the SOW. For complexity, not only will the tasks performed by the offeror be considered, but also the offeror’s ability to coordinate tasks (e.g., concurrent performance requirements).
Offerors shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation; a detailed description of the work performed for the contract; and the role performed, including whether the offeror acted as a prime contractor or a subcontractor. Offerors are responsible for the accuracy of all data provided.
