65 Ft Dive Support Boat NAVSEA Solicitation Number N00024-18-R-2209

Responses to Bidders’ Questions 21 Nov 2018

Question 1: Regarding 65' Dive Support Boat, Solicitation Number: N0002418R2209, will marine diesel engines equivalent to the Cummins QSL9 of similar size, type, and rating be considered for this application (heavy duty marine diesel engines, ~9.0L displacement, with Med continuous duty rating, e.g. John Deere 6090AFM85)?

Response 1: No, equivalent engines will not be considered for this application. The Cummins model required in the specification was chosen for logistical commonality with the other dive boats currently in the fleet. Due to the logistical impact to changing the engines on one boat, it is highly unlikely that an alternate engine will benefit the Government.

Question 2: Is the minimum 350 square feet of open area required to be clear of and exclude the stowed crane space requirements?

Response 2: Yes. Deck area covered by the stowed crane and other required equipment is not considered open deck area.

Question 3: Is the required 350 square feet of open space to be clear transversely and longitudinally of the crane and its foundation or can the space wrap around the crane and its required space claim?

Response 3: The space can wrap around the crane.

Question 4: Does the 350 square feet of open area exclude areas where equipment is located outboard, or is the 350 square feet a measure of total deck space clear of superstructure and crane?

Response 4: Area occupied by required equipment is not considered open deck area.

Question 5: Is it required for the 350 square feet of open space to be continuous with the approach to the aft stairs/passage to the swim platform?

Response 5: No.

Question 6 Due to a combination of upcoming boat shows and the Thanksgiving holiday, is there any possibility of requesting an extension on the due date of the submittal, currently designated as December 05, 2018?

Response 6: The Government will extend the due date of this solicitation to 21 December 2018.

Question 7: Would the Government be willing to accept an alternative payment schedule?

Response 7: In accordance with Section H-01 (d), The Schedule of Payments and Payable Events listed below are notional and may be adjusted based on the Contractor’s build strategy after contract award.

Question 8: Does proposing an alternative payment schedule affect the scoring/evaluation of the bidders?

Response 8: In accordance with Sections L & M, payment schedules are not being evaluated.

Question 9: At what point in the procurement process should bidders propose their alternative payment schedule?

Response 9: In accordance with Section H-01 (d), The Schedule of Payments and Payable Events listed below are notional and may be adjusted based on the Contractor’s build strategy after contract award.

Question 10: Can you clarify if the 100lb limitation can be increased to accommodate the specified 400lb weight load? And If so, what would the new specifications be?

Response 10: Details of the proposed gangway are not required to be included in the proposal. After award, if it is determined that the gangway requirements cannot reasonably be met, the Government would consider granting a variance for the weight of the gangway.

Question 11: Section L(e) Proposal Content Checklist: Item Vol. II: Price (A): Data Description is “Standard Form 33, Blocks 12-18.” Can you clarify if the form referenced is correct or if this should reflect Standard Form 1449?

Response 11: Section L(e) Proposal Content Checklist: Item Vol. II: Price (A): has been updated to reflect Standard Form 1449 vs Standard Form 33.

Question 12: Would it be possible to be included on the bidder correspondence relating to Solicitation Number: N0002418R2209 – 65- Dive Support Vessel Response 12: Responses will be posted via the Federal Business Opportunities (FBO) website.

Question 13: Item 581-1 references a push knee but the notional drawing does not depict one. Please advise if the vessel requires a push knee.

Response 13: Item 581-1 references push knees which are not required; the Specification Item 581-1 has been amended in Attachment 1 Revision A.

Question 14: If a push knee is required, then is it the Government’s intention to have the Schuyler SR3D Soft Loop extend from the vertical channels holding the rubber of the push knees port and starboard horizontally back 8 feet from that point? Otherwise, please clarify how the fendering should be installed with the push knee.

Response 14: Item 581-1 references push knees which are not required; the Specification Item 581-1 has been amended in Attachment 1 Revision A.
