No.Date ReceivedPageSection/ParagraphQuestionRFP Update Made?Action Taken
16/20/18Q&A 1In response to Question 2, The Government states that all Government documents referenced in the RFP are available in the Technical Data Library. We are unable to locate the document “AN/BLQ-10AB Systems Engineering Plan for Electronic Warfare AN/BLQ-10A/B ACAT Level III” Request the Government clarify where this document is located in the Technical Data LibraryNoA copy of the Systems Engineering Plan is located in the Technical Data Library.
26/20/182Section B, Note DNote D Para 5 states that the calculation of the CPIF Target costs will be determined by using the rate in the TC Hourly Rate column of the preceding table. Is this table titled “FEE SCHEDULE FOR LOE ITEMS”? If so, when will the values in this table be completed? Will Offerors be allowed to update these values after contract award?YesSee Amendment 1; Note D paragraph 5 has been updated. The Government will complete the FEE SCHEDULE FOR LOE ITEMS table at award. These values will only be updated in accordance with HQ B-2-0015.
36/20/183Section B, Note EUnder Note E, would the Government consider removing the 10% cap on profit for FFP work to be performed under CLINs 0004 and 1004, since such a cap is inconsistent with the Government’s policies identified under FAR 15.404-4 and the Government’s Statutory Limitations for profit related to FFP work?NoFAR 15.404-4(a)(3) states both the Government and contractor should be concerned with profit as a motivator of efficient and effective contract performance. As such, the Government’s intent is to motivate efficient and effective contract performance (including cost controls) through the use of the FFP CLINs for the production of system shipsets after the costs controls/efficiencies/lessons learned have been realized in the CPIF production/testing CLINs. Therefore, the Contracting Officer has determined that a maximum of 10% profit is reasonable for the FFP CLINs.
46/20/1812Section C-3.2.13The SOW Paragraph 3.2.13 states that the Team Submarine Information Security Policy will be provided as GFI, however it is not listed in the Section 2.2.1 Government Documents, nor does it appear to have been provided in the CSEWS Technical Data Library. Request this document be provided to bidders.NoA copy of the Team Submarine Information Security Policy is located in the Technical Data Library.
56/20/1881Section IPlease explain how FAR Clause 52.215-21 will apply to modifications. In this context, are technical instructions (See RFP pages 78 and 79) considered modifications?NoFAR 52.215-21 may be required to negotiate future Task Orders. A Technical Instruction is not a modification; a Technical Instruction amplifies guidance in a specific Task Order.
66/20/18Section J, Attachment JS-3Are years shown in worksheet Calendar Year or Government Fiscal Year? For example in the JS-3 Year 1, rates are requested in 2019 and 2020. Per the PoP in Section F this would be Apr 2019 – March 2020. Are the years GFY (Apr 2019 – Sep 2019 and Oct 2019-March 2020) or are the years calendar year (Apr 2019 – Dec 2019 and Jan 2020 – March 2020)NoPer Section L-2.1.2.5, Offerors shall propose each CLIN by calendar year. Year 1 under CLIN 0001 includes Apr 2019 - Dec 2019 and Jan 2020 - Mar 2020.
76/20/18129Section LPlease explain how FAR Clause 52.215-20 will apply to this competitive procurement.YesSee Amendment 1; FAR 52.215-20 will be updated to apply its Alternate IV.
86/20/18Section L-1.5The RFP does not provide any instruction on front matter information such as Table of Contents, Glossary of Terms/Acronym List and Cross Reference Matrix to the proposal requirements. Is it permissible to provide these and they not be subject to the page limitations of the proposal?YesUpdated Document Appendix Table. See Amendment 1.
96/22/18110Section L-1.5.1Section L states "Index pages and Tabs are required and shall be cross-referenced to the table of contents." The table of contents is not specifically identified as being part of the page count or not. Are items such as table of contents and acronym lists excluded from the page count?YesUpdated Document Appendix Table. See Amendment 1.
106/20/18118Section L-2.1.2.5Under Section 2.1.2.5(c) Would the Government consider providing a more complete description for the CLIN 0001 and CLIN 1001 Labor Categories? This would ensure consistent assumptions on qualification levels from each Offeror.NoSee Section L-2.1.2.5(c). The Government has provided the definition of junior, mid-level, and senior employees. Additionally, it is the Offeror's responsibility to provide a mapping of the labor categories.
116/20/18119Section L-2.1.2.5Under Section 2.1.2.5c, will the labor rates and categories proposed be included in the contract award for bidding post award task orders?YesSee Amendment 1; see Section B COMPOSITE RATE TABLE. Each "year" in JS-3 will have a composite labor rate that will be incorporated into the contract at award. For 0003 and 1003, all elements will be negotiated prior to task order issuance.
126/20/18127Section L-2.2.3.5In section 2.2.3.5, the RFP states that Offerors shall proposal a 2% direct labor cost escalation rate. The Government Q&A indicated that this 2% escalation is for proposal evaluation purposes only. If that is the case, then what rates will be used to calculate the Target Costs during contract execution.YesUpdate to L.2.2.3.5. See Amendment 1.
136/19/18Section L-2.3.2.aPer the requirements of this section, the Offeror shall include Section A through J with it's submission of the volume. Will the USG be providing a Section A?NoSection A is page 1 of the RFP.

176/27/182Section BIn Section B, Note D, paragraphs 3 and 5, and government response to previously published Question 38, it appears the government plans to use proposed CLIN 0001 Total Cost Hourly Rate and CLIN 0001 Total Fee Hourly Rate in determining incentive fee under issued task orders. Please confirm. If so, given the labor mix on any given task order may vary widely from the CLIN 0001 labor mix proscribed in Section L, paragraph 2.1.2.5 (page 119), does the government plan to hold the contractor the 10% max fee limit on a task order basis or only at the CLIN level?NoYes, the Government will use proposed CLIN 0001 Total Cost Hourly Rate and CLIN 1001 Total Fee Hourly Rate in determining incentive fee under issued task orders. Per section B Note E, the 10% maximum applies to the CPIF and FFP CLINs. The Government does not intend to negotiate fee for each separate task order. Task orders will be issued at the profit/fee rates negotiated at time of IDIQ contract award.
186/27/1820Section CThe SOW paragraph 3.2.1 has the statement: "Engineering services will be issued by Task Order and may be further specified in accordance with Section H clause, NAVSEA 5252.242-9115, TECHNICAL INSTRUCTIONS."
