About this file

This document contains a past performance questionnaire and information on an upcoming federal contract opportunity for the AN/BLQ-10 Electronic Warfare System program.

The past performance questionnaire requests a contractor evaluation on a prior contract to support the source selection process for an upcoming solicitation. It outlines instructions for completing the questionnaire, including ratings criteria and a section for overall contract outcomes, conclusions, and evaluator details.

The federal contract opportunity notice indicates that the Naval Sea Systems Command intends to issue a full and open competitive solicitation in April 2018 for the AN/BLQ-10 Electronic Warfare System program. The resultant IDIQ contract will include CPIF, FFP, and cost-only line items and be awarded to a single awardee. The program provides radio and communications band threat warning and situational awareness for all U.S. Navy submarine classes, delivering technological upgrades through the Submarine Force's Rapid COTS Insertion model and Open Architecture principles. The requirement will include Technology Insertion releases for 2020, 2022, and 2024.

NOTE: Evaluation of the Contractor’s performance shall be based on “objective” data and MUST INCLUDE SUPPORTING RATIONALE when ANY of the following ratings are used. Relate significant events to sub-factors where possible. Rationale should identify “HOW” the contractor met the sub-factor criteria under evaluation.

Satisfactory: Performance meets contractual requirements. The contractual performance of the factor or sub-factor contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

Marginal: Performance does not meet some contractual requirements. The contractual performance of the factor or sub-factor being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.

Unsatisfactory: Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the factor or sub-factor contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
