The MPA 118 solicitation seeks vendors to provide 24-hour emergency response and cleanup services for spills, leaks, or discharges of hazardous wastes, petroleum products, asbestos, radiological materials, and biological/medical wastes throughout Rhode Island. Initial responses were due September 9, 2026 at 12:00 p.m., with subsequent quarterly reviews occurring through September 30, 2028. Vendors may bid on the entire scope of services or individual response categories. The contract term begins approximately October 1, 2026 for an initial three-year period, with two optional 12-month renewal periods available. Successful vendors must deploy a qualified representative within one hour of verbal notification and commence cleanup operations within two to three hours, maintaining 24-hour telephone communications and compliance with all applicable OSHA and environmental regulations.

Vendors must submit invoices within 60 calendar days of service completion, supported by hazardous substance manifests, bills of lading, and subcontractor invoices. Pricing covers 32 labor categories, specialized equipment (barges, vessels, skimmers, vehicles, trailers), materials and supplies, RCRA-compliant laboratory analysis, and treatment and disposal services across 45 distinct material types. Required insurance includes general liability ($1 million combined single limit), workers' compensation ($100,000), automobile liability ($1 million), and environmental/pollution liability ($1 million per occurrence/$2 million aggregate). The State withholds a 0.33% administrative fee on total annual contract spending. MBE participation credit requires MBE/WBE certification, and all vendors must comply with Rhode Island prevailing wage requirements. Disposal must occur at Rhode Island licensed facilities or facilities within 100 miles of state borders. All proposals must be submitted electronically through Ocean State Procures, with late submissions not accepted.
