4. Provide an update Solicitation conformed through amendment 0002.
Accordingly, the solicitation is amended as follows:
1. Under SECTION C – DESCRIPTIONS AND SPECIFICATIONS, the following paragraphs have been modified:

The PCA shall be conducted on the first article test units for AN/USG-2B, AN/USG-3B and the first production AN/USG-4B, AN/USG-5A, AN/USG-FMS and CAC2S Track Management Kits delivered and shall be performed using a Government approved Contractor’s Configuration Audit Plan, PCA Plan (CDRL A008). Contractor shall perform PCA following successful completion of First Article Testing. During the PCA, the Contractor shall confirm the unit is built in accordance with the TDP and the statement of work.
3.2.3 Quality Assurance (QA). The Contractor shall maintain a QA system that, at a minimum, meets the requirements of ANSI/ASQC/ISO Q9001:2000, and ensures the items delivered meet the requirements of the TDP and the statement of work. The Contractor shall be responsible for performance of all quality requirements for the items delivered under this contract. The QA system shall include provisions conforming to all production requirements including calibration, subcontractor control, failure diagnosis and corrective action, statistical process control, component and environmental screening, testing, and inspection. The Government does not require registration/certification of the Contractor’s quality system if ANSI/ASQC/ISO Q9001:2000 is chosen as the implemented quality system. The Contractor shall provide its Quality Assurance Program Plan, Contractor’s Quality System (CDRL A009).
3.3.2.2 Production Readiness Review (PRR).
The Contractor shall conduct a PRR upon successful completion of First Article Testing for each variant, including a dry run two weeks prior to the formal PRR, to determine whether the design is ready for production. The PRR focuses on assessing the readiness of the manufacturing processes, the Quality Management System, and the production planning (i.e., facilities, tooling and test equipment capacity, personnel development and certification, process documentation, inventory management, supplier management, etc.). The PRR shall evaluate the full, production-configured system to determine if it correctly and completely implements all system requirements. The PRR shall determine whether the traceability of final system requirements to the final production system are maintained. The Contractor shall identify existing and projected manufacturing problems and areas of risk and shall assess the progress in the Contractor's planning to achieve production rates required under the delivery schedule.
The PRR shall determine if production or production preparations incur unacceptable risk that might breach thresholds of schedule, performance, and cost. A successful PRR shall demonstrate the CEC System is ready to commence production. As a precursor to the PRR, the Contractor shall provide the Government with access to the appropriate artifacts for review and assessment to ensure entrance and exit criteria are satisfied. The PRR is considered to be successful when the Contractor provides evidence, and the Government concurs, the Manufacturing Readiness Level (MRL) of 9, or above, has been achieved. The PRR shall be conducted after successful completion of Manufacturing Acceptance Testing (MAT), First Article Testing (FAT) and the Physical Configuration Audit
(PCA).
The entrance criteria for the PRR shall be the following:
Significant production engineering problems encountered during MAT, FAT and PCA are resolved The Technical documentation is adequate to support production
The production enabling products and adequate resources are available, have been allocated, and are ready to support end product production
The production plans and preparations are adequate to start production Summary of problem status is documented, including all known discrepancies from the PCA
The exit criteria for the PRR shall be the following:
Production end-item burn in test, if required, are successfully completed Supply Support items identified Baseline documentation has been updated for any modifications made to the CI or logistics products as a result of changes made during testing, and is of sufficient detail to support production by a third party All Baseline documentation has been accepted and is under configuration control Safety issues resolved, if any Review of the DMSMS status, including disclosure of any and all known DMSMS items in the production baseline Product facility review completed
The Contractor shall be required to pass PRR and receive written approval from the Government prior to proceeding to Production.
3.3.3 Subcontractor Management. The Contractor shall provide a Technical Report – Study/Services, Subcontractor List (CDRL A013), listing all Subcontractors. The Contractor shall be responsible for the performance and quality of Subcontractor work under this contract. The Contractor shall monitor and control performance, quality, cost, and schedule according to the Contractor’s established subcontract management techniques to ensure that CEC program is not adversely impacted.
2. Under SECTION L-1, II. INSTRUCTIONS FOR SUBMISSION OF OFFERS, the following paragraphs have been modified:
6.0 Proposal General Guidance
This section delineates general information and requirements to be followed in the preparation of the Offeror’s proposal. Each Offeror must submit an offer/proposal and other written information in strict accordance with these instructions.
The Offeror’s proposal shall be based on the requirements contained in this RFP (including those documents, exhibits, and other attachments to the RFP identified in Section J). Offerors are required to submit a proposal encompassing all items listed in Section B herein. If an Offeror fails to comply with the content requirements, this will be considered during evaluation and may result in a lower evaluated rating or ineligibility for award.
Failure to comply with the terms and conditions of the RFP may result in the Offeror being removed from consideration for award.
The solicitation will be made available only through the internet at:
http://www.fbo.gov/
Offerors are hereby notified that from time to time, the Government may post additional information to the web site relating to this solicitation (e.g. responses to questions, amendments, etc.). It is the Offeror’s responsibility to check the web site for any such information.

The Contractor should not presume that data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), will be considered as part of the proposal. The Government does not assume the duty to search for data to cure problems it finds in proposals. Failure to conform to requirements of this solicitation may form the basis for rejection of the proposal.
General statements such as “the Offeror understands the method for performing the Systems Engineering efforts (or any portion thereof) and can or will comply with the requirements of the solicitation” will not be considered sufficient, as will generic statements such as "straight forward engineering techniques" and the "highest quality control procedures.”
The Offeror’s proposal must contain a precise description of all terms and conditions of the services and supplies offered and must address all topics described below. The information provided in the proposal shall appear in the same order as outlined herein.
In the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished which must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion of the proposal was written by that person. This certificate requirement applies to both the prime and any subcontractors. The certification shall be provided in Volume I.
The Offeror shall submit the volumes in both paper format and as electronic files.
