STATEMENT OF GENERAL CONDITIONS
Materials
The as-built drawings for the craft specify various materials, which are no longer commercially available. PRC (PRORECO) products in particular are no longer manufactured for use. The Contractor shall develop lists of alternate materials for SUPERVISOR approval before commencing work on each Work Item.
Welding Requirements
The Contractor shall provide evidence to the satisfaction of the SUPERVISOR that the welders and operators are proficient in the type of work which they are employed to perform. All welders shall hold current qualifications or certifications by recognized society acceptable from the Government. All welding should be in accordance with ABS Steel Vessel Rules part 2 chapter 4 section 1.
Ground welding machines, for purposes of providing a return path for welding current, using a grounding bar or lead, shall be connected directly from the machine ground return connection to the ship’s hull. Welding machines used for welding on machinery, pressure vessels, or piping shall have the ground return connection in the immediate vicinity of the work to ensure that the current does not flow through bearings, pipe hangers, or other areas where arcing or high resistance paths exist. For vessels constructed of non-magnetic materials, the ground return cables shall be connected directly to the component being welded – as close to the weld zone as feasible.
Shipboard power distribution system shall not be used as the power source for welding equipment. External power source shall be used.
Woodworking
1. The use of epoxy adhesives and fillers is encouraged for each applicable Work Item.
2. Where fasteners are removed and reassembly does not use the exact same hole, the old hole is to be filled with epoxy filler. Where fasteners are loose the hole shall be filled with epoxy filler and re-drilled.
3. Cleaning to bare wood shall use the mechanical peel method.
Painting
1. The use of NAVSEA Drawing No 6170188 Paint Schedule is for information only for the performance of surface preparation, painting and preservation in conjunction with the implementation of manufacturer’s recommendations.
2. In the course of work, prepare and paint all new and disturbed surfaces to match surrounding areas.
3. For materials within NAVSEA Drawing No 6170188 Paint Schedule that are no longer commercially available, the Contractor shall prepare a list of substitution materials for use approval by the SUPERVISOR.
Calibration
The Contractor shall perform the calibration of measuring devices as required by each Work Item. Measuring devices include meters, gauges, switches, and thermometers.
If measurement devices are designated as No Calibration Required (NCR), the performance of a functional check to ensure proper functioning of the measurement device is required, if it is not required for system acceptance testing. Measurement devices identified as requiring calibration for system/acceptance testing/trials but designated as NCR shall be calibrated and shall be labeled.
If measurement device calibration is required, the measurement device shall have at least two-thirds of its calibration life remaining. If it does not, the measurement device shall be calibrated. Each measurement device shall be calibrated and adjusted, including associated accessories, to the manufacturer's specifications, using appropriate calibration procedures and test equipment for permanently installed measurement devices and portable/non-installed measurement devices.
Calibration laboratories employed for measurement device calibration shall be accredited to either ISO 17025, General Requirements for the Competence of Testing and Calibration Laboratories, First Edition or ANSI/NCSL Z540-3, Requirements for the Calibration of Measuring and Test Equipment by a Commercial Accreditation Activity and the scope of accreditation must cover the appropriate measurement parameters and ranges of the calibrations performed.
Each measurement device shall be affixed with a calibration label to the face of each measurement device, denoting the name and location of the calibration facility, the date of calibration, and date of the next calibration.
Submit one legible copy, in hard copy and transferrable media (in Excel format) of a calibration events data file for each contractor or subcontractor-performed calibration event to the SUPERVISOR. For the calibration events data file, the minimum data set shall include manufacturer, model, serial number, nomenclature, manufacturer’s CAGE (if applicable), range, procedure used, calibration standard used, date calibrated, date due, servicing laboratory, service label attached, locations, part-of (system), function within the system (if permanently installed), National Stock Number and SCAT (if applicable).
Label Plates and Cable Tags
Identifying markings shall be plastic or engraved on metal. Plastic label plates and instruction plates shall be constructed of laminated phenolic having a black exterior and a white center. Engraving shall be a 90 degree maximum included angle of sufficient depth to expose the white center.
Label plates shall be attached with stainless steel screws or SUPERVISOR approved industrial adhesives. Aluminum plates shall be insulated to prevent contact with dissimilar materials.
Per NAVSEA drawing number 6170180, label plates shall be installed with mechanical fasteners as follows: With #6 RD HD Screw (Part #2), when affixed to a wood surface. Where the label plates are fastened to an aluminum surface, #6-32 NC-2 Pan Head Screws (Part #3) or 1/8” rivets (Part #11) shall be used.
Cable tags shall be soft aluminum and be embossed with the applicable cable designation using numbers and capital letters having minimum height of 3/16 inch and embossed to at least 1/64 inch above the surface. Cable tags and securing strips shall have a thickness of 0.014 to 0.016 inch. Cable tags shall have a minimum width of one-half inch.
Technical Representative
Manufacturer’s technical representative and authorized technical representative, in the performance of a work item, shall be directly employed by the manufacturer or authorized by the manufacturer, respectively, to perform on-site technical assistance and guidance, maintenance, repair, service, troubleshooting, installation, and modification on the equipment or machinery specified in the Work Item.
Documented qualifications of the manufacturer’s technical representative or authorized technical representative shall be provided to the SUPERVISOR.
