3311/17/17SOW 1.2 Applicable Documents. Reference is made to NAVAIR Instruction 13034.1F, which contains the following: 6. Policy Per reference (b), all DON aircraft and all aircraft conducting DON PAOs (including contracted air services and nonprogram of record activities) must have an airworthiness approval in the form of a flight clearance issued by COMNAVAIRSYSCOM. As aircraft systems develop and mature, they undergo configuration changes and/or expansion of the operational flight envelope. At each step, from first flight through retirement of the platform, airworthiness must be assured and certified by a NAVAIR flight clearance. NAVAIR flight clearances are issued in the form of interim or permanent clearances and are products resulting from a DON airworthiness assessment, as required by reference (a).NAVAIR 13034.1F refers to NAVAIR Manual M-13034.1 (dtd 13 Apr 2016). Chapter 2, paragraph 1.g.(1) (b) refers to Civil AAs and a Memorandum of Agreement (MOA) with the FAA for airworthiness support. Is the S-92A covered by the MOA? Additionally, the NAVAIR Airworthiness Manual does not contain a list of references. “Reference X” is cited but is not listed and is not contained in the available documentation. Can a copy of “Reference X” be made available?Yes, S-92A airworthiness certifications issued by the FAA are recognized by NAVAIR. The MOA is between NAVAIR and the FAA for commercial aircraft.

Ref (X) 'Support for the Military Commercial Derivative Aircraft (CDA) Federal Reimbursable Agreement between FAA and Armed Forces of 20 Sept 2012 is not needed by an Offeror. That document is an agreement between NAVAIR and FAA.

3411/21/17Will the USG self-insure the hull coverage - industry will not cover AC flown by military pilots? The solicitation requires Offerors to provide insurance IAW Statement of Work paragraph 2.18. Aircraft will be flown by S-92A certified Government pilots.11/27/17
3511/21/17How will the government cover AC damage either FOD or pilot error? In accordance with Statement of Work section 2.18 it is expected that that contractor will insure the aircraft and its occupants including coverage for third party liability for the duration of the effort IAW standard commercial practices. At this time no information has been provided that would lead the Government to believe that aircraft damage associated with FOD or pilot error would be outside of standard commercial practices.
