About this file

This document contains questions and answers related to solicitation N00024-18-R-6200 for the AN/BLQ-10 Electronic Warfare System program.

The Naval Sea Systems Command intends to issue an indefinite delivery indefinite quantity contract in April 2018 for technology insertions and software upgrades to the AN/BLQ-10 system through 2024. The contract will include cost plus incentive fee, firm fixed price, and cost only contract line items. Orders for initial production will use cost reimbursement pricing while recurring production will be firm fixed price. The scope of work covers technology insertions delivered through the Submarine Warfare Federated Tactical System process on a biennial basis. Clarification was provided that the contract refers to an ordering period rather than a period of performance. Academic credentials are not associated with definitions of junior, mid, and senior level employees. Removal of clauses from the solicitation related to organizational conflicts of interest was confirmed via an amendment.

BLQ-10 Q&A Round 3

No.Date ReceivedPageSection/ParagraphQuestionRFP Update Made?Action Taken
16/29/1867Section F and Q&A 2Q&A 2-Question 6 states the Period of Performance (PoP) April 2019 to March 2020; however, Section F of the RFP shows the PoP April 30-April 30 or May-April. Is the government going to update Section F, or provide clarification on the PoP? Please provide clarification of the PoP dates or update Section F if applicable.NoAs this is an IDIQ contract, the dates contained in Section F indicate the ordering period for each CLIN vice a period of performance (POP) seen in a "C" type contract. Q&A-Question 6 did contain a typo and should have stated "Year 1 under CLIN 0001 includes Apr 2019 - Dec 2019 and Jan 2020 - Apr 2020". The current anticipated ordering period for each CLIN is as stated in Section F.
26/29/18119Section L-2.1.2.5The Government identifies a set of guidelines associated with seniority levels in Section L of the RFP. These guidelines indicated a split between Junior, Mid, and Senior-Level employees based strictly on the number of years of related experience. Typically, levels of seniority are based on years of experience combined with academic / degree credentials. Does the Government intend to associate any academic credentials with these seniority levels?NoNo, the Government is not specifying any academic credentials with the seniority levels.
36/29/1848-49Section C-4.1.1 and 4.1.2The SOW sections 4.1.1 and 4.1.2 have the same descriptions for CLIN 0003/1003 and CLIN 0004/1004. Can the government provide clarification on the factors that will be used as decision points for assigning scope to either CLIN 0003/1003 or CLIN 0004/1004? Please clarify in Section C what scope will be applicable to SOW sections 4.1.1 and 4.1.2.NoThe scope of CLINs 0003/1003 and CLINs 0004/1004 are the same; however, CLINs 0003/1003 (initial production/testing) will use a CPIF pricing arrangement and CLINs 0004/1004 (recurring production/testing) will use a FFP pricing arrangement. It is the Government's intent to issue an order under the CPIF CLINs for the initial units in a TI and issue orders for additional units under the FFP CLINs once the cost controls, efficiencies, and lesson learned have been realized.
46/29/1882,135Section I and Section LWith the removal of DFARS 252.209-7007 in Amendment 1, will the government be removing clauses 252.209-7006 Limitations on Contractors Acting as Lead System Integrators (JAN 2008) and HQ L-2-0018 Notification of Potential Organizational Conflict(s) of Interest – Lead System Integrator (Major Systems) (NAVSEA JAN 2008)? Please update Section I and L accordingly.YesSee Amendment 2. DFARS 252.209-7006 and NAVSEA HQ-L-2-0018 have been removed.
