Attachment J-9 Bidder’s Questions and Answers

REV 2

July 29, 2016

1. Question: There are two identical postings happening on FedBizzOpps at the same time:

N00024-16-R-2216 and N00024-16-R-2222. Are these the same request? If so, which one are we supposed to be responding to? Please advise.

Answer: The synopsis has been updated and now states, “Interested Offerors shall respond to N00024-16-R-2216.”

2. Question: I didn’t find a geo restriction. Would these vessels be able to transit anywhere?

Answer: Section C, Part 3, C.3.1 General Requirements states, “The Contractor’s facility shall be within 150 mile radius of the United States Naval Academy.”

3. Question: Reference Section L, Page 116, Volume II, Factor 2, Subfactor D – Schedule and Section H, page 56 and Attachment J-1. Is it the government’s intent for the offeror to determine the optimum period of performance and develop this schedule in accordance with Section H and assuming the performance of all work items identified in Attachment J-1 for one craft? Or will the Government provide a period of performance for offerors to use … e.g. 16 weeks?

Answer: It is the Government’s intent for the offerors to develop their schedule(s) in accordance with Section H and based on the performance of all work items identified in Attachment J-1 for one craft.

4. Question: Will the government provide a two-day contractor craft visit?

Answer: A YP craft will be made available for a 3-hour site visit at the US Naval Academy (USNA) between 9:00 am and 3:00 pm on July 20 and 21, 2016. Site visit times may be adjusted shorter or longer based on the number of site visit requests. Interested parties shall email Brenda Uyeda at brenda.uyeda@navy.mil and Roxie Thomas at Roxie.thomas@navy.mil by 12:00 pm Eastern Time on Monday, July 18 to schedule the site visit and to receive the SECNAV5512/1 Form to gain access to the USNA. It is the interested party's responsibility to submit the completed form to the USNA Security Office at (Mr. Phil Card, 410-293-9325, phillip.card@navy.mil). Upon confirmation of access to the USNA, interested parties shall contact Brenda Uyeda by 4:00 pm Eastern on July 19 to confirm site visit. Site visits will not be conducted unless confirmation from the USNA Security Office has been received by the interested party. It is the interested party's responsibility to ensure access to the USNA is gained in a timely manner. If offeror has a Common Access Card (CAC) they can go directly to the USNA, Naval Support Activity, Small Craft Repair Department, 66 Halligan Rd., Annapolis, MD 21402. If no CAC, offeror will need to go to the vehicle inspection center located on 30 Yew St., Annapolis, MD 21401 (located off Annapolis St., between Taylor Ave. and King George Dr. to gain access to facility.

5. Question: Please clarify the meaning of the work “draft” as used in this note on the front page of the specifications. The contractor believes that at the point in time referenced by the government in this note, the Delivery Order would be out of the draft mode and be the actual delivery order to bid upon.

Answer: The word “draft” has been removed from Attachment J-1, page 1. Attachment J-1 REV 1 replaces Attachment J-1 in its entirety with Amendment 0002.

6. Question: The contractor is requesting an extension to the closing date until 8/26/2016 to prepare the information required by the solicitation to be submitted to the government.

Answer: The proposal due date has been changed to 8 August 2016.

7. Question: The specification package included with this solicitation invokes Navy Standard Item 009-60 as a Category I Item, which allows submittal in .pfd format. Can the contractor submit the proposed Schedule using Primavera Scheduling in Adobe Acrobat (.pdf) format?

Answer: Project format as a requirement for a successful proposal submission. Any submission in .pdf format would need to be in addition to the required format noted above.

8. Question: Can proposals be submitted to you electronically, or do they have to be mailed?

Answer: Per Section L, Additional Information 2.0 Instructions for the Submissions of Offers, please submit proposals the address listed. The following text has been added to Section L, Additional Information 2.0 Instructions for the Submissions of Offers to clarify: “Electronic proposals will not be accepted. “

9. Question: For CLIN’s 21 & 22, Page 18 of J-1 states to “provide Air Conditioning chiller units and Air Conditioning control panels in accordance with [Work Item 514-80-001].” Are these two CLIN’s procurement of materials only? This is not for the entire Work Item 514-80-01, correct?

Please advise.

Answer: CLIN 0021 AC Chiller Unit Crusair MTC96EC and CLIN 0022 AC Control Panel for Cruisair Model are applicable to procurement of Air Conditioning Chiller Unit(s) and Air Condition Control Panel(s) only. Other material required to accomplish Work Item 514-80-001, YP 676 Class A/C System Upgrade; accomplish, shall be provided by the contractor.

10. Question: There is no definitive quantity for contractor to estimate, can the government provide a linear foot of framing or other quantitative description for bidding purposes or will the contractor be compensated via contract modification when the proposed repair procedures are provided via

CFR?

Answer: There is no definitive quantity for the contractor to estimate because once awarded each winning contractor will have the opportunity to bid on individual boat work packages. For the purposes of this evaluation we are asking each contractor to provide a composite labor rate only.
