11 Section L, Volume III

568 Volume III, Para 2.0

Paragraph 2.0 states: “…The Offeror shall also provide at least 3 recent and relevant contracts or subcontracts for each proposed Major Subcontractor...” . The questionnaire format implies the Customers are Government contractors, which in the case of a number of major subcontractors may not be the case. This is especially true when the Government requires 3 Past Performance references.

Question: Please confirm the Government’s intent for subcontractors is for all past performance references to be for their direct Customer, whether Government or private industry.

Provide confirmation the Government’s intent for subcontractors is all past performance references to be for the direct Customer, whether Government or private industry.

The Offeror shall provide relevant past performance, including contracts with Federal, State, and local government and private parties.

This clarification is added in Amendment 0002 to the solicitation

The definition of a Major Subcontractor for the purpose of Volume III, Section 2.0 is the proposed first-tier subcontractor with a proposed subcontract estimated at $10M or more including the dollar value of all options and the maximum quantity of supplies or services to be acquired.”

See Amendment 0002 to the solicitation for the detailed changes.

14 RFP,

Section B

11 CLIN X010 CLIN X010 describes a first article test for the DDG 1000. This appears to overlap with first article test for CLINs X014 – X016 (CIOC), X020 - X028 (PAAA) and

X029 – X031 (ECSC).

“X” is the contract year (0 to 7).

Government to clarify whether the equipment in the CIOC, PAAA and ECSC CLINs “feeds” CLIN X010 or whether CLIN X010 is the build of a single system.

As identified in Section B CLIN X010 describes the build of a single system for DDG 1000 as follows: “Surface Ship AN/USG-2B CEC System DDG 1000, minus the SDP-S.

TDP Reference: 8486904, PL8486904-004, (ignore SDP- S UNIT 39,)”. The X010 CLINs do not overlap with any other CLINs.

16 RFP,

There are significant proposal requirements for subcontractors exceeding the “subcontracts of $700,000 or more per base or option year” threshold which will result in many 10s of subcontractors to be designated as major subcontractors and flowed the full SOW requirements, submit formal cost proposals and past performance questionnaires. Additionally, these requirements do not exclude commodity/COTS suppliers. Additionally, these requirements are likely to be seen as very onerus for small business and commodities/OTS suppliers, reducing the number of available suppliers.

Section L, Requirements 3.0, Section 3.3.3 Subcontractor Management, "...The Contractor shall flow down the requirements of this entire SOW to all Subcontractors, regardless of contract value...." Please clarify whether the requirements flow down in Section L, Req'ts 3.0, Subcontract Management 3.3.3 is intended only for major subcontractors, and also whether it excludes commodities/COTS suppliers.

The deletion of this sentence does NOT delete the prime Contractor’s responsibility of contract compliance to deliver conforming supplies/services and the proper flow down of requirements /clauses to subcontractors.

Answer (b):

The Section L Volume I, Section 12.0 was marked “Reserved” in Amendment 001 to the solicitation

The following sections of the solicitation are updated in Amendment 0002 to provide clarification regarding Subcontract Information required:

• Section L, 4.0 Cost, 4.4 Subcontracts (Page 572): "...Provide a schedule identifying all proposed subcontracts with an extended value of $700,000 or more per base or option year..."

If the Government response is defined to be the maximum number of quantities in base or option year, please confirm the $700,000 threshold.
