We understand that there have been other contractors requesting extensions that have been denied we feel that in order for all contractors to provide the most cost effective and accurate response to this solicitation an extension of seven days is necessary.
Question: Will the Government consider and extension from August 8th to August 16th in order for the contractor to provide an accurate proposal for this solicitation?
Answer: The Government will not consider an extension from 8 August 2016 to 16 August 2016 at this time. Amendment 2 dated 20 July extended the proposal due date from 29 July 2016 to 8 August 2016. For the purposes of this evaluation, each contractor is to provide a burdened composite labor rate based on the Government identified labor categories and quantity of hours and a burdened Other Direct Costs price based on the Government identified Contractor Material, Technical Services, and Subcontracting costs. The burdened composite labor rate and the burdened Other Direct Costs price are to be documented in Attachment J-2 Labor and Material Burden Rates Price Sheet to be submitted in accordance with the Section L Instructions.
The solicitation does not require work items identified in Attachment J-1 to be priced. Per N00024-16-R-2216 Attachment J-1 Note found on cover page:
“This Yard Patrol (YP) 676 Class Specification (Attachment J-1) consists of individual Work Items for evaluation purposes only. These items do not represent the actual work to be performed under the contract award, but is a representation of the scope of work that can be expected for the YP Service Life Extension Program (SLEP) efforts. Per the RFP, the Government will issue a Delivery Order to the winning Offeror(s) for further bidding on craft specific work packages. The Government will then down-select to the Offeror(s), whose proposal represents the best value to the government after evaluation in accordance with the factors in each delivery order. Each delivery order will be competed among the awardees based on total price of the craft specific work package and past performance of prior delivery orders on the contract.”
18. Question: On the Standard form 33 page 11 there is an estimated CLIN 0019 option Material ($50,000.00) and CLIN 0020 ($50,000.00) Spares and Repairs Parts dollar amount. It is my understanding this number is to be inserted into the NET AMT line of these sheets “without” proposed G&A markup. Is this correct?
Response: Section B of the solicitation is not required to be submitted as part of the Offeror’s proposal. Section L has been updated with Amendment 0005 to remove the requirement of submitting Section B.
