11 RFP,
Section L
570 Section L, Volume IV,
3.0 Cost
Summary para. 6
Section L, Volume IV, 3.0 Cost Summary, states that ..”The cost summaries detailed in the paragraphs below should be provided by contractor calendar year and to contain the cost summary information requested in those paragraphs for all items”.
Comment: Given the significant number of Section B price points (~2,500) that require Cost Summaries, per the RFP instructions, this will result in an estimated 7,500 to 8,500 pages just for Cost Summaries.
Request the Government amend the RFP to require detailed Cost Summaries by contractor calendar year in MS Excel file format, electronic submission only and not in the hard copy. The MS Excel files will have formulas clearly evident, editable, and functioning. MS Excel spreadsheets cells will be linked to other cells within the same workbook or worksheet (e.g., direct labor = hours x direct labor rate). In the event of any discrepancies, the CLIN costs/prices provided in Volume I, Section 4.0, Attachment 1 Pricing Tables, will take precedence.
Modify para 6 as follows: "...The cost summaries detailed in the paragraphs below should be provided by contractor calendar year and contain the cost summary information requested in those paragraphs for all items. The cost summaries shall be in MS Excel file format, electronic submission only and not in the hard copy..."
Section L, Vol IV, TABLE L-1: COPY
AND PAGE LIMIT REQUIREMENTS
is hereby modified to request only one Master hardcopy, including all cost summaries and three (3) copies including all cost information other than the cost summaries. Offeror needs to provide the amount of electronic copies requested with requested cost summaries tables. This change will be incorporated in the next solicitation amendment (A0006).
