# Question Area Para # Date Received Contractor Question Government Response
32 Hazardous Waste Generator Number
Para 1.2 & 5.0, Page No.
20 & 93 11-Apr-19
The Contractor’s experience with similar Lot 2 work has been that all Hazardous Material/Waste is produced within the Shipyard/on board ships and disposed of in accordance with Shipyard policies, therefore a hazardous waste generator number is not required. Would the Government consider revising the requirements on pages 20 and 93 to remove the requirement for the offeror to provide a hazardous waste generator number?
The Contractor is not required to obtain or maintain a hazardous waste generator number; instead, the Contractor will use the Pearl Harbor Naval Shipyard hazardous waste generator number. The Government has removed the requirement for the offeror to provide a hazardous waste generator number via Amendment 0002.
Section M - Evaluation Factors for Award. 3.0 Evaluation Factors / Volume II - Non-
Price Proposal.
Factor 5 -
Management and Technical
Experience.
RFP Page No.
17-Apr-19
Page 107 of Section M in the RFP provides the below characteristics for a typical CNO availability and for a CMAV:
For Complex Lot 1, the proposed Technical experience event must be similar in scope to managing one (1) Selected Restricted Availability. A typical CNO
Availability has the following characteristics:
o Include approximately 18,000 man-days worth of maintenance, modernization and repair include work covering multiple trades and systems o Reflects the Navy’s average historical craft/trade labor experienced on previous CNO Availabilities provided in Section L, Factor 3.
o Reflects the Navy’s average historical work distribution across systems experienced on previous CNO Availabilities provided in Section L, Factor 3.
For Non-Complex Lot 2, the proposed Technical experience event must be similar in scope to managing two (2) concurrent Continuous Maintenance Availabilities (CMAV) work packages to be relevant. A typical CMAV has the following characteristics:
o Include approximately 1,000 man-days worth of maintenance, modernization and repair include work covering multiple trades and systems o Reflects the Navy’s average historical craft/trade labor experienced on previous Continuous Maintenance Availabilities provided in Section L, Factor 3.
o Reflects the Navy’s average historical work distribution across systems experienced on previous Continuous Maintenance Availabilities provided in Section L, Factor 3.
Question: While this provides an approximate number of mandays, it does not provide a production duration to associate with the number of mandays to enable a determination of the number of resources required to complete the work. Request the government provide an approximate production duration for a typical CMAV and typical CNO availability in conjunction with the mandays provided.
Section L, Factor 3 Lot 1 and Lot 2 has been revised via Amendment A0002 to state, "Approximate Production Duration: CMAV: 25 Days and Selected Restricted
Availability: 158 Days"
Section B - Note B - Fixed Ship Repair Labor & Material
Burden Rates (Ceiling Rates)
RFP Page No.
14-15
18-Apr-19
Ref NOTE B (pages 14-15) provides guidance on development of a Fully Burdened Man Day Rate. Paragraph 3 on p. 15 states “ fully burdened ship repair labor rate is a fixed hourly rate that includes all wages (e.g.straight time, overtime, shift differential, holiday time, standby time, etc.) overhead, general, and administrative expenses, Facilities Capital Cost of Money (FCCOM) and profit. The fully burdened ship repair labor rate represents the ceiling for the blended rate to be performed by the offeror, including labor transferred between divisions, subsidiaries, or affiliates of the offeror under a common control.”
Question: Traditionally, large CNO availabilities executed in Pearl Harbor have required some level of off-island trade resources to travel to Hawaii to support the scheduled scope of work. However, no travel is included in the pricing submission as part of this solicitation. What is the Government’s intention to compensate the contractor for the travel costs associated with traveling personnel from the mainland? Should the contractor include travel costs in the burdened hourly rate in our proposal? Would the government consider including an unpriced travel line that could be evaluated on a delivery order by delivery order basis as a competitive price discriminator for award of each availability?
The Statement of Work has been updated to include Travel. Additionally, travel CLINs with an estimated value have been added to Section B and Attachment J-1. The offeror shall not include travel costs within the Fully Burdened Man Day Rate. A not-to-exceed amount will be issued on each delivery order.

Page No. 57 22-Apr-19
1. Section H includes a ROLLING ADMISSIONS FOR FUTURE ADDITIONAL IDIQ-MAC HOLDERS, which states, "The Government reserves the right to determine whether it would be appropriate to announce a new competition for the purpose of adding additional IDIQ-MAC holders. Periodically, the Government will assess the quality of performance by each IDIQ-MAC holder, the number, value and complexity of work assigned to each holder and amount of competition achieved."
Please clarify the word "Periodically”. Does this mean annually, semi-annually or other period?

Section I

11. Page No.
22-Apr-19
Section I calls out "FAR 52.211-11 Liquidated Damages . . . (End of Clause) *To be specified in each Delivery Orders, as applicable."
1. Please clarify why the Government chose not to include such factors during the competitive MAC IDIQ solicitation as that would allow a potential offeror to assess a financial business risk to determine whether a pursuit is a viable business option.
2. Will the Government include a ceiling limit on total liquidated damages that a successful offeror would be assessed?
1. The Government chose not to include such factors during the competitive MAC IDIQ solicitation because the liquidated damage factors are ship and availability specific.
2. FAR 52.211-11 has been revised via Amendment A0002 to state,"The sum of liquidated damages shall not exceed 10% of the awarded price of each Availability, including all Base and Option Items."
