Pursuant to the referenced RFP and the FMU-139D/B SDICD, request to be provided a copy of the following document as referenced in the ICD:
JICD-MDA-001 Interface Control Document Joint Direct Attack Munition to Host Aircraft.
Although the FMU-139D/B SDICD references the JDAM ICD, JICD-MDA-001, the referenced document is not required to prepare a compliant proposal. The FMU-139D/B SDICD provided in the RFP contains sufficient definition of the weapon-to-fuze interface to permit all potential Offerors to scope the required effort.

Is the FFCS used to initiate a thermal battery or is the initial pulsed energy required to be stored within the Electronic Safe and Arm Fuze (ESAF)?
Fuze Function Control Set (FFCS) serves as the standard communications protocol between the fuze host weapons and launch platforms, enabling vital in-flight fuze (arm and delay time) selectability capability that Fleet operators have relied on for decades. The FFCS provides the energy through the MK-122 switch in the weapon to operate the fuze for the mission.

Requesting the FMU-139 C/B performance specification and the primary technical motivation for the FMU-139 D/B variant.
The FMU-139C/B Performance Specification (PS) is a stand-alone, independent document from the FMU-139D/B PS. As the two documents are not related, the FMU-139C/B PS will not be provided. The FMU-139D/B will enable cockpit programmability not currently available with the current FMU-139C/B fuze. Additional product improvements include a Serial Data Interface (SDI) between the aircraft and fuze, and increased hard target penetration capability. The FMU-139D/B provides the flexibility for use in both Mk-80 series weapons and the BLU-109 penetrator, thus eliminating the need for additional FMU-143 procurements and reducing the USN portfolio. In addition, newer aircraft, including the F-15, F-16, F-22 and F-35 do not support the Fuze Function Control Set (FFCS), and rely solely on the SDI for cockpit selectability. Therefore, the FMU-139D/B will provide future compatibility for these tactical aircraft.

Would it be best for the Small Business Subcontracting Plan to only cover the amount of CLIN 0001 and that with the release of delivery orders, the Plan could be updated to reflect the latest planned awards?
See Section L, Part B - Specific Instructions, Volume 2 - Technical Proposal, subsection 2.7 Small Business Management. SB Sub-contracting Plans would only require revisions in the event that the ceiling amount (F-3 Order Limitations) is increased in a future modification.
