1. Offeror shall complete the attached Specification Response Matrix (Attachment 2) and submit in Vol. I

Factor 1(A), indicating the capability of the Offeror to meet the minimum requirements listed in the

Specification. As a minimum, Offeror shall respond in Attachment 2 to all parameters of the Specification identified in red text (an example response to Attachment 2 is provided for reference on second sheet of

Attachment 2). Where the Specification identifies required supporting documentation/data/drawings, the specific supporting data shall be included in the Offeror’s technical proposal in Vol. I Factor 1(B).

B. Supporting Technical Data: To support Government assessment of feasibility and practicability of the proposed design, Offeror shall provide the following in Vol. I, Factor 1(B):

1. Drawings, technical specifications, key performance characteristics, analysis, calculations and any other technical information for the proposed boat to describe the proposed boat’s ability to meet the requirements of this solicitation. As a minimum, Offeror shall provide the following data items

(drawings in PDF format, calculations in MS Excel format) to demonstrate the Offeror’s understanding of the requirements of the proposed boat:

i. General Arrangement Drawings (inboard and outboard plan and profiles, and overall dimensions of boat) that illustrate incorporation of all the major features and equipment required by the solicitation. Drawings shall be drawn to scale and clearly illustrate the interior arrangements of the vessel and depict the planned arrangement for the diver features and equipment required in the specification. The embarked dive systems, deck crane, and required features shall be depicted in proper scale on the proposal drawings.

Details of the proposed fendering arrangement shall also be indicated on drawings.

ii. Electrical Load Analysis (Attachment 1 Section 085-1.e) – an initial electrical load analysis that validates the proposed generator ratings shall be provided along with the proposed electrical one line diagram. Reference Attachment 1 Section 085-1.e and

Attachment 5 for detailed analysis requirements and assumptions and Attachment 6 for the notional one line diagram.

Note: Review and follow Attachment 5 instructions for filling out electrical load analysis

iii. Detailed Weight Estimate for Attachment 1 Section 070-4 comprised of:

1. Lightship condition: a detailed listing and summation of the material and equipment/items, their units, quantities, weights and center of gravities (longitudinal and vertical) that comprise the Lightship condition of the proposed boat.

Alternatively, the data from a scale weighing, inclining or dead weight survey of a similar craft and a detailed list of the specific variances/changes (including units, weights, and CG’s) from the weighed craft);

2. Loads: a detailed listing and summation of the load items, their units, quantities, weights and center of gravities (longitudinal and vertical) that comprise the various loads on the craft;

3. Load Conditions: a detailed listing and summation of weights and center of gravities which is comprised of the sum of Lightship and the various Loads as defined in the specification;

4. Margins: clear identification/notation of any assumed or applied margins (design, build, service life, other) to the Lightship, Loads and Vessel Conditions summations;

5. Origin: Clear definition of the reference origin and coordinate system (e.g. origin is the transom keel intersection with forward as positive in the longitudinal and starboard is positive in the athwartships).

2. Any other supporting technical data pertaining to suitability of the proposed design to perform the mission specified in the Specification.

3. A Master Build Schedule outlining the sequence and timeline of the major events of the production process for the boat from award to acceptance and delivery. The delivery date provided in Section F of the Request for Proposal is a notional delivery date. If the Offeror determines that an alternative delivery schedule is required it shall clearly identify the proposed delivery schedule with the submitted proposal, and provide supporting documentation justification.

4. An index of all proposal technical data that are submitted.

The Government will use the Offeror’s submitted drawings and technical data only for the purpose of evaluating the Offeror’s proposal.

C. Statement of Work Compliance: To support Government evaluation of Offeror’s ability to successfully execute the Statement of Work (SOW), Offeror shall provide the following in Vol. I Factor 1(C):

1. Rights in Technical Data: Offeror shall provide the following in Vol. I Factor 1(C):

i. For all non-commercial technical data and computer software to be delivered under the contract, the Offeror shall complete and submit Attachment 10 (fill in “None” if it is not applicable).

ii. For all commercial technical data and computer software to be delivered under the contract, the Offeror shall complete and submit Attachment 11 (fill in “None” if it is not applicable).

If the Offeror is awarded any resulting contract, the proposed Data Rights specified in Factor 1(C.1.i) and

1(C.1.i) above will be incorporated into the contract.

2. Warranty: To support Government evaluation of the Offeror’s ability to provide the minimum acceptable builder’s warranty for the proposed boats, Offeror shall provide a description of the proposed builder’s warranty in Attachment 8 Warranty Terms.

D. Management Approach: Offerors shall provide an executive summary of their proposal, general company information, manufacturing capability, and any relevant teaming or company information necessary for the Government to understand their approach to contract execution

Factor 2: Past Performance and Experience (PP&E):

A. Offerors shall provide three (3) past performance references on same or similar work as required by this

RFP, completed within the past five (5) years. Offerors shall use Attachment 9 to list these references and explain the relevance of each contract to the current requirement. If the Offeror will not be the Builder for the proposed boat (more than 50% of the boat will be built by a subcontractor or more than 50% of the boat will be built at a subcontractor’s facility), the Offeror shall include one (1) past performance reference for the Subcontractor and shall state the Subcontractor’s name, project manager’s name, street address, phone number, and e-mail address on a separate attachment to be included with the Offeror’s proposal. The

Subcontractor’s past performance reference will be included in the maximum number of three (3) past performance references. Offerors are responsible to submit the Past Performance Form as part of the technical proposal. The Government will utilize Past Performance Reference Forms received and other resources to gather Past Performance and Experience information on the Offerors.

VOLUME II: Price Proposal

Factor 3: Price: The following items shall be completed and included in the Price Volume of the Offeror's proposal:

A. Signed Standard Form 1449 and any amendments.

B. Section B of the solicitation completed with the Offeror's proposed prices inserted in the appropriate blank spaces.

C. Pricing spreadsheets shall be submitted on Attachment 12 – Blank Pricing Spreadsheet with workable formulas. Supplemental spreadsheets with relevant supporting data are allowable.

D. Any general pricing information or other basis for which proposed pricing was derived.

E. Section K of the solicitation (Certifications, Representations, and Other Statements). Offerors are required to provide sufficient supporting data to enable the Government to understand how the proposed Firm Fixed

Price (FFP) amounts were developed and to determine the reasonableness of the proposed price.

Clarity and completeness of the Price volume are of the utmost importance. The Price volume must be internally consistent or the price proposal may be considered unreasonable and may therefore be considered unacceptable.
