Question Answer
0005.091
The RFP does not include NAVSEA Clause 5252.245-
9102 GOVERNMENT FACILITIES ON A RENT FREE NON
INTERFERENCE BASIS (SEP 1990). If an offeror proposes to use a GOCO facility, would the
Government add this NAVSEA clause with an award?
The government currently has no plans to add NAVSEA
Clause 5252.245-9102 to the solicitation or contract award.
0005.096
Has the government established and if so, can they provide the objective criteria to be used to evaluate an offerors "demonstration of experience" and "complexity" factors as stated in
RFP Section M 3.0, Subfactor 1.1?
The Navy has provided the evaluation factors for award in Section M of the solicitation.
0005.103
As part of Secion M 3.0, Subfactor 1.1, can the offeror show experience with the AN/SLQ‐32(V)6 technologies described with these individual technologies in multiple similarly complex systems?
Section M 3.0, Subfactor 1.1 states, "The offeror will be evaluated based on its demonstration of experience on RF programs similar in complexity to AN/SLQ-32(V)6.
The complexity evaluation will include evaluation of demonstrated experience with the following technologies used within AN/SLQ-32(V)6: [list omitted]." The Government will consider the Offerors' demonstrated experiences with multiple RF programs in its evaluation, provided each program is of similar complexity to the AN/SLQ-32(V)6.
0005.104
The Offeror shall provide measured data for any proposed item not currently listed in the TDP by specific part number including but not limited to hardware, firmware, software, vendors, and/or processes.
If provided by an offeror, does the measured data count against the page limit of its technical proposal?
Submitted measured data provided for any proposed item not currently listed in the TDP shall count against the technical proposal page limit; however, the page limit for the technical proposal is increased to 150 pages in solicitation amendment 0005.
0005.105

Question Answer
0005.106
Given the Navy purchased two AN-SLQ32A(V)6 systems for two out of three DDG1000s, has the
Navy considered the Total Evaluated Price (TEP) overweighting of AN-SLQ32A(V)6 systems due to the TEP evaluating four systems versus the Navy's requirement of one? Is it the Navy's intent to purchase additional AN-SLQ32A(V)6 systems beyond the Navy's requirement for DDG1000s? If not, the current TEP methodology may result in disadvantageous pricing to the Navy.
Yes, the Navy has considered the structure of the
Total Evaluated Price (TEP).
It is the Navy’s intent to purchase all required AN-
SLQ32A(V)6 systems.
