About this file

This is a Multi-Year Funding Document for the NMAH: Install Emergency Generator construction project (Project Number: 1803117), a Smithsonian Institution initiative with a total budget exceeding $10 million. The project spans three fiscal years with allocated funding increments: $5 million in FY 2026, $5 million in FY 2027 (obligated by 07/30/2027 or when available), and the remaining balance in FY 2028 (obligated by 07/30/2028 or when available). The project scope includes furnishing and installing two new 500kW natural gas-fueled generators on the museum's roof to replace an aging 300kW diesel-fueled generator, routing a new natural gas line through the building, converting existing collections storage space (Room 4606) into an Emergency Electrical Room, and performing all associated structural, mechanical, electrical, plumbing, security, hazardous material abatement, and architectural modifications. The facility is located at 1300 Constitution Avenue NW, Washington, D.C., 20560, and must remain fully operational and open to the public throughout the construction period.

The FY 2026 phase (4 months) covers general requirements, submittals and shop drawings, long-lead time orders, mobilization, and termination costs. The FY 2027 phase (12 months) encompasses general requirements, existing condition assessment, metals, finishes, plumbing, HVAC, electrical, communications work, and termination costs. The FY 2028 phase (6 months) addresses general requirements and completion of metals, finishes, plumbing, HVAC, electrical, and communications work. Offerors are required to clearly describe and justify any items deleted or added within each funding phase and must identify and provide descriptions of long-lead time items. The applicable NAICS codes are 236220 (Commercial and Institutional Building Construction) with a $45.0 million size standard and 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a $19.0 million size standard.
